MINUTES HOUSING AND HUMAN SERVICES COMMISSION Neighborhood Resources Department 235 South Arizona Avenue, Chandler, AZ 85225 Wednesday, April 19, 2023, 6:00 p.m. CALL TO ORDER / ROLL CALL Commission Chair Tony Alcala called the meeting to order at 6:04 p.m. Commissioners present: Tony Alcala, Heather Mattisson, Cynthia Hardy, Jeff Reynolds, Julie Martin, David Gonzalez and Ryan Magel. Commissioners absent: Karen Tepper (excused), Lisa Loring (excused), Greg Rodriquez (excused), Cecilia Hermosillo (excused). Staff present: Riann Balch, Community Resources Senior Manager, Karin Bishop, Community Development Senior Program Manager and Dylan Raymond, Management Analyst Senior. Public present: None. SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC (Members of the audience may address any item not on the agenda. None. ACTION AGENDA 1. Approval of Fiscal Year 2023-2024 Annual Action Plan Including Community Development Block Grant (CDBG) Funding Recommendations Chair Alcala introduced Community Development Senior Program Manager, Karin Bishop to provide an overview of funding recommendations. Ms. Bishop explained that the City of Chandler receives Community Development Block Grant (CDBG) entitlement funding from the United States Department of Housing and Urban Development (HUD), which requires the City to prepare and submit an Annual Action Plan that identifies the planned use of the CDBG funds, and how it correlates to the Five-Year Consolidated Plan. The FY 2023-2024 Annual Action Plan is the fourth year of this Consolidated Plan. Ms. Bishop informed the Commission that to be in compliance with HUD regulations and the Citizen Participation Plan, the City of Chandler held a 30-day public comment period from March 17, 2023, to April 17, 2023; and two public hearings were held on February 8, 2023, and April 12, 2023. No public comments were received. Ms. Bishop informed the Commission the proposed FY 2023-2024 Annual Action Plan, authorizing staff to submit the Plan to HUD, will be considered by City Council on April 27, 2023. Ms. Bishop explained that the CDBG funds are used to develop viable urban communities by providing decent housing; a suitable living environment; and expanding economic opportunities for persons with low and moderate income. The city received its allocation in the amount of $1,343,477, a decrease of $59,214 from the previous fiscal year. Ms. Bishop asked the HHSC to approve the FY 2023-2024 Annual Action Plan including the CDBG funding recommendations and contingency plan. Motion: Commissioner David Gonzalez made a motion to approve Fiscal Year 2023-2024 Annual Action Plan Including Community Development Block Grant (CDBG) Funding Recommendations. Commissioner Jeff Reynolds seconded the motion. Discussion: None. Results: Motion passed 7-0. 2. Approval of Fiscal Year 2023-2024 HOME Investment Partnerships Program (HOME) Funding Recommendations Chair Alcala asked Ms. Bishop to provide an overview of the HOME Investment Partnerships Program (HOME) Funding recommendations. Ms. Bishop explained that the City of Chandler is not an entitlement community for HOME funds. Maricopa County HOME Consortium receives HOME funding from the United States Department of Housing and Urban Development (HUD) and reallocates HOME funds to the various Consortium members, including the City of Chandler. The City of Chandler held a 30-day public comment period from March 17, 2023, to April 17, 2023; and two public hearings were held on February 8, 2023, and April 12, 2023. No public comments were received. The Mayor and City Council are scheduled to take action on the proposed FY 2023- 2024 HOME funding recommendations on April 27, 2023. Planned HOME Activities are submitted to Maricopa County for inclusion in the Maricopa HOME Consortium’s Consolidated Plan and Annual Action Plan submitted to HUD. Ms. Bishop explained the purpose of the HOME Investment Partnerships Program is to create a more viable community; provide decent, safe, and affordable housing; and promote family stability and stronger neighborhoods for persons with low- and moderate-income. The City of Chandler directs its HOME funds to support affordable housing activities. Ms. Bishop asked if any Commission members had any questions. Chair Alcala asked if the item was presented for action now that the public comment period has ended. Ms. Bishop confirmed that was accurate. Commissioner Magel asked when the County’s public comment period was held. Ms. Bishop stated that it closed on the 17th of April and a link to the draft report was available on the city’s website. Motion: Commissioner Martin made a motion to approve Fiscal Year 2023-2024 HOME Investment Partnerships Program (HOME) Funding Recommendations. Commissioner Cynthia Hardy seconded the motion. Discussion: None. Results: Motion passed 7-0. MEMBERS COMMENTS / ANNOUNCEMENTS Commissioner Reynolds reminded the Commission about For Our City’s Bowling Fundraiser on Sunday, April 23, 2023, from 1:00 p.m. to 3:00 p.m. Commissioner Hardy thanked the Commission and shared she has enjoyed volunteering with the city for over 20 years. Chair Alcala informed the Commission that it is volunteer appreciation month and thanked everyone for all their volunteer efforts. CALENDAR 3. HHSC Meeting Wednesday, May 10, 2023, at 6:00 p.m. INFORMATION ITEMS Ms. Bishop shared that Commissioner Greg Rodriguez and Commissioner Hardy have completed their terms as commissioners. Chair Alcala and Commissioner Karen Tepper have been reappointed for additional terms.
