MINUTES HOUSING AND HUMAN SERVICES COMMISSION Chandler Police Department Community Room 250 E. Chicago St., Chandler, AZ 85225 Wednesday, May 31, 2023, 6:00 p.m. CALL TO ORDER / ROLL CALL Commission Chair Tony Alcala called the meeting to order at 6:08 p.m. Commissioners present: Tony Alcala, Heather Mattisson, Sharyn Younger, *David Gonzalez, Aimee Griffith-Johnson, Julie Martin, Lisa Loring, Ryan Magel, Cecilia Hermosillo, and Karen Tepper. *Commissioner Gonzalez arrived at 6:11 p.m. Commissioners absent: Jeff Reynolds (excused). Staff present: Leah Powell, Neighborhood Resources Director, Riann Balch, Community Resources Senior Manager, Karin Bishop, Community Development Senior Program Manager, and Dylan Raymond, Management Analyst Senior. Public present: None. Following the roll call, Commissioners and staff made self-introductions for newly elected Commissioner Younger and Commissioner Griffith-Johnson. SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC (Members of the audience may address any item not on the agenda. None. PUBLIC HEARING 1. Fiscal Year 2023-2024 General Fund Recommendations and Contingency Plan. Chair Alcala opened the Public Hearing at 6:10 p.m. and introduced Community Resources Senior Manager Riann Balch, who provided an overview of the Fiscal Year (FY) 2023-2024 General Fund recommendations and contingency plan. Ms. Balch shared that 56 applications were received totaling $2,710,750.15 in requests. Each application was assigned to one of three evaluation subcommittees for review and development of funding recommendations to the HHSC. Each evaluation subcommittee was composed of both HHSC Commissioners and additional Chandler residents. Subcommittees developed funding recommendations totaling $1,087,051.38 base funding, and $1,204,000 potential contingency funding. An additional $10,000 in contingency funds was received and has been added to the final recommendations for a total of $2,301,051.38. Ms. Balch explained that on May 10, 2023, after receiving recommendations from the three subcommittees, the HHSC approved the initial funding recommendations for the FY 2023-2024 General Fund allocations to support the provision of human services programs in the Chandler community. On May 19, 2023, staff notified applicant organizations of the recommendations. Today, the Commission will consider approval of final recommendations following this Public Hearing. City Council will consider the HHSC’s recommendation for approval the week of June 26, 2023. Ms. Balch reviewed the draft funding recommendations, including those applicants that did not receive funding or are recommended to receive a substantial difference in funding compared to prior year funding. Ms. Balch reported that the allocations process will be changing next year to a formal procurement process. Chair Alcala closed the Public Hearing at 6:33 p.m. ACTION AGENDA 2. Chair Alcala expressed his appreciation for having additional funding to support applicants who provide services to the Chandler community. Commissioner Ryan Magel thanked staff for their spectacular support of the allocations process. HHSC Regular Meeting, Wednesday, June 14, 2023, at 6:00 p.m. INFORMATION ITEMS Staff reminded Commissioners that elections for Chair and Vice Chair will occur at the next meeting. Commissioner Aimee Griffith-Johnson requested that Commissioner bios be made available for Commissioners to make educated decisions for the election. Ms. Balch agreed that this would be helpful information for the next meeting.
