Police Member Elect Shellum moved to approve the Consent Agenda of the August 3, 2023, 
Regular Public Safety Police Personnel Retirement Board Meeting; Seconded by Police Member 
Elect Kieffer. 
 
Motion carried unanimously (5-0). 
 
Executive Session - Pursuant to A.R.S. Section 38-431.03 (A), the Chandler Local Police Public 
Safety Personnel Retirement Board may vote to convene in executive session to discuss or 
consider confidential records exempt by law from public inspection, and/or to consult with the 
Board’s attorney for legal advice and to consider the Board’s position and to instruct the Board’s 
attorney regarding its position on item 2-3. The Board will take action on those items in open 
session. 
 
Action Agenda Item No. 2 and Discussion

New Membership for Treiber, Sampang, Wearne, Gutierrez, McConnell, 
Billups, and Anguiano 
Consideration, Discussion, and appropriate Action for New Membership for 
Bradley Treiber, Arniel Sampang, Ryan Wearne, Kendal Gutierrez, Derek McConnell, 
Caleb Billups, and Richardo Anguiano. 
 
Executive Session – Chairperson Turner asked for a motion to end the Open Session and to 
move into Executive Session for legal advice. Police Member Elect Shellum made a motion 
to end the Open Session and to move into Executive Session for legal advice in matter 
Action Agenda Item No. 2-3. Police Member Elect Kieffer seconded the motion, and the vote 
was unanimous to end the Open Session and move into Executive Session at 9:05 a.m. 
 
Open Session – Chairperson Turner asked for a motion to end the Executive Session and 
move into Open Session. Police Member Elect Shellum made the motion to end the 
Executive Session and to move into Open Session; Police Member Elect Kieffer seconded 
the motion, and the vote was unanimous to end the Executive Session and move into 
Open Session at 9:27 a.m. 
 
Action Agenda Item No. 2 Motion and Vote 
Police Member Elect Shellum moved to find that the following employees met the applicable 
PSPRS membership definitions for service with the City of Chandler Police Department: 
 
Bradley Treiber, Police Officer Lateral - Not Certified, hire date April 18, 2023 with a Tier 3 service 
date of July 17, 2023; Arniel Sampang, Police Officer Lateral - Not Certified, hire date April 18, 2023 
with a Tier 3 service date of July 17, 2023; Ryan Wearne, Police Officer Recruit, hire date April 25, 
2023 with a Tier 3 service date of July 24, 2023; Kendal Gutierrez, Police Officer Recruit, hire date

May 23, 2023 with a Tier 3 service date of August 21, 2023; Derek McConnell, Police Officer Recruit, 
hire date April 25, 2023 with a Tier 3 service date of July 24, 2023; Caleb Billups, Police Officer 
Recruit, hire date June 13, 2023 with a Tier 3 service date of September 11, 2023; Richardo 
Anguiano, Police Officer Lateral - Certified, hire date June 20, 2023. Agenda Item No. 2 of the 
August 2, 2023, Regular Public Safety Police Personnel Retirement Board; Seconded by Police 
Member Elect Kieffer. 
 
Motion carried unanimously (5-0) 
 
Police Member Elect Shellum moved to declare one pre-existing medical condition in 2023 that is 
listed on the pre-existing cover sheet for Bradley Treiber; Seconded by Police Member Elect 
Kieffer. 
 
Motion carried unanimously (5-0) 
 
Police Member Elect Shellum moved to declare three pre-existing medical conditions listed on the 
pre-existing cover sheet for Ryan Wearne; Seconded by Police Member Elect Kieffer. 
 
Motion carried unanimously (5-0) 
 
Police Member Elect Shellum moved to declare one pre-existing medical condition listed on the 
pre-existing cover sheet for Arniel Sampang; Seconded by Police Member Elect Kieffer. 
 
Motion carried unanimously (5-0) 
 
Police Member Elect Shellum moved to declare no pre-existing medical conditions for Kendal 
Gutierrez, Derek McConnell, Caleb Billups and Richardo Anguiano; Seconded by Police Member 
Elect Kieffer.

Reestablishing Membership for Bodell 
Consideration, Discussion, and appropriate Action to Re-Establish Membership for Ian 
Bodell.

Police Member Elect Shellum moved to find that Ian Bodell met the applicable PSPRS 
membership definitions for service with the City of Chandler Police Department with a re-hire

date of May 22, 2023; Agenda Item No. 3 of the June 28, 2023, Regular Public Safety Police 
Personnel Retirement Board; Seconded by Police Member Elect Kieffer. 
Motion carried unanimously (5-0) 
 
Police Member Elect Shellum moved to reaffirm the declarations for pre-existing conditions from 
March 2020 for Ian Bodell; Seconded by Police Member Elect Kieffer. 
 
Motion carried unanimously (5-0)
