MINUTES OF THE CHANDLER ARTS COMMISSION MEETING TUESDAY, OCTOBER 17, 2023 5:00 PM Commissioners Present: Michelle Hirsch, Caitlin Penny, Mahfam Moeeni-Alarcon, Rosanna Lantigua, Shachi Kale, Tim Wiant Commissioners Absent: Julie Ray Staff Present: Peter Bugg, Caroline Hudson-Naef CALL TO ORDER The meeting was called to order at 5:03 PM by Michelle Hirsch UNSCHEDULED /SCHEDULED PUBLIC APPEARANCES / CALL TO PUBLIC a) None APPROVAL OF MINUTES a) Tim made the motion to approve the minutes from September 19, 2023. Caitlin seconded the motion. The motion passed unanimously. ACTION AGENDA a) Approve 2024 meeting schedule Rosanna made a motion to approve the 2024 meeting schedule as presented. Mahfam seconded the motion. The motion passed unanimously. b) Ratify Tumbleweed Recreation Center artist Caitlin shared an update from the finalist proposal meeting. She shared that the committee was pleased with all of the proposals but chose coLAB Studio as the finalist. Tim made a motion to ratify the committee’s choice of coLAB Studio as the finalist for the Tumbleweed Recreation Center project. Michelle seconded the motion. The motion passed unanimously. c) Select artwork(s) for purchase Peter reminded the commission of the artworks that were under consideration for purchase, and said that one of Jacob Meders’ has sold since this agenda item was last presented. He also suggested that there was enough budget to purchase one piece from each of the three artists. After some discussion, Michelle made a motion to purchase one piece from all three artists. Caitlin seconded the motion. The motion passed unanimously. Rosanna made a motion to purchase the following pieces: I tried to warn you by Cam DeCaussin, Hunt at Crowheart by Jacob Meders, and Towering House Clan by Daniel Nez. Caitlin seconded the motion. The motion passed unanimously. d) Select Apache Park mural artist Peter shared the voting results for the Apache Park mural project: Kraze got the lowest amount of votes, and Jessica Gonzales and Joel Geist were tied. Peter suggested asking community stakeholders in the Apache Park neighborhood to weigh in between Jessica or Joel since the Arts Commission was tied. Michelle made a motion to survey Apache Park neighborhood stakeholders to break the tie between Jessica Gonzales and Joel Geist. Tim seconded the motion. The motion passed unanimously. e) Select artists for teaching in schools Peter shared the top-voted artists for the teaching project: Such Styles, Shari Keith, Mei-Kuei Cruise, and Estevan Curiel. Chandler arts staff and the school representatives also recommended Eli Richard McGlothern and Kelsey Philips. After some discussion, Michelle made a motion to approve Such Styles, Shari Keith, Mei- Kuei Cruise, Estevan Curiel, and Eli Richard McGlothern as the teaching artists for the project with CUSD and Kyrene schools. Tim seconded the motion. The motion passed unanimously. f) Approve budget for Galveston Neighborhood Project Peter explained that $5,000 is needed to do the planned traffic box wrap project in the Galveston neighborhood. Caitlin made a motion to approve the $5,000 for this project. Tim seconded the motion. The motion passed unanimously. g) Select artists for Galveston Neighborhood Project Peter shared the top-voted artists for the Galveston Neighborhood Project: Roger Perkins, Krista Hill, and Allie Giambalvo. Alexandra Bowers and Matt Lu were tied. Peter proposed selecting the top three voted artists along with Alexandra Bowers, with Matt Lu as an alternate. Michelle made a motion to approve Roger Perkins, Krista Hill, Allie Giambalvo, and Alexandra Bowers as the artists for the Galveston Neighborhood project with Matt Lu as an alternate. Mahfam seconded the motion. The motion passed unanimously. BRIEFING ITEMS a) Ongoing public art projects Vinyl Projects: DCCP staff met with their artists earlier in the month. CUSD artists will be meeting with students at the end of October. Jon Arvizu had hoped to complete his project with the museum by December but has to push back his timeline. CCA Lobby: Peter informed the commission that some panels have been completed and the project is on track for installation before the State of the City event in February. Fire station memorial: Peter updated the commission that there has been no change with this project. Arts Commission contribution to holiday party: Michelle MacLennan had suggested that it would be a kind gesture to send flowers as a thank you to the hosts of the Chandler cultural boards holiday party this year. Michelle Hirsch and Caitlin will work together on this. b) Outside Public Art Projects City Hall Median: Peter said there have been no updates on this project due to complications in closing the street. c) Maintenance projects Oregon St Parking Garage: Peter will bring forward a signage proposal from Maria Salenger next month. Museum Shade Structure: Peter is still working with buildings and facilities to schedule installation of the test fins. MEMBERS COMMENTS / ANNOUNCEMENTS - Caitlin is in Virginia and Washington, D.C. this week and is keeping an eye out for public art. - Tim shared that he attended the opening for the fall exhibitions at the Mesa Contemporary Art Museum and was stirred by the political art on display. He encouraged the other commissioners to visit and give it some thought. - Peter invited the commissioners to join a group outing to Canal Convergence in Scottsdale in November with more information to follow in an email. CALENDAR a) The next regular meeting will be November 21 via webex.
