MINUTES HOUSING AND HUMAN SERVICES COMMISSION FIRE ADMINISTRATION 151 E. Boston Street, Chandler, AZ 85225 Wednesday, October 11, 2023, 6:00 p.m. CALL TO ORDER / ROLL CALL Commission Vice Chair Ryan Magel called the meeting to order at 6:05 p.m. Commissioners present: Ryan Magel, Tony Alcala, Julie Martin, Sharyn Younger, Cecilia Hermosillo, Karen Tepper and Lisa Loring. Commissioners absent: Heather Mattisson (excused), David Gonzalez (excused), Jeff Reynolds (excused), and Aimee Griffith-Johnson (excused). Staff present: Leah Powell, Neighborhood Resources Director, Riann Balch, Community Resources Senior Manager, Karin Bishop, Community Development Senior Program Manager, Dylan Raymond, Management Analyst Senior, and Elizabeth Garcia, Community Development Coordinator. Public present: None. SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC Members of the audience may address any item not on the agenda. State Statute prohibits the Board or Commission from discussing an item that is not on the agenda, but the Board or Commission does listen to your concerns and has staff follow up on any questions you raise. None. CONSENT AGENDA Items listed on the Consent Agenda may be enacted by one motion and one vote. If a discussion is required by members of the Board or Commission, the item will be removed from the Consent Agenda for discussion and determination will be made if the item will be considered separately. 1. September 13, 2023, HHSC Regular Meeting Minutes. Motion: Commissioner Julie Martin made a motion to approve the Consent Agenda. Commissioner Sharyn Younger seconded the motion. Discussion: None. Results: The motion was approved 7-0. ACTION 2. 2024 HHSC Meeting Schedule. Mr. Dylan Raymond, Management Analyst Senior, presented the 2024 HHSC Meeting Schedule. Mr. Raymond advised that meetings are traditionally held on the second Wednesday of the month at 6:00 p.m. in the Neighborhood Resources Office, 235 S. Arizona Avenue, Chandler. Ms. Riann Balch recommended that the Commission consider adjusting the meeting schedule to adjust the February meeting date which conflicts with a holiday, and the March meeting date which is during the Chandler Unified School District Spring Break. The following dates were revised as follows: • February 7, 2024; and • March 6, 2024. Motion: Commissioner Younger made a motion to approve the 2024 HHSC Meeting Schedule, as revised. Commissioner Karen Tepper seconded the motion. Discussion: None. Results: The motion was approved 7-0. DISCUSSION 3. 2023 Community Needs Assessment. Vice Chair Magel called on Ms. Balch to present information on this item. Ms. Balch reported that the City of Chandler contracted Crescendo Consulting Group (Crescendo) to conduct the five-year update to the 2019 Community Needs Assessment. The goal of the update is to collect information about what has changed over the past five years to assist the city in determining how it can address the most pressing needs through the procurement of human services. Ms. Balch introduced Mr. Kevin Koegel of Crescendo to facilitate a discussion to prioritize the needs identified through the assessment process. Mr. Koegel provided an overview of how the assessment was conducted and a summary of preliminary findings. The Commission reviewed identified needs and discussed how they might be ranked and grouped to best meet the needs of the community. After thorough discussion, the Commission requested for staff to prepare a framework reflecting their preferences for additional comment. Ms. Balch committed to sending a draft out for feedback. Final approval will occur at the November 8, 2023, Commission meeting. MEMBERS COMMENTS / ANNOUNCEMENTS Commissioner Tony Alcala announced the groundbreaking of the reimagined Galveston Elementary School that is being redesigned for the 21st century and will replace the original school built in 1963. The rebuilding of the campus is expected to be completed in October 2024. Commissioner Tepper requested input from Commissioners on partnership opportunities for providing healthcare services to vulnerable populations in Chandler through Terros Health. CALENDAR 4. HHSC Meeting Wednesday, December 13, 2023, at 6:00 p.m. INFORMATION ITEMS Mr. Raymond shared that For Our City Day will be held on Saturday, October 21, 2023, and invited Commissioners to participate on the Neighborhood Resources team.
