The meeting was called to order by Mayor Kevin Hartke at 6:00 p.m.

2. Proclamation – Arizona Cities and Towns Week
MAYOR HARTKE read the proclamation and invited Tom Belshe, Executive Director of League of
Arizona Cities and Towns to accept.
MR. BELSHE said the City of Chandler is looked to as an example for many cities in Arizona.
3. Proclamation – Cyber Security Awareness Month
MAYOR HARTKE read the proclamation and invited Sandip Dholakia, Information Technology
Director, and Mitchell Robinson, IT Security Program Manager to accept.
MR. DHOLAKIA thanked team members of City of Chandler for their improvements in cyber
security, security is our shared responsibility.
4. Recognition – 2023 Telly and NATOA Video Awards
MATT BURDICK, Communications & Public Affairs Director recognized Courtney Randolph, Digital
Media Principal Producer; Julie Carpenter, Digital Media Principal Producer; Stacy Sacco, Digital
Media Manager; and Melina Zuniga, Digital Media Senior Producer for their work on Chandler’s
award-winning videos, bringing home a total of 8 awards from the 44th Annual Telly Awards and
the National Association of Telecommunications Officers and Advisors (NATOA) 38th Annual
Government Programming Awards.
5. Recognition – 2022 Certificate of Achievement for Excellence in Financial Reporting
DAWN LANG, Chief Financial Officer and Deputy City Manager recognized Kristi Smith, Financial
Services Assistant Director; Robert Steele, Accounting Senior Manager; and Shalonda Haynes,
Accounting Technician for their work with Management Services towards their completion of the
annual audit and achieving the high standards set by the Government Accounting Standards
Board and Government Finance Officers Association.
6. Recognition – 2023 Achievement of Excellence in Procurement Award
MS. LANG recognized the purchasing team represented by Christina Pryor, Procurement and
Supply Senior Manager; Rosenda Contreras, Procurement Senior Specialist; Sherri Revis,
Procurement Senior Specialist; Christian Johnson, Procurement Officer; and Raquel McMahon,
Procurement Officer for their work toward Chandler’s continuous improvement in areas like
innovation, professionalism, e-procurement, productivity, and leadership.

1. Approval of Minutes
Move City Council approve the Council meeting minutes of the Special Meeting of
September 7, 2023; the Special Joint Meeting of September 12, 2023; the Regular Meeting
of September 18, 2023; the Study Session of September 18, 2023; the Special Meeting of

September 18, 2023; the Special Meeting of September 21, 2023; the Regular Meeting of
September 21, 2023; and the Special Meeting of September 26, 2023.
Development Services
2. Final Adoption of Ordinance No. 5064, Rezoning PLH21-0069 Harris Place, Located 1/4 Mile
West of the Southwest Corner of McQueen Road and Ocotillo Road
Move City Council adopt Ordinance No. 5064 approving PLH21-0069 Harris Place, Rezoning
from Agricultural District (AG-1) to Planned Area Development (PAD) for single-family
residential, subject to the conditions as recommended by Planning and Zoning
Commission.
3. Final Adoption of Ordinance No. 5063, Annexation ANX21-0005 Harris Place, Approving the
Annexation of Two Parcels Totaling 3.4 Acres, Located West of the Southwest Corner of
Ocotillo and McQueen Roads
Move City Council adopt Ordinance No. 5063 approving ANX21-0005 Harris Place, as
recommended by Planning staff.
Public Works and Utilities
4. Final Adoption of Ordinance No. 5066 Granting a Non-Exclusive Power Distribution
Easement to Salt River Project Agricultural Improvement and Power District (SRP), for
Replacement of 12 Kilovolt (kV) Electric Cable and Conduit and Extension of a Power Line
at the City's Water Facility
Move City Council adopt Ordinance No. 5066 granting a non-exclusive power distribution
easement to SRP for replacement of 12 kV electric cable and conduit and extension of a
power line at the city's water facility, located at 2107 N. 91st Place, in consideration for the
payment of $1,000.
Consent Agenda Motion and Vote
Vice Mayor Orlando moved to approve the Consent Agenda of the October 16, 2023, Regular City
Council Meeting; Seconded by Councilmember Ellis.
Motion carried unanimously (7-0).
