Re: Renovation of Central Court Building – 9th Floor
Dear CJ,
Thank you for this opportunity to provide professional design services on the 9th floor of the
Maricopa County Central Courts Building. The scope of work for the 9th floor is based on the
design documents we developed for the 10th floor. We understand that the layout will be similar
but will need to be adjusted for unforeseen conditions that we are typically running into in this
building renovation. We have also taken into consideration that the Judicial Branch may have
design revisions.
We acknowledge the fee for Floor 9 is higher than Floor 10. The fee was calculated using the
negotiated rate between Arrington Watkins Architects and Maricopa County Continuing Services
Contract. Our consultants on this project, Pearson Engineering and Security Design Consultants
have maintained their fees because their work is dependent on getting an architectural product
that has been vetted by Maricopa County FMD and the Judicial Branch.
Their scope does not involve the rework and redesign that can occur on each floor nor the
extent of time given to the Construction Administration phase. Based on our experience in this
renovation there will always be some adjustments to the design and we are prepared to provide
timely changes to the documents.
Scope of Work – Floor 9
•
Task 9A – Program Verification Four Weeks – Two owner/user group meetings –
Lump Sum Fee):
o Two meetings (either in person or through video call) with the Judicial Branch to
verify programmatic elements that will be included in the 9h floor design.
o During the program verification meetings, we will discuss the Court’s Likes and
dislikes with the design of 11th floor. AW will continue to ensure that security, and
staff work environments are meeting expectations.
o This phase will require user input during the meetings, and it is anticipated that
we will meet with the following user groups:

Superior Court staff
Court Security, Court Equipment Vendor and OET
MCSO Staff
o Attendance and meeting schedule to be coordinated through FMD staff.
o Meetings during this phase will be attended by Project Manager and Project
Architect . Attendance by consulting engineers is not anticipated.
o Deliverable to be one hard copy document and one pdf copy emailed to the FMD
Project Manager.
o Owner Review time is expected to be 2 weeks.
•
Task 9B – Schematic Design (Four weeks and development of single option – One
owner/user group meetings – Lump Sum Fee):
o One owner Kick-off meeting and one owner schematic design discussion
meeting, both to be attended by architect, MEP, Data/Communications, and
special systems engineering team and security design consultant. Owner team
attendance coordinated through FMD.
o Internal design team coordination meetings to be held at AW office or via
MicrosoftTeams.
o Develop industry standard Schematic Development level documents by all
disciplines.
o Deliverables will be PDF’s emailed to FMD Project Manager for review.
o Reviews to be conducted in a Blue Beam Session.
o Owner Review time is expected to be 2 weeks.
•
Task 9C – Design Development (Four weeks – One owner/user group meetings –
Lump Sum Fee )
o Owner meeting to review design concerns and owner comments with the intent
to incorporate them into the design development drawings. This meeting will also
be to ensure owner has the information to create a DD estimate; to be attended
by architect, MEP, Data/Communications, and special systems engineering
team. Hardware review is anticipated.
o Owner meeting with space planners and county architect and interior designer to
confirm systems furniture layouts and requirements, and material selections on
color boards to be attended by Architect and Interior designer. To be attended by
architect and project coordinator, MEP, Data/Communications, and special
systems engineering team. Owner team attendance coordinated through FMD
and should include Goodman’s.
o Internal design team coordination meetings to be held via Microsoft Teams.
o Develop Design Development level drawings and specification by all disciplines.
Material selections and color boards to be presented preliminarily at this time.
o Review to be conducted through Blue Beam session
o Deliverables will be PDF’s emailed to County for review. Color boards will be
coordinated with County interior designer and be hand delivered and scanned for
approval.
o Architect to initiate preliminary plan review by county plan review team and state
fire marshal. This will be done through email or video call.
o Owner Review time is expected to be 2 weeks.

Task 9D – 50% Construction Documents. (Three weeks – One meeting with owner,
one meeting with AHJ – Lump Sum Fee)
o Owner meeting to confirm incorporation of DD phase owner/user comments. This
meeting will be to ensure owner has the information to create a CD estimate. It is
to be attended by Project Architect, MEP, Data/Communications, and special
systems engineering team. Security consultant may be remote.
o Develop 50% Construction Document level documents for all disciplines with
specifications. QC/QA by Project Manager.
o Deliverables will be PDF’s emailed to County for review and approval. A blue
Beam studio session can be set up at this time.
o Owner Review time is expected to be 1 week.
o Demolition package to be submitted for permitting.

Task 9E – Construction Documents 100% (Four Weeks– no meetings Lump Sum
Fee)
o Completion of 100% construction Documents, drawings, and specifications.
o QC/QA by Project Manager
o Pick up demolition comments and re-submit demo package for permitting.
o Submit to owner via pdf and Blue Beam studio session for final review.
o Demolition package to be submitted for permitting.
•
Task 9F – Permitting (Approximately 4 weeks – Lump Sum Fee)
o Plan review submittal. County Plan Review time is expected to be 2-3 weeks per
review.
o Pick up County plan review comments and resubmit for approval.
o Submit approved set to the State Fire Marshal for approval.
•
Task 9G – Bidding/Negotiation (No Work)
•
Task 9H – Construction Administration (Approximately 12 Months – Lump Sum
Fee)
o All design disciplines to perform Construction Administration services including
responding to RFI’s, reviewing submittals, and issuing ASI’s.
o The architectural Project Manager is expected to visit the site approximately one
time per month, up to 12 OAC meeting during the CA phase. The Project
Architect is expected to visit the site every week and attend up to 48 OAC
meetings during the CA phase. Substantial completion and final completion walk
to be done by both the PM and PA. Each site visit will include an owner meeting
and a field observation.
o The MEP/Data Communications engineers are expected to make up to eight site
visits during the CA phase.
o The Security Electronics engineer is each expected to make at least one site visit
during the CA phase and respond to RFI’s. Additional meetings can be done via
Teams.
o Coordinate and submit all deferred submittals.
o Record drawings will be provided to the design team by the General Contractor.
The design team will submit final documents and models/dwg files to the County.
o All disciplines are expected to do a pre-punch and final punch.

Fees
Please see the Fee Schedule attached to this proposal. This includes a reimbursable allowance
for travel and a Structural Engineering allowance if needed. The phases are indicated as lump
sum.
Additional services are available using the following standard hourly rates for Arrington Watkins.
