PARKS AND RECREATION BOARD 
REGULAR MEETING MINUTES 
 
CALL TO ORDER 
 
Madam Chair Dykstra called the meeting to order on Tuesday, October 3rd, at 5:00 
p.m.

SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES 
 
Brook Beall, a community member, provided an update regarding the use of 
motorized vehicles on the Paseo Vista Trail Loop. Mr. Beall reported that law

enforcement officers had made frequent visits and monitored the park for 
approximately one month and stated that there has been a noticeable reduction in 
the number of children riding their motorized vehicles on the trail. Mr. Beall also 
mentioned that the issue persists. 
 
Mr. Beall mentioned that he was recently approached by another community 
member who suggested that he should cease his complaints and allow the children 
to enjoy riding their vehicles. Mr. Beall emphasized that the problem persists even 
with the presence of signs at Paseo Vista. Mr. Beall urged the utilization of park 
rangers and the police department for continued monitoring and requested the 
installation of additional signage in the park. 
 
Madam Chair Dykstra thanked Mr. Beall for sharing this information and proposed 
adding the topic to a future agenda. She suggested a more comprehensive 
discussion on trail oversight management, concerns, and potential solutions. Madam 
Chair also requested that the staff conduct further follow-up on this matter with PD 
and Park Rangers.  
 
ACTION ITEMS  
 
1. APPROVAL OF MINUTES 
 
Madam Chair Melanie Dykstra asked for a motion to approve the minutes from 
the September 5th, 2023, Parks and Recreation Board meeting. Board Member 
Krishnamurthy made a motion to approve. Board Member Montgomery 
seconded the motion. The motion was approved unanimously. 
 
2. APPROVAL OF TUMBLEWEED PARK PICKLEBALL FACILITIES  
Mickey Ohland, Parks Development & Operations Senior Manager, gave a brief 
presentation and provided information regarding the updates to the proposed 
Tumbleweed Park pickleball courts and an overview of their inclusion in the 2024-
2033 Capital Improvement and Parks Strategic Plan.  
 
Madam Chair Dykstra asked for additional information regarding the consideration 
of solar energy at the pickleball courts.  
 
Madam Chair Melanie Dykstra asked for a motion to recommend approval of the 
future pickleball facilities at Tumbleweed Park. Board Member McInturf made a

motion to approve. Board Member Krishnamurthy seconded the motion. Board 
Member Montgomery abstained.  The motion was approved by the majority.

Rebecca Kuiper, Recreation Superintendent, Gave a brief presentation on the 
Parks and Recreation Association (APRA).  
 
The presentation included the following key points:

• Professional Development  
• Certifications offered through NRPA 
• CPRP, CPRE, CPS, AFO Certifications 
• Overview of APRA website  
Rebecca Kuiper, Recreation Superintendent, Gave a brief presentation on the 
Certified Autism Center Designation project. 
 
FUTURE AGENDA ITEMS  
 
Madam Chair Dykstra led a discussion for future agenda items to include for 
upcoming meetings. Items identified were: 
 
• 
Fees and Charges associated with the pickleball courts. 
• 
Rental Opportunities associated with the pickleball courts. 
• 
Consideration for solar power at the pickleball facilities.

ADJOURNMENT With no further items, Madam Chair Dykstra requested a motion 
to adjourn the meeting at 6:13 p.m. Board member James Montgomery made the 
motion to adjourn the meeting. Board member Sue McInturf seconded the
