A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
MARICOPA COUNTY, ARIZONA, APPROVING AMENDMENT NO. 1 TO 
INTERGOVERNMENTAL 
AGREEMENT 
NUMBER 
C-22-23-079-X-00 
BETWEEN MARICOPA COUNTY ADMINISTERED BY ITS HUMAN 
SERVICES DEPARTMENT AND CITY OF CHANDLER FOR HEAT RELIEF 
SERVICES TO EXTEND THE TERM TO DECEMBER 31, 2024; 
AUTHORIZING THE CITY MANAGER TO SIGN ALL RELATED 
DOCUMENTS AND ASSURANCES ON BEHALF OF THE CITY OF 
CHANDLER; AND FURTHER AUTHORIZING THE CITY MANAGER TO 
TAKE ALL ACTION NECESSARY OR PRUDENT TO IMPLEMENT THE 
AGREEMENT. 
 
WHEREAS, Maricopa County acting by and through the Maricopa County Human Services 
Department (“MCHSD”) notified the City of Chandler that it would receive up to $600,000 of 
American Rescue Plan Act (“ARPA”) funds to implement Heat Relief Services in Chandler and 
Mesa (the “Parties”) from May 1, 2023 through September 30, 2023; and 
 
WHEREAS, the Parties implemented a comprehensive Heat Relief Strategy to provide activities 
that reduced sunlight and heat exposure and/or mitigated the effects of sunlight and heat exposure 
for individuals experiencing homelessness, particularly underserved populations, within their 
geographic boundaries; and 
 
WHEREAS, the Parties met varied needs of persons experiencing homelessness across 
jurisdictions while simultaneously creating cost efficiencies and consistency in service delivery 
through standard operating procedures and non-duplication of service; and  
 
WHEREAS, the City of Chandler executed an Intergovernmental Agreement (“IGA”) with 
Maricopa County, served as the primary recipient and fiduciary of ARPA funds from MCHSD, 
and administered funds to the City of Mesa; and 
 
WHEREAS, MCHSD seeks to extend the IGA through December 31, 2024, with the intention of 
supporting the delivery of heat relief services in the City of Chandler for the 2024 Summer season. 
 
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Chandler, Arizona, 
as follows: 
 
Section 1. 
Authorizes the Mayor of the City of Chandler, or his designee, to execute 
Amendment No. 1 to the Agreement, in substantially the form attached hereto as 
Exhibit “A,” extending the term through December 31, 2024.  
 
Section 2. 
Authorizes the City Manager, or his designee, to execute, on behalf of the City, 
appropriate certifications and other documents and take such other actions as are 
necessary or appropriate to carry out the intent of this Resolution and administer 
the IGA.
