MINUTES OF THE CHANDLER ARTS COMMISSION MEETING TUESDAY, January 16, 2024 5:00 PM Commissioners Present: Michelle Hirsch, Shachi Kale, Rosanna Lantigua, Mahfam Moeeni-Alarcon, Caitlin Penny, Julie Ray, Tim Wiant Commissioners Absent: None Staff Present: Kim Moyers, Peter Bugg, Caroline Hudson-Naef CALL TO ORDER The meeting was called to order at 5:02 PM by Michelle Hirsch UNSCHEDULED /SCHEDULED PUBLIC APPEARANCES / CALL TO PUBLIC a) Vice Mayor Orlando made a presentation in honor of former Chandler Arts Commissioner Mary B. Ryan and proclaimed October 4, 2023 as Mary B. Ryan Day. Members of the public with the following screen names observed: DRyan, Jeff Rueter, Katy Rueter, Madeleine Rueter, Molly Ryan, Elizabeth Rueter, Jinx Patterson, Carol Dobson APPROVAL OF MINUTES a) Rosanna made the motion to approve the minutes from November 21, 2023. Tim seconded the motion. The motion passed unanimously. ACTION AGENDA a. 2024-2025 Budget adjustment Peter reviewed the current budget and made a request to increase the FY25 budget for the Tumbleweed Recreation Center project to $300,000. He emphasized that this will not be adding any additional funding for the project, just re-allocating funding from FY24 that will likely not be spent. Tim made a motion to approve this adjustment. Caitlin seconded the motion. The motion passed unanimously. BRIEFING ITEMS a) Ongoing public art projects Nick Rascona installed the Fire Department sculpture on Friday, completing a project that has been in the works for almost two years. The artwork for the CCA Lobby has been completed and picked up. It will be installed in late January before the State of the City event. Vinyl designs for the ACP traffic box wraps have mostly been approved and should be installed before the next meeting. The DCCP vinyl wraps are moving forward and should be installed soon. Jon Arvizu is still working on the design for the Museum vinyl wrap project. The artists for the Galveston traffic box wraps have met a number of times with members of the community, including a bus tour of the neighborhood with principal Tony Alcala. Peter anticipates that he will have designs to review by the next Arts Commission meeting. The Tumbleweed Park project is moving slowly due to contract negotiations. b) Outside Public Art Projects The City Hall Median project similarly has been held up due to complications in blocking traffic, but staff hopes it will be installed next month. Peter has connected the artists and teachers who will be paired together, and the artists are meeting with the students this spring. There will be a culminating exhibition of student artwork at the Chandler Center for the Arts in April. c) External Project Requests Peter shared that a citizen who lives in Chandler is requesting that the Arts Commission consider installing a mural on the back side of Sprouts on Dobson and Ray. Tim asked for more information and suggested that Sprouts might be willing to contribute. Several other commissioners suggested other businesses in that complex that might be interested in sponsoring a mural. Peter will reach out to the property owners and Sprouts for more information and hopes to have that next month. d) Maintenance projects Peter reviewed the proposed signage for the Oregon St Parking Garage sun slides and shared that staff has been able to assess that the size of the lettering is legible as proposed. However, he believes that we can get a better rate for the vinyl cutting and installation. Peter is still trying to work with the artist on the right amount of text that will provide enough information about the artwork without being overwhelming. Peter shared that both of the preliminary replacement fins for the Museum shade structure have been installed and have been holding up well to strong winds. Staff will get the rest of them manufactured and installed. Peter reminded the commissioners that the replacements are being paid for through insurance due to the wind damage. MEMBERS COMMENTS / ANNOUNCEMENTS - Caitlin shared another public art request that she received from a client for a mural on the coworking space next to Quart Haus. Peter shared that staff is happy to help the business find an artist to work with, but more information would need to be gathered before putting a formal request for funding to the Arts Commission. - Michelle spoke highly of the amazing art at Sky Harbor and urged the commissioners to take some time to check it out the next time they are traveling. Shachi added that one of her pieces is currently on display at Terminal 4 in Sky Harbor. - Caroline shared that she and Jillian had a great time presenting a printmaking activity at the Chandler Multicultural Festival last week. Rosanna also said that she enjoyed presenting her artwork at the festival and that she received a lot of support for her art. CALENDAR a. The next regular meeting will be February 20, 2024 via webex.
