RESOLUTION NO. 5786 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, APPROVING A GRANT APPLICATION AND AGREEMENT 
WITH THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY 
FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) FOR THE 
FISCAL YEAR 2023 ASSISTANCE TO FIREFIGHTERS GRANT (AFG) AND 
AUTHORIZING THE ACCEPTANCE OF AFG GRANT FUNDS AND 
CONTRIBUTION OF NON-FEDERAL FUNDS.  
WHEREAS, the objective of FEMA’s Assistance to Firefighters Grant (AFG) program is to 
provide funding directly to fire departments, nonaffiliated emergency medical services 
organizations, and state fire training academies for the purpose of protecting the health and 
safety of the public and first responder personnel against fire and fire-related hazards; and 
WHEREAS, the City of Chandler, through the Chandler Fire Department (CFD), has prepared a 
grant application to FEMA, seeking up to $207,797 in AFG grant funding to support the purchase 
of 30 new thermal imaging camera (TIC) units to replace older models that are no longer 
manufactured and ensure that the CFD has updated usable technology; and 
WHEREAS, in the event FEMA approves the grant application and awards federal funding, the 
terms of the grant require a local match contribution from the City of Chandler of non-federal 
funds in an amount of up to $20,779, for a total approved budget of $228,576 for the purchase of 
the TIC units; and   
WHEREAS, CFD has determined that it can comply with FEMA’s AFG grant requirements and 
use the grant funds, if awarded, in the manner described under the terms of the grant. 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler, Arizona, 
as follows: 
Section 1. 
Authorizing the submittal of a grant application to FEMA for consideration in the 
Fiscal Year 2023 Assistance to Firefighters Grant, proposing a total budget amount 
of $228,576 for the purchase of 30 new TIC units. 
Section 2. 
Authorizing the acceptance of AFG grant funds in an amount of up to $207,797, 
and a local match contribution from the City of Chandler of non-federal funds in 
an amount of up to $20,779, should an AFG grant be awarded. 
Section 3. 
Authorizing the Fire Chief of the Chandler Fire Department, or his designee, to 
execute the grant agreement and any other necessary or desirable instruments in 
connection with such grant and take such actions necessary to comply with the 
terms of the grant and perform all acts necessary to give effect to this Resolution.
