CALL TO ORDER / ROLL CALL   
Commission Chair Heather Mattisson called the meeting to order at 6:07 p.m. 
 
Commissioners present: Heather Mattisson, Ryan Magel, Tony Alcala, Cecilia Hermosillo (6:15 p.m.), 
Sharyn Younger (6:10 p.m.), Lisa Loring, David Gonzalez, Aimee Griffith-Johnson, Frank Dichoza, and Jeff

Motion: Commissioner Frank Dichoza made a motion to approve the Consent Agenda. Commissioner 
Jeff Reynolds seconded the motion.

ACTION AGENDA 
6. Approval of HHSC Initial Recommendations and Contingency Plan for General Funds Allocations 
for Fiscal Year 2024-2025 to City Council.

Chair Mattisson called on Community Resources Senior Manager Riann Balch to provide an 
overview of the initial recommendations and contingency plan.   Ms. Balch thanked the 
subcommittees for their hard work and explained that the next step is for the Commission to 
review the full set of recommendations and adjust them as desired before approving the initial 
recommendation to Council. In total, 57 applications with a total request of $3,153,587.45 were 
reviewed. The full recommendation allocates $1,083,776.27 of base funding and $1,000,000 of 
contingency funds for a total recommendation of $2,083,776.27. In comparing the 
recommendations to last year, it was noted that there was $17,000 less allocated towards 
programs addressing food insecurity. The Commission elected to add $9,100 in contingency 
funding to AZCEND Food Bank and $10,900 to Midwest Food Bank. Contingency funds were 
moved from Oakwood Creative Care, Chandler Care Center, and CeCe’s Hope Center. The final

Motion: Commissioner Sharyn Younger made a motion to approve the HHSC Initial 
Recommendations and Contingency Plan for General Funds Allocations for Fiscal Year 2024-2025 
to City Council. Commissioner David Gonzalez seconded the motion.

7. Approval of HHSC Special Meeting on May 29, 2024, at 6:00 p.m. 
Fiscal Year 2024-2025 General Fund Recommendations and Contingency Plan. 
 
Chair Mattisson called on Ms. Balch to present the item. Ms. Balch explained that an additional 
meeting is necessary to approve the Final General Fund Recommendations and Contingency Plan 
for approval by City Council. Staff suggested meeting on May 29, 2024, at 6:00 p.m. 
Motion: Commissioner Gonzalez made a motion to schedule a Special Meeting on May 29. 204 at 
6:00 p.m. approve. Commissioner Younger seconded the motion.

   MEMBERS COMMENTS / ANNOUNCEMENTS 
Commissioner Cecilia Hermosillo shared that the Valley of the Sun United Way (VSUW) is accepting 
applications for funding for grassroots and small nonprofit organizations. The funding is designed 
to identify and support small organizations making a critical impact in our local communities 
through a DEAI lens. VSUW recognizes the potential of a largely untapped resource for community 
vitality, resilience, and justice in grassroots organizations and looks to build capacity with this 
funding. VSUW believes that investing in grassroots groups provides a mechanism for activating a 
critical missing ingredient in more traditional community development strategies – the knowledge,

passion, commitment, and enduring presence of people who in live in a community. The 
application will be available May 7, 2024, through May 22, 2024. The maximum request is $5,000.

INFORMATION ITEMS 
Ms. Karin Bishop informed the Commission that the U.S. Department of Housing and Urban 
Development (HUD) has released the 2024 Community Development Block Grant (CDBG) and 
HOME Investment Partnerships (HOME) Program allocations to Grantees. The City of Chandler will 
receive $1,432,855 in CDBG funding, an increase of $89,378 in comparison to the city’s FY2023 
allocation. The City of Chandler will also receive $399,251 in HOME funding, a decrease of $43,475 
in comparison to the city’s FY2023 allocation.  
 
Mr. Dylan Raymond informed the commission that Maricopa County Human Services is 
conducting a community needs assessment and will be sharing the survey link to complete it. Mr. 
Raymond encouraged the commissioners to complete the survey and to share it with others who 
may have valuable input.  
 
Ms. Balch shared that the Department hosted a successful Landlord Appreciation Event on April 
30, 2024. Mayor Hartke, Vice Mayor Harris, and Councilmember Ellis attended the event to thank 
more than 60 landlords in attendance for working with the city to provide safe, affordable housing 
throughout the community.
