HOUSING AND HUMAN SERVICES COMMISSION 
YOUTH SUBCOMMITTEE

CALL TO ORDER / ROLL CALL 
Subcommittee Chair Tony Alcala called the Youth Subcommittee meeting to order at 5:39 p.m.  
 
Housing and Human Services Commissioners and Subcommittee Panel members present: Tony 
Alcala, Heather Mattisson, Lisa Loring, Jeff Reynolds, and Heather Callis. 
 
Housing and Human Services Commissioners and Subcommittee Panel members absent: None 
 
Staff present: Riann Balch, Community Resources Senior Manager, Karin Bishop, Community 
Development Senior Program Manager, Dylan Raymond, Management Analyst Senior, Elizabeth 
Garcia, Community Development Coordinator.

ACTION 
1. Evaluation, Discussion, and Development of Recommendations for Funding for FY2024-2025 
General Fund Youth Proposals.  
 
Management Analyst Senior, Dylan Raymond provided an overview of the tools the Subcommittee 
will use during the meeting to develop recommendations, the amount of funds available and the 
$10,000 minimum award requirement. 
 
Subcommittee Chair Alcala facilitated a discussion of each of the following FY 2024-2025 General 
Fund Youth proposals. Subcommittee members made initial base funding recommendations to be 
presented to the Housing and Human Services Commission at the next regular meeting scheduled 
for Wednesday, May 8, 2024, at 6:00 p.m.

potential increase in funding. Dollar figures represent the recommended additional funding to the 
initial funding recommendation above. If less contingency funds are received, funds should be 
applied to projects by score from high to low until they are depleted.

Motion: Subcommittee member Jeff Reynolds made a motion to approve the initial funding 
recommendations, including the contingency plan, for FY 2024-2025 General Fund Youth 
proposals. Subcommittee member Heather Mattisson seconded the motion.

Results: Motion passed 5-0. 
 
Subcommittee Chair Alcala thanked everyone for their time and commitment during this process.
