BASIC NEEDS SUBCOMMITTEE

CALL TO ORDER / ROLL CALL
Subcommittee Chair Karen Tepper called the Basic Needs Subcommittee meeting to order at 5:40
p.m.
Subcommittee panel members present: Karen Tepper, Cecilia Hermosillo, and Sharyn Young
Subcommittee panel members absent: David Gonzalez.
Staff present: Riann Balch, Community Resources Senior Manager, Karin Bishop, Community
Development Senior Program Manager, Dylan Raymond, Management Analyst Senior, Elizabeth
Garcia, Community Development Coordinator.
Public Present: None.
Action
1. Evaluation, Discussion, and Development of Recommendations for Funding for FY2024-2025
General Fund Basic Needs Proposals.
Management Analyst Senior, Dylan Raymond provided an overview of the tools the Subcommittee
will use during the meeting to develop recommendations, the amount of funds available and the
$10,000 minimum award requirement.
Subcommittee Chair Karen Tepper facilitated a discussion of each of the following FY 2024-2025
General Fund Basic Needs proposals. Subcommittee members developed initial base funding
recommendations to be presented to the Housing and Human Services Commission at the next
regular meeting scheduled for Wednesday, May 8, 2024, at 6:00 p.m.

Subcommittee Chair Tepper facilitated a discussion on developing a contingency plan for a
potential increase in funding. Dollar figures represent the recommended additional funding to the
base funding recommendation above. If there is a decrease in the contingency funding, the
reduction should be reduced equally across the proposals.

Motion: Subcommittee member Sharyn Younger made a motion to approve the initial funding
recommendations, including the contingency plan, for FY 2024-2025 General Fund Basic Needs
proposals. Subcommittee Cecilia Hermosillo seconded the motion.

Results: Motion passed 3-0.
Subcommittee Chair Tepper thanked everyone for their time and commitment during this
process.
