Special Meeting Minutes of Wednesday, April 18, 2024 Consent Agenda Motion and Vote Citizen Member Crawford moved to approve the Consent Agenda of the May 1, 2024, Regular Public Safety Police Personnel Retirement Board Meeting; Seconded by Police Member Elect Ynclan. Motion carried unanimously (3-0). Page of 2 5 Executive Session - Pursuant to A.R.S. Section 38-431.03 (A), the Chandler Local Police Public Safety Personnel Retirement Board may vote to convene in executive session to discuss or consider confidential records exempt by law from public inspection, and/or to consult with the Board’s attorney for legal advice and to consider the Board’s position and to instruct the Board’s attorney regarding its position on item 5-6. The Board will take action on those items in open session. Action Agenda Item No. 5 and Discussion 5. New Membership for Diaz, Gale, Littleben, Marven, Nance, and Pones Consideration, Discussion, and appropriate Action for New Membership for Margaret Diaz, Alexander Gale, Briana Littleben, Rene Marven, Troy Nance, and Emily Pones. Executive Session – Chairperson Turner asked for a motion to end the Open Session and to move into Executive Session for legal advice. Citizen Member Crawford made a motion to end the Open Session and to move into Executive Session for legal advice in matter Action Agenda Item No. 5-6. Police Member Elect Ynclan seconded the motion, and the vote was unanimous to end the Open Session and move into Executive Session at 9:28 a.m. Open Session – Chairperson Turner asked for a motion to end the Executive Session and move into Open Session. Citizen Member Crawford made the motion to end the Executive Session and to move into Open Session; Police Member Elect Ynclan seconded the motion, and the vote was unanimous to end the Executive Session and move into Open Session at 10:01 a.m. Action Agenda Item No. 5 Motion and Vote Citizen Member Crawford moved to find that the following employees met the applicable PSPRS membership definitions for service with the City of Chandler Police Department: Margaret Diaz, Police Officer – Lateral Certified, hire date January 23, 2024; Alexander Gale, Police Officer Recruit, hire date January 23, 2024 with a Tier 3 service date of April 22, 2024; Briana Littleben, Police Officer Recruit, hire date January 23, 2024 with a Tier 3 service date of April 22, 2024; Rene Marven, Police Officer Recruit, hire date January 23, 2024 with a Tier 3 service date of April 22, 2024; Troy Nance, Police Officer – Lateral Certified, hire date January 23, 2024 with a Tier 3 service date of April 22, 2024, and Emily Pones, Police Officer Recruit, hire date January 23, 2024 with a Tier 3 service date of April 22, 2024.; Agenda Item No. 5 of the May 1, 2024, Regular Public Safety Police Personnel Retirement Board; Seconded by Police Member Elect Ynclan. Motion carried unanimously (3-0) Citizen Member Crawford moved to declare one pre-existing condition listed on the pre-existing cover sheet for Margaret Diaz.; Seconded by Police Member Elect Ynclan. Motion carried unanimously (3-0) Citizen Member Crawford moved to declare one pre-existing condition listed on the pre-existing cover sheet for Alexander Gale.; Seconded by Police Member Elect Ynclan. Motion carried unanimously (3-0) Citizen Member Crawford moved to declare two pre-existing conditions listed on the pre-existing cover sheet for Troy Nance.; Seconded by Police Member Elect Ynclan. Motion carried unanimously (3-0) Citizen Member Crawford moved to declare four pre-existing conditions listed on the pre-existing cover sheet for Emily Pones.; Seconded by Police Member Elect Ynclan. Motion carried unanimously (3-0) Action Agenda Item No. 6 and Discussion 6. Hiring PSPRS Retirees Consideration, Discussion, and appropriate action for hiring PSPRS retirees: Bryan Chapman, Daniel Coons, Stewart Crawford, Matthew Feddeler, Caroline Heaps, and Ayana Maki. Action Agenda Item No. 6 Motion and Vote Citizen Member Crawford moved to approve the hiring of Bryan Chapman, a retired City of Phoenix Assistant Chief of Police, as a Police Chief. The position is a Public Safety eligible position; therefore, the City of Chandler is responsible for paying the PSPRS alternate contribution rate.; Agenda Item No. 6 of the May 1, 2024, Regular Public Safety Police Personnel Retirement Board; Seconded by Police Member Elect Ynclan. Motion carried unanimously (3-0) Citizen Member Crawford moved to approve the hiring of Daniel Coons, a retired City of Chandler Police Officer, for less than 20 hours as a Civilian Investigator. The position is not a Public Safety eligible position; therefore, the City of Chandler is not responsible for paying the PSPRS alternate contribution rate. Seconded by Police Member Elect Ynclan. Motion carried unanimously (3-0) Citizen Member Crawford moved to approve the hiring of Stewart Crawford, a retired City of Phoenix Police Officer, as a Police Investigative Specialist. The position is not a Public Safety eligible position; therefore, the City of Chandler is not responsible for paying the PSPRS alternate contribution rate. Seconded by Police Member Elect Ynclan. Motion carried unanimously (3-0) Page of 4 5 Citizen Member Crawford moved to approve the hiring of Matthew Feddeler, a retired City of Tempe Police Sergeant, as a Civilian Elementary Engagement Specialist. The position is not a Public Safety eligible position; therefore, the City of Chandler is not responsible for paying the PSPRS alternate contribution rate. Seconded by Police Member Elect Ynclan. Motion carried unanimously (3-0) Citizen Member Crawford moved to approve the hiring of Caroline Heaps, a retired City of Phoenix Police Officer, as a Civilian Elementary Engagement Specialist. The position is not a Public Safety eligible position; therefore, the City of Chandler is not responsible for paying the PSPRS alternate contribution rate. Seconded by Police Member Elect Ynclan. Motion carried unanimously (3-0) Citizen Member Crawford moved to approve the hiring of Ayana Maki, a retired City of Tempe Police Officer, as a part-time less than 20 hours Civilian Investigator. The position is not a Public Safety eligible position; therefore, the City of Chandler is not responsible for paying the PSPRS alternate contribution rate. Seconded by Police Member Elect Ynclan. Membership Termination for Evans Consideration, Discussion, and appropriate Action regarding the termination of PSPRS membership for Jared Evans, Police Officer, effective April 9, 2024. Action Agenda Item No. 7 Motion and Vote Citizen Member Crawford moved to approve terminate the PSPRS membership for Jared Evans, Police Officer, effective April 9, 2024.; Agenda Item No. 7 of the May 1, 2024, Regular Public Safety Police Personnel Retirement Board; Seconded by Police Member Elect Ynclan.
