CITIZENS’ PANEL FOR REVIEW OF POLICE COMPLAINTS AND USE OF FORCE REGULAR MEETING MINUTES April 2, 2024 Chairman Fagen called the meeting to order at approximately 6:02 pm 1. PLEDGE OF ALLEGIANCE 2. Minutes of January 9, 2024 Panel member Enoch moved to approve the minutes of the January , 2024, , Citizens’ Panel for Review of Police Complaints and Use of Force meeting. Panel member Yang seconded the motion. The minutes were approved by all Panel members present. 4. UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC 5. BRIEFING/DISCUSSION a. Presentation by the Training Unit on the Department’s Use of Force Policy Sgt. Greene gave a presentation on Chandler Police Department’s Use of Force Policy and provided b. Presentation by SWAT on less lethal weapons Sgt. Scholz and Ofc. McCartney gave a presentation on the different types of less lethal munitions utilized by the Chandler Police Department Panel member Yang inquired about amending the City Code and/or ByLaws. Legal Advisor White notified the board this request will be reviewed by Chief Chapman and the Legal Unit. The board will be provided with an update once it has been reviewed. Panel member Yang asked why Officer Involved Shootings take longer than expected to be reviewed by the Board. Lt. Prendergast explained the administrative process of all Officer Involved Shootings to the board. Before the panel can review any Officer Involved Shootings, all shootings must be reviewed by the County Attorney’s Office. 6. ANNOUNCEMENTS Chair Fagen announced Panel member Diane Mardis resigned from the board on April 2, 2024. Chair Fagen has called the next meeting, July 9, 2024, to be held virtually as an option for panel members unable to attend in person. Cmdr. Shellum announced new Police Chief, Chief Chapman will be starting with the Chandler Police Department on Monday, April 8, 2024. Command staff and Chief Chapman will be discussing what Use of Force summaries the panel will review. 7. CALENDAR/FUTURE AGENDA ITEMS Next meeting will be Tuesday, July 9, 2024. 8. INFORMATION ITEMS Introduction of Commander Daniel Shellum Cmdr. Shellum introduced himself as the new Police Commander for the Citizens’ Panel for Review. Looks forward to working with the committee. 9. ADJOURNMENT Panel member Yang moved to adjourn, seconded by Vice Chair Diefenbacher. The motion was approved by all Panel members present, and the meeting adjourned at approximately 7:22 p.m.
