CITIZENS’ PANEL FOR REVIEW OF POLICE COMPLAINTS AND USE OF FORCE SPECIAL MEETING MINUTES June 4, 2024 1. Daniel Shellum Lt. Michael Prendergast Det. Jeffrey Fox Sgt. Ronald Bromund Ean White, Assistant City Attorney Pamela Leon, Staff Liaison 2. SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC a. None 3. ACTION AGENDA a. Discuss current Citizens’ Panel for Review of Police Complaints and Use of Force Bylaws. The Chair requested the panel create a list of panel members when creating a Subpanel instead of the City Manager choosing which Panel members will be part of the Subpanel. There was discussion between the Panel members on what the verbiage should be regarding Subpanels and how members are chosen. The Panel ultimately agreed the Panel should create the list instead of the City Manager. Panel member Yang requested the Ordinance Number be corrected on the current Bylaws. Ordinance Number 3135 was amended and changed to Ordinance Number 4983. Panel member Yang requested the Bylaws change to include gender neutrality. Change Chairman to The Chair or Chairperson and remove him/his to their/them. Recommendation to Chief Chapman, the Panel requested The Bylaws include the following; “The Panel may make recommendations to the Chief of Police concerning training programs, revisions of policies or procedures, commendable actions, preventive or corrective measures except for employee discipline and community concerns regarding Police action and procedures”. Panel requested to remove the word “court” from Recording and Minutes. The staff liaison does record minutes, however; is not a court reporter. b. Discuss the Chandler City Code 2-23 There was discussion between all Panel members on changing 23.2.4 Powers and duties B; to allow Panel members to miss no more than two regular meetings per year instead of three (3) consecutive regular meetings. The Panel lastly discussed what the Panel reviews including all police shootings and police incidents when direct physical force by the Police results in serious physical injury or death. The Panel discussed the Use of Force Quarterly summaries and requested to speak with Chief Chapman on their options. Panel members requested the Use of Force summaries include all police shootings and police incidents, as well as lethal and intermediate use of force as defined by department policy. The Chair notified the Panel Chief Chapman would be discussing their concerns and the July 9 regular meeting. 4. BRIEFING ITEMS Briefing by Chair Fagen on the meeting with Chief Chapman and City Manager Josh Wright, called at the City Manager’s request on May 22,2024. City Manager contacted Chair Fagen to meet and discuss the Panel. City Manager, Josh Wright explained that the Panel was an early adopter for the City of Chandler Boards and Commissions. Explained the importance of transparency within the Department and Panel. 5. ANNOUNCEMENTS 6. CALENDAR/FUTURE AGENDA ITEMS Next meeting will be Tuesday, July 9, 2024. 7. INFORMATION ITEMS 8. ADJOURNMENT Panel member Whitaker moved to adjourn, seconded by Panel member Diefenbacher. The motion was approved by all Panel members present, and the meeting adjourned at approximately 8:49 p.m.
