Project Name: FirstNet Compact Rapid Deployable (CRD) 15. Purpose of Grant: The FirstNet compact deployable is a portable device that can be set up in less than 15 minutes. It provides dedicated public safety access to WiFi, cell coverage, and satellite access. This device is portable and can be used at events to supplement public safety communications, provide backup to the 9-1-1 Center during outages, and provide connectivity for remote law enforcement operations. Provide the narrative in paragraph form in the text field provided. Please be thorough but strive for brevity. 1. Briefly describe your organization’s history, mission and goals. The City of Chandler, incorporated on February 17, 1920, is located in the southeastern portion of Maricopa County, and encompasses approximately 65 square miles. Chandler has been an innovative community shaped by entrepreneurs and hometown traditions since being founded by Dr. AJ. Chandler as one of Arizona's first master-planned communities in 1912. A legacy of Chandler families and business enterprises has established a foundation for our community to build upon. Their commitment to the pursuit of opportunity and advancement of the community combined with decades of thoughtful, consistent planning and investments have transformed Chandler into the Community of Innovation we know today. Chandler is the fourth largest city in Arizona and is one of several major cities comprising the greater Phoenix metropolitan area, which is the economic, political, and population center of the State of Arizona. Chandler’s population has experienced remarkable growth over the past 25 years. The city's manufacturing sector and information technology industry has been a major driver of economic growth and attraction to Chandler. The city has stabilized its financial position by utilizing a mix of diversified revenue sources. Managing costs of services during a time of inflation and higher cost of personnel in the market is critical. Grants provide the city the opportunity to increase our reach and expand our services to our community. The City of Chandler’s continued goal is to provide the highest quality services to the community in the most cost-effective manner. These services include Public Safety: Police and Fire; Community Services: Park and Recreation and Libraries; Cultural Development: Center for the Arts and Museum; Public Works: Streets and Traffic; Utilities: Water, Wastewater, Reclaimed Water and Solid Waste; Neighborhood Resources; Development Services; Airport; Tax and Licensing and numerous internal services. To determine eligibility for this grant, if the applying organization is non-municipal or non-profit, please describe your relationship with the supporting municipality, how this project will benefit the municipality, and the municipality’s role in this project, if applicable. Describe the proposed project, objectives, and your plan to implement. The FirstNet Compact Rapid Deployable (CRD) provides cell and internet connectivity for public safety use during large community events, as a backup for the 9-1-1 emergency communications center during facility or carrier outages, and for law enforcement operations use in remote areas. The CRD is portable and can be set up in under 15 minutes. It provides cell coverage for up to 2 miles or 600 devices, and WiFi coverage up to 500 feet. 4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River Indian Community. Chandler public safety personnel will be able to leverage this connectivity for communication to other public safety personnel, and remain operational during times there are not currently other alternatives. CRD will provide cell and internet connectivity for public safety on a private server. 5. Identify the needs/problems to be addressed, target population and number of people to be served by the project. Connectivity can be lost in various ways — carrier outages, building power outages, fiber cuts, cyberattacks, etc — or may not exist in remote areas. Connectivity can also be slow for public safety during large community events, planned or unplanned. Chandler public safety personnel will be able to leverage this connectivity for communication to other public safety personnel, and remain operational during times there are not currently other alternatives. The Chandler community is served when public safety maintains 10. HL, Gila River Indian Community Grant Application Grant Cycle 2024 continuity in the 9-1-1 emergency communications center and/or when public safety personnel are able to maintain operational continuity in the field. Define the project as a new or continuing program. Has GRIC previously funded this project? The FirstNet CRD is a new program. It has not previously been funded by GRIC. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible. The timeline is flexible as this is a backup to existing primary communications resources. The project timeline would include collaborating with FirstNet to determine business needs and specifications. FirstNet would then order the CRD for delivery. Identify other organizations, partners or funders participating in the project and their roles. The First Responder Network Authority (FirstNet) is the federal partner that provides the CRD. The mission of FirstNet is to support first responders by providing a mission critical communications network and supporting equipment. Would you be able to implement the proposed plan if your organization received partial funding for this project? There is no funding currently available for this device or program. Describe your plan for project financial sustainability beyond the grant period. If this is a program/project previously funded by the Gila River Indian Community describe efforts made towards the previously described sustainability plan. The device cost is a one-time purchase. Ongoing costs, such as the router, satellite data plan, and annual service & support plan may be supplemented as needed. If there are an supplemental costs required the department will incur those costs to support the program. Describe your plan to document progress and results.
