MINUTES OF THE BOARD OF APPEALS OF THE CITY OF CHANDLER, ARIZONA, held on
Thursday, May 23, 2024, at 7:00 a.m., in the Development Services Building – South
Atrium Conference Room, 215 E. Buffalo Street, Chandler, Arizona.

1. CALL TO ORDER / ROLL CALL
Building Official Shicheng Tao, called the meeting to order at 7:05 am. Roll call was taken
by Sr. Management Analyst Catherine Flores. Quorum was established.
2. UNSCHEDULED PUBLIC APPEARANCES - None
(Members of the audience may address any item not on the agenda. State Statute
prohibits the Board of Appeals from discussing an item not on the agenda, but the
Board of Appeals does listen to your concerns and has staff to follow up on any
questions you raise.)
CONSENT AGENDA
3. APPROVAL OF MINUTES
a. Minutes of September 9, 2021
Motion made by Board Member David Love to approve the Board of Appeals
Meeting Minutes for September 9, 2021, Motion seconded by Chair Jeff Cullumber.
Approved (5-0).
4. BOARD OF APPEALS ROLES AND INTRODUCTION
a. Roles and Introduction
Building Official, Shicheng Tao discussed in brief the Board of Appeals role then
asked if they would introduce themselves.
Shicheng Tao thanked the board members for their contribution and referenced that
the Board of Appeals is a recommending body to the City Council. Upon completion
of the recommendations, there is an ordinance adoption of which will be submitted
for review and approval to City Council. He is looking forward to working with the
Board of Appeals on amending some of these codes.

5. ELECTION OF CHAIR AND VICE CHAIR
a. Chair Election
Moved by Board Member Michael Quinn, seconded by Board Member David Love to
nominate Jeff Cullumber as Chair for the Board of Appeals. Motion carried
unanimously (5 to 0).
b. Vice Chair Election
Moved by Chairman Jeff Cullumber, seconded by Board Member Michael McElhany
to nominate David Love as Vice Chair for the Board of Appeals. Motioned carried
unanimously (5 to 0).
