MINUTES OF THE BOARD OF APPEALS OF THE CITY OF CHANDLER, ARIZONA, held on 
Thursday, September 12, 2024, at 7:00 a.m., in the Development Services Building – 
South Atrium Conference Room, 215 E. Buffalo Street, Chandler, Arizona.

1) CALL TO ORDER / ROLL CALL  
Quorum was established and the meeting was called to order at 7:00 a.m. 
 
2) UNSCHEDULED PUBLIC APPEARANCES - None 
(Members of the audience may address any item not on the agenda. State Statute 
prohibits the Board of Appeals from discussing an item not on the agenda, but the 
Board of Appeals does listen to your concerns and has staff to follow up on any 
questions you raise.) 
 
3) APPROVAL OF MINUTES 
Minutes of August 29, 2024 
Motion made by Board Member Michael Quinn to approve the Board of Appeals 
Meeting Minutes for August 29, 2024, Motion seconded by Vice Chair David Love. 
Approved (4-0) 
 
4) BOARD OF APPEALS BUSINESS MEETING  
Shicheng Tao, Building Official presented the Board of Appeals the Proposed 
Amendments to the 2024 International Building, Residential, Energy Conservation, 
Plumbing, Mechanical, Fuel Gas, Existing Building, Swimming Pool, and Spa Codes, and 
the 2023 National Electrical Code in summary. 
 
Aaron Huckstep, Fire Marshal presented the Board of Appeals the Proposed Amendments 
to the 2024 International Fire Code in summary.

5) ACTION ITEMS 
(a) Motion made by Board Member Michael Quinn for recommendation of 
adopting the 2024 International Building, Residential, Fire, Energy 
Conservation, Plumbing, Mechanical, Fuel Gas, Existing Building, Swimming 
Pool and Spa Codes, and the 2023 National Electrical Code, with Amendments 
to the City of Chandler Ordinance. Motion seconded by Vice Chair David Love. 
Approved (4-0). 
 
 
(b) Shicheng Tao appreciated the great efforts made by the Board, City staff, and 
the stakeholders. He also said the outcome was a great example of 
collaboration and teamwork expressing his gratitude to the Board for 
volunteering their time, thoughts, suggestions, and most importantly their 
professionalism. Building Official Shicheng Tao thanked Plan Review 
Administrator LeeRay Hanly, Building Inspection Administrator Bob Graffius, 
and Fire Marshal Aaron Huckstep for their assistance, the presenters for their 
time, and Senior Management Analyst Catherine Flores for her coordination 
efforts. 
 
(c) Discussion of having a special meeting to approve the September 12th, Board 
of Appeals meeting minutes will be scheduled for September 26th. 2024, 7:00 
a.m. in the South Atrium conference room located at 215 E. Buffalo Street, 
Public Works and Development Services building.  
 
6) CALENDAR 
a.  Next meeting is scheduled Thursday, September 26, 2024, @ 7:00 a.m.  
 
      
7) ADJOURN 
Board Member Michael Quinn motioned for the meeting to adjourn. Motion seconded by 
Board Member Michael McElhany.
