MINUTES OF THE CHANDLER ARTS COMMISSION MEETING TUESDAY, AUGUST 20, 2024 5:00 PM Commissioners Present: Shachi Kale, Rosanna Lantigua, Tim Wiant, Julie Ray, Mahfam Moeeni-Alarcon, Caitlin Penny Commissioners Absent: Darrell Dick Staff Present: Kim Moyers, Peter Bugg, Caroline Hudson-Naef CALL TO ORDER The meeting was called to order at 5:02 PM by Julie Ray UNSCHEDULED /SCHEDULED PUBLIC APPEARANCES / CALL TO PUBLIC Matthew Dunbar made a presentation about the upcoming bond election in 2025, covering why the City is in need of bond funds and describing the plan for the formation of an exploratory bond committee. APPROVAL OF MINUTES a) Tim made the motion to approve the minutes from June 18, 2024. Caitlin seconded the motion. The motion passed unanimously. ACTION AGENDA a) Select artists for vinyl wrap projects The commissioners were given time to review applications and vote on their top artist choices prior to the meeting; the top vote earners were Adrian Ramirez, Janel Garza, Shela Yu, and Shoreigh Williams, with runners-up Joshua Gridley, Courtney Larsen, Bronson Soza, and Soonae Tark. Peter suggested that rather than choosing only 7 artists, the commission could select all 8 and fund an additional traffic box wrap. After brief discussion, the commissioners agreed that this was a good use of funds. Rosanna made a motion to select Adrian Ramirez, Janel Garza, Shela Yu, Shoreigh Williams, Joshua Gridley, Courtney Larsen, Bronson Soza, and Soonae Tark for the 2024 Vinyl Wrap Projects. Caitlin seconded the motion. The motion passed unanimously. b) Select artists for Gazelle Meadows Park project The top vote earners from the pre-meeting voting were Eli Richard, Joe Ray, and Hector Ortega. Peter proposed that all three artists be selected as finalists. Tim made a motion to select Eli Richard, Joe Ray, and Hector Ortega as the finalists for the Gazelle Meadows Park project. Julie seconded the motion. The motion passed unanimously. c) Approve RFQ for mural project Peter was not able to share this RFQ as there is no location for the mural yet; he has reached out to colleagues in the Parks department but has not heard back yet. Mahfam made a motion to table this item until the next meeting. Rosanna seconded the motion. The motion passed unanimously. d) Deaccession Dancing Dolphins painting Peter shared that this piece of art has been on display in several City locations since the early 1990s but the departments that had it previously have returned it to Visual Arts storage. Staff does not know of another good display location and would like to deaccession it from the City’s collection. After some discussion, Rosanna made a motion to deaccession Dancing Dolphins from Chandler’s art collection. Caitlin seconded the motion. The motion passed unanimously. BRIEFING ITEMS a) Capital Project Funding/Bond Election Discussion Addressed above b) Ongoing public art projects Peter shared Meg Stapp’s proposed designs for the city hall banners and the idea for community coloring sheets. The Arts Commission will pick at least 1 in addition to Meg’s. Peter shared the Tumbleweed Recreation Center project is moving forward and will likely be installed in November. Peter updated the Commission that all artists for the Teaching Artists in Schools project have completed their contracts. c) External Public Art Projects Peter reminded the commissioners about the Goodyear Canal project and shared Bobby Zokaites’ current proposal. The commissioners had some questions about the location and lighting of the project. Peter received a request from a business owner in Downtown Chandler for assistance with a mural project on the building of Two Forty One, a coworking space. Peter shared that the commission could choose to contribute funding if they wished; if not, Peter offered to help the business owner to select an artist without Arts Commission oversight. Peter suggested that matching funds could be a good option, but did not recommend funding fully. After some discussion, Peter will continue the conversation with the owner and will plan to discuss more at the next meeting. Peter shared that the Chandler Museum staff has been so happy with the vinyl wrap completed by Jon Arvizu that they’d like to make it a more permanent fixture of the museum. Jon is also interested in keeping the artwork up; Peter will keep the commissioners updated as this develops. MEMBERS COMMENTS / ANNOUNCEMENTS Rosanna shared that she wrote and illustrated a children’s book, for which Peter will distribute the link to purchase. Shachi is starting a mural project with Tempe Public Library, painting a mural outside the Children’s section. This is her first large mural project. Peter shared about some upcoming staffing changes, including that he has been promoted to Tiffani Egnor’s position at the Chandler Museum. He said that this shouldn’t affect the Arts Commission and that it will continue to be funded buy the City’s 1% for the Arts ordinance. He also said that Jillian will be focusing full-time on visual art curation and Caroline will be focusing on community engagement. CALENDAR Next regular meeting will be September 17, 2024 in person.
