Meeting Minutes Human Relations Commission Sub Committee Meeting July 10, 2024 | 6:00 p.m. Chandler City Council Chambers 88 E. Chicago St., Chandler, AZ Call to Order The meeting was called to order by Chair Maxwell at 6:00 p.m. Roll Call Commission Attendance Staff Attendance Chair Erica Maxwell Niki Tapia, DEI Officer Vice Chair Kriti Argwal CC Cantabrana, Management Assistant Commissioner Betty Ramirez Commissioner Tyler Conaway Commissioner John Anguiano Commissioner Kent Lane Commissioner Pam Morris Commission Absent Commissioner Garry Ong Consent Agenda 1. Approval of April 17, 2024, Minutes The meeting minutes of April 17 were presented, with Commissioner Ramirez making a motion to approve and Commissioner Morris seconding. The motion was unanimously approved by all present. Action Agenda 2. Chair and Vice Chair Elections Chair and Vice Chair positions were up for a vote. Commissioner Morris made a motion to reelect Commissioner Maxwell as Chair, which was seconded by Commissioner Anguiano. Commissioner Anguiano then made a motion to elect Commissioner Agrawal as Vice Chair, seconded by Commissioner Conaway. Both motions were unanimously approved, resulting in Commissioners Maxwell and Agrawal continuing as Chair and Vice Chair, respectively, for a one-year term. Chicago St., Chandler, AZ Call to Order The meeting was called to order by Chair Maxwell at 6:00 p.m. Roll Call Commission Attendance Staff Attendance Chair Erica Maxwell Niki Tapia, DEI Officer Vice Chair Kriti Argwal Dara Gibson, Special Events Sr. Specialist Commissioner Betty Ramirez Commissioner Tyler Conaway Commissioner John Anguiano Discussion DEI Strategic Plan The committee dedicated time to reviewing and discussing how they could contribute to the DEI Strategic Plan through interactions with local international small businesses. Argwal suggested having a table at the Multicultural Festival where they could be highlighted, which the committee agreed would help advance cultural opportunities within the community. A list of businesses to reach out to will be identified and gathered. New Projects Tapia displayed the DEI Strategic Plan on the screen to review its status. Goal 5 of the plan involves HRC members reviewing and assisting to implement survey questions. Conaway suggested using culturally diverse language in the survey, with multiple-choice questions being the preferred format. He also recommended deploying the survey during the Multicultural Festival, offering giveaways to incentivize participation, and placing an A-frame with QR codes near food areas where people wait in line. He proposed interviewing vendors after the event, Page 2 of 2 Agwal recommended offering the survey in both English and Spanish. Rameriz suggested keeping the survey very short, with just 5 multiple-choice questions. Tapia stated that the survey would be used at all events throughout the year, with a goal of collecting 1,000 completed surveys. As the meeting concluded, there was a consensus that the survey should be brief and include direct questions that align with the data being sought. Police Updates The Chandler Police Department reported a positive trend with no hate crimes in the city. Commissioner Lane inquired about how hate crime data is collected, and Officer Shellum explained that hate crime is considered an enhancement to a charge, influencing the sentencing phase as it reflects bias motivation. The Traffic Division is also actively rotating through areas with high accident volumes, doing everything possible to reduce traffic incidents. Briefing 4. Pilot Sponsorship Niki Tapia announced that the City of Chandler is continuing its Pilot DEI Event Sponsorship Program for a second year. This program funds new or emerging DEI-focused events, especially those offering fresh perspectives or addressing underrepresented DEI aspects. Organizations can apply annually, with funding available for up to two years. Applications are now open. 5. Mini-Grant Review CC Cantabrana announced that Chandler’s DEI Division is offering mini-grants of up to $1,000 for teachers, schools, nonprofits, and community groups serving Chandler residents. These grants support DEI programs for youth ages 5-18. Applications for FY 2024/2025 open on July 1, 2024. Commissioners Morris, Lane, Agarwal, and Anguiano will review applications and recommend funding. 6. Fall Events All fall events will be communicated to Commissioners through a calendar invite, which will include detailed information and dates for each event. 7. Chandler Multicultural Festival The 30th Annual Chandler Multicultural Festival will be held on Saturday, January 18, 2025, from 11 a.m. to 6 p.m. at Dr. A.J. Chandler Park, Stage Plaza, 178 E. Commonwealth Ave., Chandler, AZ 85225. The festival will celebrate cultural diversity with live music, dance, art, storytelling, cuisine, a low- rider car show, and an International Shopping Market.
