1.
Open Meeting Law/Conflict of Interest Training, and Public Speaking Protocol
CHAIR MULLINS introduced the discussion item and called for staff presentation.
City Attorney Kelly Schwab and City Clerk Dana DeLong presented information regarding
Open Meeting Law. Kelly Schwab explained as public sub officials you are subject to open
meeting law. Kelly went through the basics of how to have a meeting that complies with
Arizona law and how not to violate Arizona law.  Kelly provided a PowerPoint presentation
with bullet points of Open Meeting Law. Dana also provided a PowerPoint presentation on
How Do We Have a Legal Meeting, how to post Agendas, the official record of a meeting,
who can make comments, when comments can be made, conflict of interest, and what is a
record.

Communication and Public Affairs (CAPA) Presentation

CHAIR MULLINS introduced the discussion item and called for staff presentation.
Marketing & Communications Manager Toni Smith explained the Communication and Public
Affairs (CAPA) update process and how to update the community on the web page, news
media, and social media. A PowerPoint presentation was provided.

Financial Overview Presentation
CHAIR MULLINS introduced the discussion item and called for staff presentation.
City Budget & Policy Director Matt Dunbar presented a PowerPoint presentation and
explained the Finance Overview. He explained the current 10-Year CIP Council Guidelines
and our 2024-2034 Capital Improvement Plan and a breakdown of the Chandler property tax
rate comparison.  Mr. Dunbar also discussed the City’s Statutory debt Capacity and Total
Outstanding Debt. The City has maintained a AAA Bond Rating from Moody’s, Fitch, and
S&P rating agencies, resulting in low-cost of borrowing which correlates to lower taxes and
utility rates. Mr. Dunbar discussed the GO Bond Fund project and the needs for the 10-Year
CIP plan.  Mr. Dunbar provided:


Determine the Future Meeting Schedule
It was decided that the next Regular meeting of the Parks & Recreation Bond Subcommittee
will be held at 4:00 p.m. on October 22, 2024, at Chandler City Hall, 175 S. Arizona Avenue.
CHAIR MULLINS requested that some park tour dates be established.  Staff will be
recommending dates for the tours which will be confirmed at the October 22 meeting.
SUBCOMMITTEE MEMBER CHAMBERS asked if there were any parks not being used.
Mr. Micky Ohland, Community Services Planning Manager responded that all the parks are
frequented on a regular basis.  It was requested by the Committee that park usage data be
provided at the next meeting.  Discussion ensued.

p.m. at the City Hall 4th floor large conference room, 175 S. Arizona Ave, Chandler, Arizona.
