MINUTES OF THE CHANDLER ARTS COMMISSION MEETING TUESDAY, OCTOBER 15, 2024 5:00 PM Commissioners Present: Shachi Kale, Rosanna Lantigua, Tim Wiant, Julie Ray, Mahfam Moeeni-Alarcon, Darrell Dick Commissioners Absent: Caitlin Penny Staff Present: Peter Bugg, Caroline Hudson-Naef, Jerry Cabezudo CALL TO ORDER The meeting was called to order at 5:04 PM by Julie Ray UNSCHEDULED /SCHEDULED PUBLIC APPEARANCES / CALL TO PUBLIC None APPROVAL OF MINUTES a) Tim made the motion to approve the minutes from August 20, 2024. Shachi seconded the motion. The motion passed unanimously. ACTION AGENDA a. Approve 2025 meeting schedule Peter shared the proposed 2025 meeting schedule. Darrell made a motion to approve it as proposed. Tim seconded the motion. The motion passed unanimously. b. Approve funding for Space 241 mural Peter reviewed the ask from the owner of Space 241 for financial assistance for a mural on the building. He shared that a mural of that size would cost over $6,500, and that Space 241 could pay $500-$1,000 of that. The commissioners discussed the mural’s location and difficulties of painting on the fence in front of the building. Tim made a motion to deny funding for this project. Mahfam seconded the motion. The motion passed unanimously. c. Approve funding for Chandler Museum mural Peter reminded the commissioners about the Jon Arvizu vinyl mural that the Chandler Museum would like as a permanent mural, which would cost approximately $12,000. Peter also shared the proposed location for the mural, on the West wall of the Chandler Museum property facing the parking lot. The commissioners had many questions about the location and visibility of the proposed mural, but were otherwise in favor of making this popular artwork permanent. Peter will take pictures of the proposed location and will discuss alternate options with Museum staff and share at the next meeting. Tim made a motion to table this item until the next meeting. Rosanna seconded the motion. The motion passed unanimously. d. Approve Wall Street mural RFQ Peter shared information about the new Wall Street Mural project, which will be paid through City Council funding, not the Arts Commission. The mural is part of a beautification project to make Wall Street a safe pedestrian corridor. Rosanna made a motion to approve the RFQ as written. Julie seconded the motion. The motion passed unanimously. BRIEFING ITEMS a) Ongoing public art projects Peter shared an update about the City Hall Banner projects, including several of the completed coloring sheets made by community members. He shared that some of the submitted designs will be printed along with 2 designs by artist Meg Stapp. There will be a reception that everyone who submitted a banner design will be invited to attend. Peter shared the three finalist proposals for the Gazelle Meadows Sign project. The commissioners discussed their different pros and cons. Peter will share this feedback with the project stakeholders. Peter shared a photo of the Tumbleweed Recreation Center installation in progress. Completion is still expected by the end of November. Caroline gave an update on the Teaching Artists in Schools project, saying that artists are starting to solidify their teaching dates and assemble supplies. The vinyl wrap projects with DCCP and ASU are all in progress. b) Maintenance Projects Caroline shared that the deaccessioned Dancing Dolphins painting has found a new home at the Desert Oasis Aquatic Center in Chandler. Peter shared about the damage to The Builders by Zach Valent in the median outside City Hall. It was driven over by a drunk driver in September and has since been removed. Staff has filed an insurance claim and the driver is being prosecuted. c) External Public Art Projects Peter shared that he was having to complete some paperwork to ensure that the Goodyear Canal project was aligned with the site’s historical designation. Peter shared that there is currently no update on a mural project with Aquatics or Parks. MEMBERS COMMENTS / ANNOUNCEMENTS Rosanna shared that her art is currently being shown at the ASU Downtown library and will be up until May. She learned about the opportunity through Vision Gallery’s email newsletter. Shachi shared that she is currently painting a mural in a City of Tempe Library outside the children’s section; she invited the commissioners to stop by. She also has her artwork on display as a vinyl window wrap at Mesa Arts Center for their Dia de los Muertos festival.
