Subcommittee Regular meeting minutes of the October 3, 2024, meeting; Seconded by
Subcommittee Member Gonzalez.

Cultural Development Department/Community Services Department Overviews
CHAIR MULLINS introduced the discussion item and called for staff presentation.

Cultural Development Department Director, Kim Moyers explained this Department includes
the Center for the Arts, Chandler Museum, Downtown Redevelopment, the Vision Gallery,
and Special Events.
The Center for the Arts hosts over 600 events a year.  The Center is shared by the Cultural
Foundation and Chandler Unified School District with the Foundation having programs Friday
– Sunday and the school district using the facility Monday-Friday, during the day.
The Chandler Museum has been open for 5 ½ years.  In that time, it has maintained Tier 1
exhibits that are Chandler specific and Tier 2 exhibits that travel from museum to museum.
Most of the programming is designed to match the current exhibits on display.
Downtown Chandler continues to be a destination driver for the City.  In Phase I, two new
parking lots have been built and 150,000 sq. ft. of office retail space and hotel capacity have
been added.  Almost 500,000 new and rehabilitated space has been completed. Phase II is
in the planning phase now.
The Special Events Division plans approximately 80 events a year, including the Chandler
Tumbleweed Tree Lighting, 4th of July, the Ostrich Festival among the key events supported
by the Division.
Community Services Director, John Sefton, explained that he supports parks, recreation and
library.
Mr. Sefton explained that between the aquatic pools, Tumbleweed Recreation, the libraries,
Snedigar, and the Nature Center, services to patrons are spread out across Chandler.
Mr. Sefton talked about one of the major projects in the Department, the Tumbleweed
Expansion.  This project will add 11,000 sq. ft. to the location and will provide additional,
lounge areas, pool tables, and classrooms for the community with a focus on multi-
generational programming.  Additionally, Mr. Sefton mentioned that the City became a
certified autism center.
Mesquite Groves received a major renovation including replacement of the entire deck and
painting and plastering throughout the facility.
The previous bond also permitted the completion of the new Tumbleweed ballfields.
Additionally, we are building 18 pickleball courts.  The Department just completed the first
Urban Forestry Inventory which revealed that there are 18,500 trees with additional space for
more trees. Water conservation is a key factor as new developments are created.
Mr. Sefton praised the Library Division for their amazing work.  There are nearly 70,000 active
card holders, 1.3 million checkouts among the 4 library branches, and a quarter million
eBooks available.
Subcommittee Member Chambers asked if the findings from the Master Plan intersect with
what the Bond Subcommittee is doing.  Mr. Sefton responded that yes, there is overlap.

Subcommittee Chair Mullins asked if the subcommittee would be adding to the existing
project list.  Mr. Sefton responded no.  The projects that have already been starting need
additional bond support to be completed.  Discussion ensued.
Community Services Planning Manager, Mr. Mickey Ohland reviewed information on the
Park’s system.  The City has 69 developed parks in our system with 3 more parks to build.
The City has 4 different classifications of parks: neighborhood parks, community parks,
regional parks and special use parks.
Neighborhood Parks – 53 parks over 65 square miles, approximately 1 park for every square
mile of residential space.
Community Parks – These are larger parks and have playgrounds, ramadas, walking and
bike paths, sports fields, and restrooms.
Regional Parks – The City has one regional park: Tumbleweed Recreation. This park is 205
acres, and we’ve developed approximately 177 acres so far.
Special Use Parks – The City has 6 unique special use parks that cater to a specific activity
or use.  Paseo Vista is one example of a special use park that has archery, and it is the only
one of its kind in Chandler.  Chuperosa dog park is another example.

2021 Bond Projects Review
Mr. Ohland then spoke about the previous 2021 bond and how, due to increasing costs, the
projects associated with that bond may run out of funds prior to completion.  This is the
reason the bond subcommittee was brought together.  Some of the projects that the
subcommittee will review include Tumbleweed Ranch, Brooks Crossing Park, Tumbleweed
Expansion, Mesquite Groves, Existing Community Park Improvements, Lantana Ranch,
Folley Pool, and AJ Park.

Review and Discussion of Proposed Community Services and Cultural Development
