Meeting Minutes Human Relations Commission Regular Meeting September 11, 2024 | 6:00 p.m. Chandler City Council Chambers 88 E. Chicago St., Chandler, AZ Call to Order The meeting was called to order by Chair Maxwell at 6:03 p.m. Roll Call Commission Attendance Staff Attendance Chair Erica Maxwell Niki Tapia, DEI Officer Vice Chair Kriti Argwal CC Cantabrana, Management Assistant Commissioner Betty Ramirez Commander Daniel Shellum, Chandler PD Commissioner John Anguiano Commissioner Tony Pham Commissioner Pam Morris Commissioner Shannon Begay Commissioner Kent Lane Briefing City Capital Project Funding/Bond Election Discussion Dawn Lang, Chandler Deputy City Manager and Chief Financial Officer, provided an overview of the upcoming Chandler Bond Election, explaining that it allows residents to vote on whether the city can issue bonds to fund major projects like infrastructure, public safety, and parks. Bonds enable Chandler to finance large-scale improvements cost-effectively, enhancing quality of life and supporting economic growth. Lang noted that bonds cannot be issued without resident approval, ensuring community involvement in decision-making. A Bond Exploratory Committee is currently evaluating city needs to shape the proposals for the election. Page 2 of 2 Consent Agenda Approval of Meeting Minutes of July and August 2024 The meeting minutes of the Regular Meeting of July 10, 2024, and Subcommittee Meeting of August 14, 2024, were presented, with Commissioner Ramirez making a motion to approve and Commissioner Lane seconding. The motion was unanimously approved by all present. Discussion Human Relations Subcommittee Report The HRC Subcommittee met in August to discuss the goals of an HRC survey, focusing on identifying opportunities to enhance cultural inclusion and representation. The committee highlighted the importance of the HRC participating in activities and events where they are not currently represented to ensure all cultures in the community feel included and valued. DEI Division Update Chandler DEI shared details about several upcoming events where the HRC can participate, including the Chandler Contigo Kick-Off, the Spare Parts movie screening at LOOK Dine-In Cinemas, Chandler Latino Leaders Week, and Diwali. These events have been in development for a long time, and Chandler DEI is excited to showcase these cultural celebrations and honor the diverse communities in Chandler. Chandler Police Department Update Commander Shellum provided an update, noting it has been a busy few weeks. He addressed a recent incident in downtown Chandler involving graffiti of a swastika. While the incident was unfortunate, it was determined not to be racially or religiously motivated. The graffiti was promptly removed by Chandler's Graffiti Elimination Team, and police assessed the situation, issuing a warrant for criminal charges against the individual responsible. Officer Shellum emphasized the department’s commitment to maintaining peace and ensuring the safety of all residents. Calendar The next regular meeting will be held on Wednesday, December 4, at 6 p.m., in the Chandler City Council Chambers, 88 E.
