Call to Order 
The meeting was called to order by Mayor Kevin Hartke at 6:01 p.m. 
 
Recognition of Guests 
MAYOR HARTKE recognized guests in the audience including Arizona State Senator Mitzi Epstein, 
Arizona State Representative Patty Contreras, Judge and former Arizona State Representative 
Jennifer Jermaine, Gila River Indian Community Lieutenant Governor Regina Antone, Chandler

Move City Council approve the Council meeting minutes of the Regular Meeting of 
December 9, 2024, the Study Session of December 9, 2024, and the Regular Meeting of 
December 12, 2024.

Final Adoption of Ordinance No. 5114, Rezoning, PLH24-0021 Chandler 56, Generally 
Located 1/4 Mile North of the Northeast Corner of 56th Street and Chandler Boulevard 
 
   
Rezoning 
Move City Council adopt Ordinance No. 5114 approving PLH24-0021 Chandler 56, Rezoning 
from Planned Area Development (PAD) for automobile storage and salvage yard uses to 
Planned Area Development (PAD) for Planned Industrial (I-1) type uses and automotive 
accessory sales and installation uses, subject to the conditions as recommended by 
Planning and Zoning Commission.

Final Adoption of Ordinance No. 5115, Right of Way Temporary Use Management Program 
Move City Council adopt Ordinance No. 5115, approving the Right of Way Temporary Use 
Management Program. 
 
Consent Agenda Motion and Vote  
Councilmember Encinas moved to approve the Consent Agenda of the January 9, 2025, Regular 
City Council Meeting; seconded by Councilmember Poston.  
 
Motion carried unanimously (6-0).

Presentations of Gifts to Outgoing Councilmember 
Followed by Remarks 
MAYOR HARTKE invited Mark Stewart, Maricopa County Supervisor and former Councilmember 
to the front of the dais.  Mayor Hartke recognized Supervisor Stewart for his contributions to 
Council over the years and presented Supervisor Stewart with gifts.  
 
COUNCILMEMBER ENCINAS thanked Supervisor Stewart for his leadership while serving on City 
Council and presented Supervisor Stewart with gifts.  
 
COUNCILMEMBER ELLIS recognized Supervisor Stewart for his heart of service and presented 
Supervisor Stewart with gifts.  
 
VICE MAYOR HARRIS congratulated Supervisor Stewart on his accomplishments and wished him 
well and presented Supervisor Stewart with gifts.  
 
COUNCILMEMBER ORLANDO shared appreciation for Supervisor Stewart for his partnership and 
collaboration while serving on City Council and presented Supervisor Stewart with gifts. 
 
COUNCILMEMBER POSTON thanked Supervisor Stewart for his civility and respect while serving 
on City Council and presented Supervisor Stewart with gifts. 
 
JOSHUA WRIGHT, City Manager, thanked Supervisor Stewart on behalf of city staff and presented 
Supervisor Stewart with gifts.  
 
SUPERVISOR STEWART thanked the residents of Chandler, city staff, and Mayor and Council and 
looks forward to serving on the Maricopa County Board of Supervisors. Supervisor Stewart 
thanked his family for their support.
