A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, AUTHORIZING AN AGREEMENT FOR SERVICES WITH 
AFFORDABLE 
RENTAL 
MOVEMENT 
OF 
SAVE 
THE 
FAMILY 
FOUNDATION 
OF 
ARIZONA 
FOR 
THE 
ACQUISITION 
AND 
REHABILITATION OF TWO SINGLE-FAMILY HOMES IN CHANDLER 
THAT WILL BE LEASED TO ELIGIBLE INDIVIDUALS AND FAMILIES 
WITH LOW-INCOME THROUGH HOME INVESTMENT PARTNERSHIPS 
PROGRAM FUNDS TOTALING $558,482. 
 
WHEREAS, Chandler is the recipient of U.S. Department of Housing and Urban Development 
(“HUD”) HOME Investment Partnerships Program Funds (“HOME Program Funds”) pursuant to 
an Intergovernmental Agreement with Maricopa County as part of Chandler’s participation in the 
Maricopa County HOME Consortium; and 
 
WHEREAS, Chandler solicited grant applications from non-profit entities to help meet its goals, 
including Chandler’s 5-Year Consolidated Plan to utilize HOME Program Funds to increase the 
affordable housing stock within Chandler; and 
 
WHEREAS, The Affordable Rental Movement (“ARM”) of Save the Family Foundation of 
Arizona, applied to the City of Chandler for Federal HOME funding for affordable housing; and 
 
WHEREAS, ARM of Save the Family Foundation of Arizona is a Community Housing 
Development Organization, or CHDO, a designated nonprofit that has a history of community 
service in Chandler, Arizona and has among its purposes the provision of affordable housing for 
households that meet the income eligibility requirements; and 
 
WHEREAS, Chandler City Council approved the HOME Funding Recommendations, which 
included planning funding to ARM of Save the Family Foundation of Arizona during the Annual 
Action Planning process; and 
 
WHEREAS, ARM of Save the Family Foundation of Arizona is being awarded HOME Program 
Funds to be used to provide two (2) permanent affordable rental housing units in Chandler, 
Arizona, as authorized under Title II of the Cranston-Gonzalez National Affordable Housing Act 
of 1990 that would include the acquisition, rehabilitation and rental of single-family dwelling units 
to qualified low- to moderate-income renters in Chandler; and 
 
WHEREAS, the City would like to award and ARM of Save the Family Foundation of Arizona 
would like to accept $558,482 of federal HOME Program Funds to include $276,482.00 for 
Program Year (“PY”) 2021 and $282,000 for PY 2022. 
 
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chandler, Arizona, 
as follows:

Section 1. 
Approves the City of Chandler entering into a Subrecipient Grant Agreement with 
ARM of Save the Family Foundation of Arizona, in substantially the form attached 
hereto as Exhibit “A” and incorporated herein by reference, awarding federal 
HOME Program Funds in an amount not to exceed $558,482 of PY 2021 and PY 
2022 funds to be used for the acquisition, rehabilitation and rental of single-family 
dwelling units to qualified low- to moderate-income renters in Chandler. 
Section 2. 
Authorizes the Mayor of the City of Chandler to execute the Agreement and the 
City Manager or designee to execute related documents for and on behalf of the 
City of Chandler.
