The meeting was called to order by Mayor Kevin Hartke at 6:10 p.m.

2. Recognition: Rural Roads Transportation Champion
CRAIG McFARLAND, former Mayor of Casa Grande, and IRENE HIGGS, Executive Director for Sun
Corridor Metropolitan Planning Organization presented the Rural Roads Transportation
Champion Award to Mayor Hartke for his collaborative work on the I-10 Widening Project.
MAYOR HARTKE said he is grateful for the partnerships with city leadership around the valley and
thanked Mr. McFarland for his work.
MS. HIGGS thanked Mayor Hartke for being a champion in transportation in Arizona.
3. Recognition: Chandler Exchange Club Award to Chandler Firefighters and Police Officers
LIANNA GRAY, Chandler Exchange Club President, shared that the Chandler Exchange Club strives
to give back to the community and recognize the work first responders do to make communities
safer. Ms. Gray recognized Joshua Whitney, Fire Captain; and Michelle Potts, Police
Communications Technology Senior Manager as Chandler Exchange Club First Responders of the
Year.
MARK WHITAKER, Chandler Exchange Club, announced the Wreaths Across America event the
morning of Saturday, December 14, at the Valley of the Sun Cemetery to honor veterans.
4. Recognition: Government Finance Officers Association Distinguished Budget Presentation
Award for Fiscal Year 2024-25
MAYOR HARTKE introduced Dawn Lang, Deputy City Manager/ CFO.
MS. LANG recognized the budget team – Matt Dunbar, Budget and Policy Director; Helen Parker,
Budget and Research Principal Analyst; Cat Dixon, Budget and Research Principal Analyst; Enrique
Sandoval, Budget and Research Principal Analyst; Sylvia Dlott, Budget and Research Administrator;
Lucy Vazquez, Budget and Research Associate Analyst; Savana Martinez, Budget and Research
Senior Analyst; and Sam Latuda, CGCC Intern. Ms. Lang noted that the City of Chandler has earned
this award for the 37th year. This award reflects the commitment of staff in meeting the highest
principles of governmental budgeting through meeting federally recognized guidelines and
effective budget presentation. Ms. Lang recognized Team Chandler’s contributions each year to
create and improve the budget document.
MAYOR HARTKE congratulated the team and thanked them for their hard work.
5. Recognition: Digital Cities & Govex
MAYOR HARTKE recognized the IT team for receiving two national designations which recognize
the work of staff in all departments. Chandler placed second for the Digital Cities award at the
National League of Cities Conference – focusing on how technology, people, and digital services
power innovation and customer engagement.

MAYOR HARTKE noted that Chandler placed second for the Govex award – focusing on technology
services that enhance customer engagement. Mayor Hartke thanked staff for their continued
efforts to make Chandler an accessible and innovative community.
KERSTIN NOLD, IT Chief Technology Officer said this was a team effort that reflects Chandler’s
innovation. Ms. Nold recognized support from staff, City leadership, and Mayor and Council. There
are exciting new things coming with emerging technologies and looked forward to continued
improvement.
6. Recognition: Rocky Mountain Emmy Awards
MAYOR HARTKE recognized the Video Production team – Melina Zuñiga, Digital Media Senior
Producer; Edmundo Mendez, Digital Media Producer; Courtney Randolph, Digital Media Principal
Producer; Stacy Sacco, Digital Media Manager; and Julie Carpenter, Digital Media Principal
Producer. Chandler’s 2024 State of City video won in the category of Graphic Arts at the Rocky
Mountain Emmy Awards. Mayor Hartke honored the talented digital media staff in the City of
Chandler.
MATTHEW BURDICK, Communications & Public Affairs Director, explained that the Rocky
Mountain Emmy Awards is for television stations and media production companies in Arizona,
Utah, New Mexico, and California. The City of Chandler has produced numerous award-winning
productions – this is the first year receiving nominations for the Rocky Mountain Emmy Awards.

4, 2024, the Regular Meeting of November 4, 2024, the Study Session of November 4, 2024,
the Special Meeting of November 7, 2024, the Regular Meeting of November 7, 2024, the
Special Meeting of November 18, 2024, and the Special Meeting of November 21, 2024.

Final Adoption of Ordinance No. 5108, Adopting the 2024 Editions of the International
Building, Residential, Energy Conservation, Plumbing, Mechanical, Fuel Gas, Existing
Building, Swimming Pool and Spa Codes, and the 2023 Edition of the National Electrical
Code, with Local Amendments
Move City Council pass and adopt Ordinance No. 5108, adopting the 2024 editions of the
International Building, Plumbing, Mechanical, Residential, Fuel Gas, Energy Conservation,
Existing Building, Swimming Pool and Spa Codes, and the 2023 edition of the National
Electrical Code, with local amendments.

Final Adoption of Ordinance No. 5113, City Code Amendments, PLH24-0025 City Code
Amendments-State Housing Mandates, amending Chapter 14 Animals, Chapter 35 Land
Use and Zoning, and Chapter 48 Subdivisions, Pertaining to State Bills Signed Within the
2024 Legislative Session
Move City Council pass and adopt Ordinance No. 5113 approving PLH24-0025 City Code
Amendments-State Housing Mandates, text amendments pertaining to backyard chickens,
accessory dwelling units, final plats, and establishing review timelines for residential zoning
applications, as recommended by Planning and Zoning Commission.

Final Adoption of Ordinance No. 5111 Amending the Code of the City of Chandler, Chapter
28, Fire Prevention, by Repealing the International Fire Code, 2021 Edition, and by Adopting
the 2024 International Fire Code and by Amending the Exception Provisions to the Code
Move City Council pass and adopt Ordinance No. 5111; Declaring the documents known as
the “International Fire Code, 2024 Edition” and “2024 Amendments to Chapter 28, Fire
Prevention,” as Public Records; Amending the Code of the City of Chandler, Chapter 28, Fire
Prevention, by Repealing the International Fire Code, 2021 Edition, by Adopting the 2024
International Fire Code, and by Amending and Clarifying the Exception Provisions to the
Code; Providing for Repeal of Conflicting Ordinances; Providing for Penalties; Providing for
Severability; and Establishing an Effective Date.
Consent Agenda Motion and Vote
Councilmember Orlando moved to approve the Consent Agenda of the December 9, 2024, Regular
City Council Meeting; Seconded by Councilmember Poston.
Motion carried unanimously (7-0).
