CHANDLER ARTS COMMISSION MEETING
TUESDAY, January 28, 2024

CALL TO ORDER
The meeting was called to order at 5:02 PM by Peter Bugg

APPROVAL OF MINUTES
a) Darrell made the motion to approve the minutes from November 19, 2024. Tim
seconded the motion. The motion passed unanimously.
ACTION AGENDA
a. Select design for Wall Street mural
Peter reviewed there were 25 applicants, 3 finalists, and shared feedback from the
neighborhood. Mahfam, Shachi, and Darrell shared and explained their preferences.
Peter explained that the neighborhood preferred Ashley White because it better
represents the neighborhood wholistically and captures the essence of the Pueblo Viejo
neighborhood. Peter proposed Ashley White as the selected artist. Mahfam asks if the
mural can have QR code with info about the depicted locations. Peter will talk with the
artist, there may be a better solution especially in the blank space to the left of the stairs.
Shachi motioned to approve Ashley White’s and Shaurir Anand’s design with
modifications for more context. Caitlin seconded the motion. The motion passed
unanimously.
b. Select jury member for CUSD Annual Exhibition

Peter explained jurying will happen mid-April, 9am-1pm. Darrell is available to do this
until April 16. Tim motioned to approve Darrell as the jury member. Caitlin seconded the
motion. The motion passed unanimously.
c. Approve funding for Goodyear Canal Project
Peter discussed the additional funding needed for this project and re-explained the use
of the cotton boll imagery. Signage will be nearby that talks about Cotton and its
importance in Arizona. Shachi asked what is being funded with the additional $20,000?
Peter explained it goes towards a kiosk with history and background of cotton and any
additional part of the project to complete it. Julie motioned to approve the funding in the
next fiscal year. Tim seconded the motion. The motion passed unanimously.
d. Approve funding for Jazz Appreciation temporary public art
Peter introduced Le Monde for interactive Jazz Appreciation temporary artwork. They
would bring 1 sculpture this year and in the future they would bring more. This year
would be a trial run. These artists are not local artists but think the community would
really enjoy them. Discussion about sculpture locations in Downtown. Kim said next
year the city would want 3 pieces in strategic places throughout the downtown during 11
-month AJ Park renovation to keep downtown engaged. Shachi shared she worked with
Le Monde in Tempe on project with bikes that people would “ride” and it was so beloved
and was a very positive experience.
Kim clarified the sculptures are all interactive and will be customized to our own theme.
This customization provides opportunity to work with local artists. Tim said this is a good
way to kick off a new project like this, especially with the opportunity to work with local
artists in addition to Le Monde. Mahfam shared as small business owner, she knows
people would love this especially kids. Tim motioned to approve both years of funding.
Shachi seconded the motion. The motion passed unanimously.
e. Approve funding for sculpture maintenance
Peter explained the maintenance is proposed for 6 sculptures, only 3 of them (not AJ
Park ones), or none of them. Shachi asked what does sculptural maintenance mean?
They come and power-wash and wax them so they look nicer longer.
Mahfam asked when was the last time sculpture maintenance was done? Peter
guessed within the past 3 or 4 years. Mahfam clarified where this money is coming from
and what else it can be used for. Tim clarified the previous funding approval for this was
July 2020. Julie asked if during the AJ Chandler Park renovation will the sculptures stay
in the park? They may be moved slightly but will stay in the park. Will the renovation
cause debris and dust that will make the sculptures dirtier? Yes, most likely. After some
discussion, Peter proposed all 6 sculptures are maintained after AJ park renovations.
Mahfam motioned to hold off on this funding until after the park is done being renovated.
Julie seconded the motion. The motion passed unanimously.
f.
Approve funding for asphalt art grant
Peter explained we wanted to apply before, now that streets team is on board Caroline
has worked on this grant. It would be in the Galveston neighborhood. Murals would be
in the intersections and crosswalks and some wayfinding for the parks. Up to $100,000

from Bloomberg. Caroline would work with the community to choose the artist and
develop this project. Darrell motioned to approve $10,000 in matching funds. Shachi
seconded the motion. The motion passed unanimously.

a. Ongoing public art projects

City Hall Banners
i. Peter: 10 different banners, installed maybe this week but more likely
the next week

Gazelle Meadows Park
i. Peter: law department has questions about the design and safety
concerns about it being a “attractive nuisance”, conversation to come

Tumbleweed Recreation Center
i. Darrell: they opened the walkway this week, you can walk under
them now

i. Peter: 7 traffic control boxes this year, Peter meeting with artists on
Feb 12

i. Peter: Funding cannot be approved by director, needs to go to city
council so they can approve

MEMBERS COMMENTS / ANNOUNCEMENTS
Mahfam is on the board for Chandler Sister Cities and they’re looking for more board
members so if anyone is interested let Mahfam know.
Peter shared about the Multi-Cultural Festival and Jose’s treasure chest pinata. Jon
Arvizu has a show currently at the Chandler Museum and commissioners should check it
out. February 13th is the State of the City address by the Mayor.
