Also present: Juanita Garza, Clerk; Jen Pokorski, County Manager; Andrea Cummings, Legal Counsel; Mia Vargas, Minutes Coordinator. 1. EXECUTIVE SESSION Vote to convene in Executive Session to consider the items on the Executive Agenda dated Monday, May 08, 2023, for Board of Supervisors and relevant Special Districts pursuant to the statutory authority listed for each item. Motion to approve by Supervisor Jack Sellers, seconded by Supervisor Thomas Galvin Ayes: Clint Hickman, Jack Sellers, Thomas Galvin, Bill Gates Absent: Steve Gallardo ~ Supervisor Gallardo entered the meeting after the vote to Executive Session ~ OPEN SESSION ~ Supervisor Gates left during Executive Session and would not return ~ Board of Supervisors 2. APPOINTMENT FOR STATE SENATOR LEGISLATIVE DISTRICT 26 Pursuant to A.R.S. § 41-1202, receive the names of the three qualified electors as candidates to fill the vacancy for the Legislative District 26 State Senator seat as submitted by the Legislative District 26 Precinct Committeemen and appoint one of the candidates from the list to fill the vacancy created by the resignation of State Senator Raquel Terán. (C-06-24-001-X- 00) Informal Meeting Minutes Monday, May 08, 2023 Page 2 of 3 The three candidate names submitted by the District are: • Quantá Crews • Cesar Aguilar • Flavio Bravo Chairman Hickman opened the meeting and thanked everyone for joining. He read the agenda item and asked for a motion. Supervisor Gallardo thanked the Board for placing this item on the agenda. He commented briefly on the procedure and the interviewing of the three candidates provided by the Legislature District 26 Precinct Committeemen. Supervisor Gallardo noted all three candidates are incredible public servants who are involved in the community. Supervisor Gallardo asked each candidate their views on important issues that concern Maricopa County citizens. He stated all three candidates indicated that the elections were safe, secure, and accurate. He added any of the three candidates would be strong advocates for Maricopa County, cities, and towns. Motion to approve the appointment of Flavio Bravo to fill the Legislative District 26 State Senate seat by Supervisor Steve Gallardo, seconded by Supervisor Thomas Galvin Chairman Hickman thanked the Clerk of the Board, Maricopa County Attorney’s Office, and the Human Resources Department for assisting in the process of filling the vacancy for Legislature District 26 State Senator. He thanked the candidates who applied for the Legislative District 26 State Senate. Ayes: Jack Sellers, Thomas Galvin, Clint Hickman, Steve Gallardo Absent: Bill Gates Chairman Hickman noted Supervisor Gallardo will reach out to Mr. Bravo and assist him in getting situated at the Legislature. He also noted, it will open a vacancy at the Arizona House of Representatives. Supervisor Gallardo briefly commented on the procedure for filling the vacancy created by Mr. Bravo’s departure. 3. APPOINTMENT OF A CONSTABLE FOR THE AGUA FRIA JUSTICE PRECINCT Pursuant to ARS §11-251(16), consider a nomination for appointment of a Constable for the Agua Fria Justice Precinct to fill the vacancy created by the resignation of Doug Clark, the previous Constable. This appointment shall be to fill the vacancy for the remainder of the term which ends December 31, 2024. The recommended salary for the newly appointed Constable is $48,294.00, consistent with A.R.S. §11-424.01(C)(2) and the Board of Supervisors’ action related to Constable salaries. (C-06-24-000-X-00) Chairman Hickman read the agenda item and asked for a motion. Supervisor Gallardo thanked the Board for their patience on this item. He talked briefly about the procedure to fill the vacancy of Constable for the Agua Fria Justice Precinct. Supervisor Gallardo talked about Michael Flores, candidate, who was a former Police Officer from the City of Tolleson, is a retiree, and lead security for Tolleson Union High School District.
