Subject: Mesquite Groves Park Conceptual Master Plan

Proposed Motion
Recommend approval of the Conceptual Master Plan for Mesquite Groves Park to
the Community Services Director.

Background/Discussion

In 2000, the City of Chandler acquired 100-acres near the northwest corner of Val
Vista Drive and Riggs Road for park development. In 2008, the Mesquite Groves
Aquatic Center was established on approximately 10-acres of this site. Recognizing
the area's population growth and increased demand for recreational facilities, the
development of Mesquite Groves Park was prioritized in the 2021 Parks Strategic
Master Plan and emerged as a top request in a resident survey.

In 2024, the city engaged J2 Engineering & Environmental Design, LLC to update the
original 2005 master plan. This process incorporated extensive public input
gathered through meetings and surveys to ensure the park's design aligns with
community needs and preferences. Overall, the input received regarding the
updated Conceptual Master Plan was very positive. This park will be constructed in
3 phases of approximately 30-acres each. It is anticipated that construction of the
first phase will begin summer 2026.

Fiscal Impact

Funding in the amount of $30,263,000 is being requested in Fiscal Year 2025-26 in
the proposed 2026-2035 Capital Improvements Program for the construction of the
first phase of this project. Funding for phases two and three is allocated in FY2026-
27 and FY 2034-35 respectively.
