Move City Council approve the purchase of the software suite for online services for the
Chandler Public Library, from BiblioCommons, in a total amount not to exceed $283,916.63,
for a three-year period, beginning at a prorated term of October 1, 2025, through April 4,
2028.

Resolution No. 5886, Authorizing the Grant Application for and the Acceptance of an Indian
Gaming Revenue Sharing Grant from the Fort McDowell Yavapai Nation on behalf of the
Chandler Cultural Foundation, up to the Maximum Amount Awarded, to Support the
Concert Truck Program
Move City Council pass and adopt Resolution No. 5886, authorizing the grant application
for and the acceptance of an Indian Gaming Revenue Sharing Grant from the Fort McDowell
Yavapai Nation on behalf of the Chandler Cultural Foundation, up to the maximum amount
awarded, to support the Concert Truck Program.

House, Located at 603 E Carla Vista Drive, Generally Located North and East of the
Northeast Corner of Arizona Avenue and Chandler Boulevard
Move City Council introduce and tentatively adopt Ordinance No. 5124 approving PLH24-
0045 Beach House, Rezoning from Single-Family District (SF-8.5) to SF-8.5/Planned Area
Development to allow for additional detached structures in the rear yard with reduced
setbacks, subject to the conditions as recommended by Planning and Zoning Commission.

Final Adoption of Ordinance No. 5120, Rezoning, PLH24-0041 Nirvana at Ellis, Generally
Located South of the Southeast Corner of Frye Road and Ellis Street
Move City Council adopt Ordinance No. 5120, approving PLH24-0041 Nirvana at Ellis,
Rezoning from Planned Area Development (PAD) for Commercial Office to PAD for Multi-
Family Residential, subject to the conditions as recommended by Planning and Zoning
Commission.

Entertainment Use Permit, PLH22-0037 St Amand Kitchen & Cocktails, 3990 S Alma School
Rd #3, Generally Located at the Northwest Corner of Alma School and Ocotillo Roads
Move City Council approve Entertainment Use Permit, PLH22-0037 St Amand Kitchen &
Cocktails for an entertainment use permit approval to allow live indoor entertainment,
including live acoustic musical performances and outdoor speakers for ambient music,
subject to the conditions recommended by Planning and Zoning Commission.

Trade Zone designation and application for Catalina Components Incorporated; approving
the related Intergovernmental Agreement between the City of Chandler and the City of
Phoenix; and authorizing the Mayor to execute the Intergovernmental Agreement on behalf
of the City of Chandler.

Move City Council award CMAR Pre-Construction Services Agreement No. WW2401.251, to
McCarthy Building Companies, Inc., for the Water Reclamation Facility Improvements Phase
3, in an amount not to exceed $1,655,273.

Resolution No. 5891, Authorizing the Acquisition of Real Property Rights Required for the
Water Main Replacement Project No. WA2409, within the Olsen Addition; Authorizing the
City's Real Estate Administrator to Sign the Purchase Agreements and Any Other
Documents Necessary to Facilitate the Project; Authorizing Eminent Domain Proceedings
as Needed to Acquire Real Property Rights and Obtain Immediate Possession Thereof; and,
Relocation Assistance as may be Required by Law
Move City Council pass and adopt Resolution No. 5891, authorizing the acquisition of real
property rights required for the Water Main Replacement Project No. WA2409, within Olsen
Addition; authorizing the city's real estate administrator to sign the purchase agreements
and any other documents necessary to facilitate the project; authorizing eminent domain
proceedings as needed to acquire real property rights and obtain immediate possession
thereof; and, relocation assistance as may be required by law.
Consent Agenda Motion and Vote
Councilmember Harris moved to approve the Consent Agenda of the April 10, 2025, Regular City
Council Meeting; Seconded by Councilmember Encinas.
Motion carried unanimously (7-0), with the exception of Item 4, which passed by majority 6-1,
Councilmember Encinas dissenting.

Unscheduled Public Appearances
PAUL PAVLICH, 1313 W Tyson St., provided comments regarding a short-term rental property
located in his neighborhood and expressed concern due to code violations.
MAYOR HARTKE requested an update from staff on this case.
Current Events
Mayor's Announcements
MAYOR HARTKE announced the 4th Annual South Pacific Islands Festival on Saturday, April 12 at
Dr. A.J. Chandler Park beginning at 10:00 a.m. and invited everyone to enjoy food, music and
dancing, and culture.
MAYOR HARTKE highlighted the Field of Hope dedication ceremony on Sunday, April 13 at Dr. A.J.
Chandler Park beginning at 6:00 p.m. This event is put on by the Chandler Domestic Violence
Commission and the Chandler Exchange Club to recognize and honor the lives of children lost to
child abuse.
MAYOR HARTKE announced the Navigating the Trade Landscape event, on Tuesday, April 22 at
ASU Chandler Innovation Center beginning at 11:30 a.m. This event is designed to strategically
prepare Chandler businesses for the changing trade landscape, in partnership with the Chandler
Chamber of Commerce.
Council's Announcements
COUNCILMEMBER HAWKINS provided information on the Chandler Talks General Plan Kickoff on
Saturday, May 10 at the Chandler Center for the Arts beginning at 2:00 p.m. This event will kick off
the Chandler General Plan providing an opportunity for residents to share input regarding water
and
housing.
There
is
also
the
opportunity
to
provide
feedback
online
at
chandleraz.gov/GeneralPlan.
COUNCILMEMBER HARRIS encouraged residents to seek tax preparation assistance from the city’s
partners such as VITA Volunteer Income Tax Assistance Program and Mesa United Way. There are
multiple locations open through Saturday, April 12. Visit chandleraz.gov/VITA for more
information.

COUNCILMEMBER HARRIS welcomed new board and commission members and recognized their
service to Chandler.
COUNCILMEMBER ORLANDO invited residents to the Freedom Hope and Future event, on
Saturday April 26 at City Hall, beginning at 9:00 a.m. This event honors Vietnam Veterans for their
sacrifice and valor, and celebrates the history, resilience, and triumphs of Vietnamese refugees.
COUNCILMEMBER ENCINAS encouraged families to attend the Family Easter Celebration held on
Friday, April 18 at Dr. A.J. Chandler Park beginning at 5:30 p.m., with coloring contest submissions
being accepted through Monday, April 14.
COUNCILMEMBER ENCINAS shared he had the opportunity to attend the SmartCity Expo USA in
New York City and it was a great opportunity to learn about new technologies and innovative and
sustainable infrastructure.
City Manager's Announcements
JOSHUA WRIGHT, City Manager, thanked Leah Powell, Neighborhood Resources Director; Priscilla
Quintana, Neighborhood Preservation Program Manager; and Tawna Mower, Neighborhood
Preservation Coordinator; for their coordination on For Our City Day. 38 projects in the Pamela
Park neighborhood were completed by over 600 volunteers.
