RESOLUTION NO. 5897 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
MARICOPA COUNTY, ARIZONA, APPROVING AMENDMENT NO. 6 TO 
THE INTERGOVERNMENTAL AGREEMENT BETWEEN MARICOPA 
COUNTY ADMINISTERED BY ITS HUMAN SERVICES DEPARTMENT AND 
CITY OF CHANDLER TO ACCEPT FEDERAL HOME INVESTMENT 
PARTNERSHIPS PROGRAM FUNDS IN THE AMOUNT OF $399,251, 
REALLOCATE PROGRAM YEAR 2020 AND 2021 HOME INVESTMENT 
PARTNERSHIPS PROGRAM FUNDS IN THE AMOUNT OF $307,781, AND 
EXTEND THE EXPENDITURE TERM FOR THE PROGRAM YEAR 2020-2023 
HOME INVESTMENT PARTNERSHIPS PROGRAM FUNDS AND THE HOME 
INVESTMENT PARTNERSHIPS AMERICAN RESCUE PLAN PROGRAM 
FUNDS; AUTHORIZING THE CITY MANAGER TO SIGN ALL RELATED 
DOCUMENTS AND ASSURANCES ON BEHALF OF THE CITY OF 
CHANDLER; AND FURTHER AUTHORIZING THE CITY MANAGER TO 
TAKE ALL ACTION NECESSARY OR PRUDENT TO IMPLEMENT THE 
CITY’S HOME INVESTMENT PARTNERSHIPS AND HOME INVESTMENT 
PARTNERSHIPS AMERICAN RESCUE PLAN PROGRAM ACTIVITIES. 
 
WHEREAS, Maricopa County, as the lead agency for administration of HOME Investment 
Partnerships Program (“HOME” or “HOME Program”) funds, and the Cities/Towns of Avondale, 
Chandler, Gilbert, Glendale, Peoria, Scottsdale, Surprise, and Tempe previously entered into an 
Intergovernmental Agreement (“IGA”) to form the Maricopa County HOME Consortium to 
receive, distribute, and administer HOME funds; and  
 
WHEREAS, the City of Chandler has an existing IGA with Maricopa County (C-22-17-048-3-05) 
(the “Agreement”) to provide increased affordable housing opportunities in the City of Chandler; 
and 
 
WHEREAS, the City of Chandler is receiving an allocation of HOME funds for Program Year 
(“PY”) 2024 in the amount of $399,251, to be used to provide Tenant-Based Rental Assistance 
Program in accordance with the Maricopa County HOME Consortium Annual Action Plan 
approved by the U.S. Department of Housing and Urban Development, requiring an amendment 
to the IGA to increase the total funding amount from $4,825,530.29 to $5,224,781.29; and 
 
WHEREAS, the City of Chandler wishes to make various additional changes to the IGA including 
reallocating PY 2020 and PY 2021 HOME Investment Partnerships Program funds in the amount 
of $307,781 from Newtown to the Tenant Based Rental Assistance Program, extending the 
expenditure term for these funds, and extending the expenditure term for PY 2022 HOME funds, 
to June 28, 2027, and also extending the expenditure term for previously approved PY 2023 HOME 
and HOME Investment Partnerships American Rescue Plan Program funds to September 30, 2027.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Chandler, Arizona, 
as follows: 
Section 1.   Authorizes the Mayor of the City of Chandler, or his designee, to execute Amendment 
No. 6 to the Agreement, in substantially the form attached hereto as Exhibit “A,” 
increasing the City’s HOME Program funding amount from $4,825,530.29 to 
$5,224,781.29 and making various other revisions to HOME expenditure deadlines 
and allocations. 
Section 2.   Authorizes the City Manager, or his designee, to execute, on behalf of the City, 
appropriate certifications and other documents and take such other actions as are 
necessary or appropriate to carry out the intent of this Resolution and administer the 
HOME Program.
