The meeting was called to order by Mayor Kevin Hartke at 6:04 p.m.

The invocation was given by Pastor Gary Davis, Southeast Valley Bible Church.

2. Recognition: Community Hero Award, Office Brian Larison

MAYOR HARTKE invited Council, Bryan Chapman, Police Chief; and Brian Larison, Police Officer; to 
be recognized for his bravery and quick thinking.  
 
CHIEF CHAPMAN stated that Officer Larison embodies the professionalism and dedication of 
every Chandler police officer. Chief Chapman noted that Officer Larison’s actions on the freeway 
were a testament to human kindness, as he helped someone in imminent danger. Chief Chapman 
emphasized that there are no coincidences in life and believes Officer Larison was in that position 
for a reason, ultimately saving a life and showcasing the greatness of the City of Chandler.   
 
AYMEE RUIZ expressed her deep gratitude to Officer Larison for saving her life and recognized 
him during the Community Hero award ceremony. She emphasized that he truly deserves the 
honor and felt privileged to share her thanks with everyone.  
  
3. Proclamation: Library Week 
MAYOR HARTKE read the proclamation and invited Susan Van Horne, Library Manager; Jo-el Miller, 
Library Branch Manager; and Caryn Nall, Library Branch Manager; to accept.  
 
MS. VAN HORNE encouraged everyone to come to the library to register for a library card, noting 
that there is something for everyone at the library. 
 
4. Proclamation: Valley Bike Month  
MAYOR HARTKE read the proclamation and invited Jason Crampton, Transportation Planning 
Manager, and the Okasin family to accept.  
 
MR. CRAMPTON announced that registration is still open for the Family Bike Ride on April 5, 
starting at 7:30 a.m., with the ride at 8:30 a.m. He recognized the Okasin family, Dave, Leslie, Anna, 
and Caitlyn, for their decade-long participation and expressed appreciation for their commitment 
to bicycling.

Move City Council approve the Council meeting minutes of the Special Joint Meeting with 
the Planning and Zoning Commission of February 6, 2025, the Work Session of February 20, 
2025, the Regular Meeting of February 20, 2025, the Work Session and Special Meeting of 
February 24, 2025.

Appointment of General Plan Resident Advisory Committee Chair Move City Council appoint 
Boyd Dunn as Chair of the General Plan Resident Advisory Committee.

Ordinance No. 5123, Introduction and Tentative Adoption Amending Ordinance No. 5109 
by Amending the Sunset Date of the Resident Bond Exploratory Committee and 
Subcommittees 
Move City Council introduce and tentatively adopt Ordinance No. 5123, amending 
Ordinance No. 5109 by amending the sunset date of the Resident Bond Exploratory 
Committee and Subcommittees; providing for repeal of conflicting ordinances; and 
providing for severability. 
 
Public Works and Utilities

Final Adoption of Ordinance No. 5117, Amending the Code of the City of Chandler, Chapter 
52 Water Services, Article VI Sustainable Water Allocation Regulations, to Add High Density 
Residential, Reclaimed Water, and Redevelopment Regulations 
Move City Council adopt Ordinance No. 5117, amending the code of the City of Chandler, 
Chapter 52 Water Services, Article VI Sustainable Water Allocation Regulations, to add high 
density residential, reclaimed water, and redevelopment regulations; providing for the 
repeal of conflicting ordinances; and providing for severability. 
 
Consent Agenda Motion and Vote  
Councilmember Orlando moved to approve the Consent Agenda of the March 24, 2025, Regular 
City Council Meeting; Seconded by Councilmember Poston.  Councilmember OD Harris 
Absent/excused.  
 
Motion carried unanimously (6-0).
