CITIZENS’ PANEL FOR REVIEW OF POLICE COMPLAINTS AND USE OF FORCE SPECIAL MEETING MINUTES January 7, 2025 1. Daniel Shellum Det. Danielle Stein Ean White, Assistant City Attorney Pamela Leon, Staff Liaison 2. SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC a. None 3. Approval of the Minutes a. Minutes of October 1, 2024 Panel member Fagen moved to approve the minutes of the October 1, 2024, Citizens’ Panel for Review of Police Complaints and Use of Force meeting. Panel member Enoch seconded the motion. The minutes were approved by all Panel members present. 4. ANNOUNCEMENTS a. Newly appointed Panel member Jeff Jones introduced himself to the panel. b. Newly appointed Panel member Hilary HC Jeff Jones introduced themselves to the panel. c. Det. Dani Stein introduced herself to the panel as the new staff liaison. She has replaced Jeff Fox who has since been promoted to Sergeant. 5. ACTION AGENDA a. Presentation by Robbery|Homicide Unit on East Valley Critical Incident Response Team Lt. Dykstra is currently assigned to the Criminal Investigation Bureau. Lt. Dykstra explained what The East Valley Critical Incident Response Team is which is an agreement between Chandler and other agencies to investigate officer involved shootings and critical incidents. Each investigation is independent to ensure transparency to the public. b. Discussion regarding the Use of Force Summary for the third quarter of 2024 There were questions and discussions, but no questions specific to the use of force. Panel member Vukadinovich moved to approve the Use of Force Summary Quarter 3 2024. Vice Chair Martinez seconded the motion. The motion was approved by all Panel members present. The motion carried unanimously. 6. Discussion a. The Panel requested for future presentations or trainings to include levels of less lethal weapons and possibly review use of force policy. Commander Shellum and Det. Stein will facilitate any trainings that will be presented to the Panel. 7. CALENDAR/FUTURE AGENDA ITEMS Next meeting will be Tuesday, April 1, 2025, at 6:00 pm. 8. INFORMATION ITEMS Vice Chair Martinez informed the Panel of the Fallen Officer Memorial run on March 2, 2025. The event will be held in Downtown Phoenix and will begin at 0800 for anyone interested in participating. 9. ADJOURNMENT Panel member Vukadinovich moved to adjourn, seconded by Panel member Leibowitz. The motion was approved by all Panel members present, and the meeting adjourned at approximately 6:36 p.m.
