Background

The Chandler Police Department recognizes the current Arizona statutory law dictating that
“No unnecessary or unreasonable force shall be used in making an arrest, and the person
arrested shall not be subjected to any greater restraint than necessary for his detention.”
The Chandler Police Department stipulates officers must adhere to their training unless the
situation justifies a deviation from that training.”

The Chandler Police Department began to utilize the Use of Force Review Board in 2008 to
ensure the proper documentation of all applications of force, evaluate those applications
for adherence to established policy, and determine any additional training needs.? The
board meets monthly to evaluate the prior month's incidents and quarterly reviews are
prepared to share information and findings with the Citizen Review Panel. The Citizen
Review Panel will review all intermediate use of force incidents. The Citizen Review Panel
will also review all incidents involving an officer discharge of a firearm once the internal
investigation is completed.

This analysis contains low and intermediate use of force statistics for the fourth quarter of
2024 to identify prevalent trends or deficiencies per the current CALEA standard.‘ In
addition to an internal comparative analysis, this report will illustrate training issues that
emerged throughout the quarter, as well as the number and general nature of injuries
sustained by personnel and suspects. This use of force report does not include any
incidents involving an officer discharge of a firearm.

2024 Fourth Quarter Review

During the fourth quarter of 2024, the Chandler Police Department logged 2,143 combined
arrests of adults and juveniles which resulted in a total of twenty (20) low or intermediate
reportable use of force incidents. The incidents occurred while Chandler Police Officers
arrested or detained a subject under reasonable suspicion or probable cause. There was an
additional reportable use of force incident that involved the deployment of a taser at an
aggressive dog. Due to this, there were ten (10) intermediate use of force incidents and
eleven (11) low level use of force incidents. In some incidents there were multiple
applications of force used by various officers. For this reason, there were thirty (30) distinct
applications of low and intermediate level of force. The twenty (20) incidents resulted in only
0.9% of the arrests by Chandler Police officers concluding with a Use of Force.

All twenty-one (21) low and intermediate level of reportable use of force incidents were
reviewed by the Use of Force Review Board. The board meets monthly to determine if the
applications of force are justified in accordance with the policies of the Chandler Police
Department.

The following tables document the twenty-one (21) incidents reviewed by the board for the

months of October, November, and December of 2024. It includes the types of force used
and dispositions. This report will deliver the summaries of the ten (10) reviewed
intermediate use of force incidents.

Policy Violations/Reviews

In the fourth quarter of 2024 there were no low or intermediate use of force incidents
referred to Internal Affairs. All incidents were voted In Policy.

There was a lot of discussion about the use of force reporting of less lethal munitions. The
training unit will further review the policy to determine if any changes to the policy are
needed,

Training Issues

Three incidents were identified by the Use of Force Review Board that had training
recommendations. One training recommendation involved slowing down and requesting
an additional officer. The second involved detaining one occupant in a vehicle at atime
when the vehicle contains multiple occupants. The third involved holding on to the
subject's ID until the officer had all information and no longer needed it. The officers were
notified of these training recommendations.

Injuries

One (1) officer was injured during low or intermediate use of force incidents. The injury
sustained by the officer was minor in nature and consisted of abrasions. The officer's
injuries stemmed from a takedown and body-to-body contact on the ground.

Seventeen (17) suspects were injured or complained of injury during the use of force
incidents. Most of these injuries were minor in nature, consisting of lacerations, abrasions,
contusions, complaints of pain, and CEW puncture wounds. There were two subjects that
briefly lost consciousness during the use of force,

Injured officers and suspects were offered medical attention and received it when
requested. Medical treatment was either provided on scene by the fire department or at a

hospital for more extensive care or evaluation.

Eleven (11) subjects involved in low or intermediate use of force incidents were found to be
emotionally disturbed, under the influence of alcohol or drugs, or a combination of
impairments.

Conclusion

The low and intermediate use of force incidents during the fourth quarter of 2024 indicates
officers used the appropriate level of force to effect the arrest of suspects. This illustrates
the use of force policy, defensive tactics training, board reviews, and overall departmental
philosophy are aligned with established case law, statutory regulations, and the principles
of commurnity-oriented policing. The training unit will further review the use of force policy
to determine if any changes to the policy are needed.

The following pages are the ten (10) intermediate use of force incidents that were
presented to the Use of Force Review Board for the fourth quarter of 2024.

Summary:

On October 19, 2024, at approximately 0013 hours, officers were dispatched to 497 E Tonto Dr
in Chandler reference an unknown problem. The reporting party stated her husband, James De
Grado, had a knife and was waving it at people at the residence. She also reported Mr. De Grado
had dementia and further medical issues. Prior to officers’ arrival, the reporting party advised
he was in the master bedroom with scissors by himself. Several officers arrived on scene and
had all occupants exit the residence. They attempted several announcements into the house for
Mr. De Grado with no response. An immediate action team moved into the residence and
located Mr. De Grado down the hallway in the master bedroom. Officers gave several
commands that they were Chandler PD, and he needed to exit the bedroom with nothing in his
hands. Mr. De Grado threw several items down the hallway at the officers. Mr. De Grado then
appeared around the corner with scissors. Officer Murphy deployed his less lethal munitions-
PepperBall for direct impact on Mr. De Grado’s stomach area and his right forearm, which
contained the scissors. Mr. De Grado immediately dropped the scissors and retreated around
the corner out of officer’s sight. Officers gave several more commands, which Mr. De Grado
complied and exited the bedroom with nothing in his hands. He was detained in handcuffs.

Chandler Fire responded and provided Mr. De Grado with medical attention and determined he
needed to be transported to Chandler Regional Medical Center for further evaluation due to
him being a danger to self and others. Officers transported Mr. De Grado to the hospital where
he was de-contaminated, and his injuries were photographed. Mr. De Grado sustained four
impact wounds to his stomach area and right forearm from the PepperBall. No criminal charges
were submitted due to Mr. De Grado’s medical and mental health concerns. The incident was
captured on officer’s body worn camera.

Summary:

On October 27, 2024, at approximately 0909 hours, Officers were dispatched to the area of
Oakland St and Arizona Ave in Chandler reference a Fight call for service. The call stated there
was a big dog killing a smaller dog and two females fighting. Officer Coronado arrived at a very
chaotic scene involving multiple individuals surrounding two dogs and a female lying on the
ground. A large white dog had a small black dog in its mouth and the small dog appeared to be
deceased. The female was actively attempting to free the small black dog from the white dog’s
mouth. There was blood visible on the ground and the female appeared to have sustained
multiple injuries on her body. Officer Coronado deployed his taser 10, firing four probes at the
white dog. This caused the dog to release the smaller dog and briefly run away before returning
to the female who secured it. It was determined there was no fight that occurred, and the
incident only involved the two dogs. The criminal charge of ARS 11-1014.01A2 Failure to Control
Aggressive Dog was submitted against the dog owner. The incident was captured on officer’s
body worn camera.

Summary:

On November 01, 2024, at approximately 0146 hours, Officer Castlegrante #768 conducted a
traffic stop at E Ivanhoe St and N Colorado St ona black ford fusion with an unreadable paper
license plate. The officer activated his emergency red and blue lights, and the vehicle continued
to travel southbound and eventually pulled into the driveway of 700 N Colorado St in Chandler.
The driver, identified as Frank Jackson, quickly exited the vehicle and refused to comply with the
officer’s commands to sit back down in the vehicle. Mr. Jackson stated he was home and
attempted to walk away. The officer grabbed Mr, Jackson by the arms and commanded him to
stop. Mr. Jackson broke free from the officer’s grip and began to run towards the residence. The
officer followed him and pushed him from behind in an attempt to stop him. Mr. Jackson ran
into the door of the residence and tried to get inside. The officer wrapped his arms around Mr.
Jackson’s upper body due to him refusing to comply with commands and told him he was under
arrest and to stop fighting him. Mr. Jackson continued to pull away from the officer at which
time the officer pulled him down to the ground however he pushed the officer’s arms away and
was able to stand back up. Mr. Jackson ran to another door of the residence and attempted to
get inside. The officer grabbed him by the upper body and held onto him to prevent him from
entering the residence. The officer then pulled him to the ground. At this time, another officer
arrived on scene and assisted with placing Mr. Jackson into handcuffs and under arrest.

Mr. Jackson sustained an abrasion to his right elbow and the officer sustained abrasions to the
top of both of his hands and knees, which were all photographed. Mr. Jackson and the officer
did not request any medical attention. Mr. Jackson was found to have a valid misdemeanor
warrant out of DPS with a $500 bond. Mr. Jackson was arrested for DUI, resisting arrest, and the
misdemeanor warrant. The incident was captured on officer’s body worn camera.

Summary:

On November 02, 2024, at approximately 2030 hours, a hit and run accident involving a white
Jeep Cherokee occurred at Alma School Rd and Chandler BI in Chandler. The Jeep left the scene
while a witness followed providing updates of vehicle location to the 911 call taker. Officer
Borowski #848 located the vehicle travelling southbound on Arizona Ave near Tulsa St. He
observed the vehicle driving erratically to include swerving, straddling the lane line and
accelerating away from the witness vehicle. He initiated a traffic stop at Arizona Av and Erie St
by activating his emergency red and blue lights and siren to alert the driver, identified as Bria
Harge, to stop. Ms. Harge continued to drive southbound on Arizona Av at a constant speed of
25 mph. She entered a southbound left turn lane. She then went left of center around the
median and began driving southbound in the northbound #1 lane of Arizona Av approaching
Chandler BI. Additional patrol vehicles turned to go northbound on Arizona Av from Chandler
Blvd. One patrol vehicle had to swerve away from the Jeep to avoid a head on collision. Officer
Dalen #884 was travelling northbound on Arizona Av and activated his emergency red and blue
lights. The Jeep continued to drive southbound in the northbound lanes approaching Chandler
BI, which is a crowded area with motorists and people. He positioned his patrol vehicle directly
in front of the Jeep to prevent any death or injury to motorists or pedestrians in the area. She
continued to drive at approximately 10 mph failing to yield. Officer Dalen used his patrol vehicle
front push bumper to contact the front center of the Jeep, which stopped her from driving any
further. Officer Borowski then positioned his vehicle behind her using his push bumper against
the rear of the Jeep’s bumper to prevent her from escaping. Both officers exited their patrol
vehicles and were able to detain Ms. Harge in handcuffs.

Ms. Harge had no visible injuries and did not complain of any injuries. No medical treatment
was provided. Ms. Harge was arrested for DUI, Aggravated DUI Wrong Way Driving, Unlawful
Flight from pursuing law enforcement vehicle and Leaving the Scene of an Accident. The
incident was captured on Officer’s body worn camera.

Summary:

On November 08, 2024, at approximately 0900 hours, Detention Officer Hernandez Luque was
at the Chandler Court Holding Facility, when he observed inmates Juan Burruel and Kyle
Francisco engaged in a verbal argument which escalated into a physical altercation. Mr. Burruel
began striking Mr. Francisco on the upper body with closed fist strikes. Detention Officer
Hernandez Luque gave loud and clear commands for both subjects to stop fighting. The
commands were ignored by Mr. Burruel. The detention officer entered the cell and Mr. Burruel
continued to strike Mr. Francisco. He utilized his Taser 7 to disengage the two from fighting. He
struck Mr. Burruel with one probe in the upper right chest area and the second probe in the
front mid-section near his stomach. The single cycle charge caused Mr. Burruel to immediately
fall backwards to the floor ending the aggression. Mr. Burruel was then handcuffed without
further incident.

Chandler Fire later arrived at the scene and provided Mr. Burruel with medical attention. Due to
one of the probe’s being lodged into the clavicle bone, Mr. Burruel was transported to the
Chandler Regional Medical Center for further medical treatment. Mr. Francisco did not wish to
aid in prosecution so there were no criminal charges. The incident was captured on the court
holding area cameras.

commands

Summary:

On November 09, 2024, at approximately 2243 hours, Officer Roberts #928 conducted a traffic
stop ona Nissan Truck near Arizona Av and Riggs Rd in Chandler for suspended registration due
to no proof of financial responsibility. The vehicle stopped around 116" St and Riggs Rd. The
rear passenger was found to provide a false name and was determined to be identified as Faron
Delores. Mr. Delores had multiple outstanding warrants for his arrest and was listed as armed
and dangerous in the warrant hit. Officers approached the vehicle again and contacted Mr.
Delores, who they requested to step out of the vehicle. Mr. Delores initially complied and
stepped out of the vehicle. As officers were putting handcuffs on him, he pulled away from
officers to attempt to escape. The officers were able to pull him to the ground. The officers
attempted to place the handcuffs on him while on the ground and gave him commands to put
his hands behind his back. He refused and was reaching towards his waistband area. Officer
Roberts #928 delivered one knee strike with his right knee to Mr. Delores abdomen and gave
him another warning that he would be tased if he did not comply with orders. Mr. Delores then
complied by placing his hands behind his back and officers placed him into handcuffs without
further incident.

Mr. Delores did not sustain any injuries and did not request any medical attention. Mr. Delores
was arrested for the outstanding warrants and City Code Violation 11-11 for interfering with
duties of a public official. The incident was captured on officer’s body worn camera.

Subject Actions: Non-compliant with commands, combative, pre-attack indicators
Summary:

On November 20, 2024, at approximately 0031 hours, officers responded to 703 E Ivanhoe St in
Chandler reference a domestic disturbance. The call comments stated a male, Anthony
Redhouse, was heavily intoxicated and trying to physically fight his adult brother. He was
outside banging on windows and was armed with a knife.

Upon officer’s arrival, Mr. Redhouse was observed walking from the backyard towards the side
gate. Officers gave him several commands to exit the backyard with empty hands. Mr. Redhouse
immediately became verbally agitated and aggressive with officers. He yelled at officers to get
off his property and cursed at them. Officers observed he was in possession of a knife in a
sheath on his right hip. The male was non-compliant with officer’s commands and continued to
be verbally aggressive. He made several statements that he wanted to end his life and for
officers to shoot him. Mr. Redhouse attempted to remove the knife from his side while yelling at
officers. Officer Meade #714 drew his Taser 10 while other officers had lethal cover. The male
was unable to remove the knife from the sheath and backed up from the officers. The male was
now in the driveway next to a vehicle and officers were in the street. The male became more
and more agitated and told the officers to shoot him. He then removed his belt buckle pulling
the knife and sheath off his belt and throwing it on the other side of the vehicle into the yard.
He continued to be non-compliant with officer’s commands to get on the ground. Officer Meade
gave the male a command to place his hands on his head and turn away from them. He did not
comply with the commands and Officer Meade deployed two probes from his Taser 10. The two
probes struck the male in the right thigh and left hand, which induced neuro-muscular
incapacitation. Mr. Redhouse fell backwards onto the driveway hitting his head on the ground
causing him to lose consciousness. He was detained in handcuffs and immediately sat up and
regained consciousness.

Chandler Fire arrived and provided Mr. Redhouse with a medical evaluation, but he refused any
further medical treatment. He sustained taser puncture wounds to his right thigh and left hand.
Due to Mr. Redhouse’s suicidal statements, he was transported to Community Bridges for a
mental health evaluation. The criminal charges of disorderly conduct were later long formed
against Mr. Redhouse. The incident was captured on officer’s body worn camera.

assault on officer

Summary:

On December 13, 2024, at approximately 2202 hours, an officer was on a traffic stop at N.
Hamilton St and E Harrison St in Chandler when the driver advised he was scared because there
were people chasing them that they did not know. During this traffic stop, a Honda Accord
passed the officer and one of the occupants yelled profanities and “Eastside Chandler”. The
driver confirmed this was the vehicle that was chasing them. The officer previously observed
this same vehicle being evasive and going through stop signs. He requested another officer to
stop the vehicle for reckless driving and a road rage/threats investigation.

Another officer located the Honda Accord and conducted a traffic stop at N Jackson St and E
Galveston St in Chandler. Officer Osborn #837 and Officer Rimbach #711 arrived on scene to
assist. There were 5 occupants in the vehicle who immediately were uncooperative, agitated
and verbally confrontational. It was determined to have all occupants exit the vehicle to further
investigate.

The driver side backseat passenger, Gabryel Hinsley-Maldonado (17 years of age), exited the
vehicle and was immediately confrontational with officers. Officer Osborn instructed him to
place his hands on the vehicle and informed him he was patting him down for weapons. He was
holding a phone in his right hand and told officers they had no right to check him. Officer
Osborn then told him to place his hands behind his back, which he refused and did not listen to
commands. Officer Osborn attempted to put his right arm behind his back, but he flexed his arm
resisting the movement. Mr. Hinsley-Maldonado pushed back into the officer elbowing him on
his body armor. Officer Osborn attempted to take him to the ground by grabbing his shoulders
and bringing them downward and away from him, but he spun around breaking the officers grip
on him. He was now facing the officer. The officer then felt his shoulder impact his waist, so the
officer looped his arm over the backside of his neck to lock his head in place. He tackled the
officer who fell backwards onto his back on the ground and Mr. Hinsley-Maldonado was above
the officer now. The officer was able to get his body out from underneath him and forced him
onto his side. Mr. Hinsley-Maldonado’s arms continued to flail around the officer, so the officer
struck him with his fist one time to the left side of his face. The officer was then able to mount
his torso and gain control of his movements. At this point, Mr. Hinsley-Maldonado became more
compliant. He was lying on his back, so the officer rolled him over to his stomach and placed
him into handcuffs.

Mr. Hinsley-Maldonado complained of head pain from the altercation and the fire department
responded and provided medical treatment. The father of Mr. Hinsley-Maldonado denied for
him to be transported for further medical treatment. An ID tech responded and photographed
Mr. Hinsley-Maldonado. He was ultimately released pending criminal charges for Aggravated
Assault of a Law Enforcement Officer which will be submitted to Maricopa County Attorney’s
Office in February once he turns 18 years of age. The incident was captured on officer’s body
worn camera.

During the above-mentioned incident, Officer Rimbach #711 instructed the front seat passenger
to exit the vehicle. He refused and the officer told him if he did not get out of the vehicle then
he was going to pull him out. The passenger refused again and stated something to the effect of
“get stepping, bitch”. Officer Rimbach then grabbed onto his arm and started to pull him out of
the vehicle. The passenger resisted these efforts attempting to brace himself against the car and
pull away. The officer managed to extract the passenger from the vehicle and onto the ground
where he attempted to gain control of him.

While he was attempting to gain control of this passenger, another subject, identified as Rogelio
Quintero-Lagunes (16 years old), exited the rear passenger seat of the vehicle. He then ran up
on the officer who felt him actively push into him with either his hand or forearm while yelling
something to the effect of “Get off bitch”. Officer Rimbach drew his taser and pointed it at him.
The officer warned him to back away or he was going to get tased. At this point, all other
officers on scene were actively struggling with other occupants from the vehicle and more
officers were requested. Mr. Quintero-Lagunes initially stepped away from the officer but then
began approaching another officer while reaching his hand out towards him. This officer was on
the ground still trying to gain control of another occupant. Mr. Quintero-Lagunes then began
stepping towards Officer Rimbach again forcing him to take his attention off the front seat
passenger who he was now straddling and holding him on the ground. Mr. Quintero-Lagunes
then turned and bladed himself away from the officer. Officer Rimbach gave him one last
instruction to get on the ground, which he ignored. Officer Rimbach deployed two Taser probes
into him, who stopped and fell backwards onto the ground. Officer Rimbach continued to hold
the front seat passenger on the ground while keeping his Taser pointed at Mr. Quintero-Lagunes
until additional! officers arrived on scene and secured him in handcuffs.

Mr. Quintero-Lagunes sustained puncture wounds on the back of his right leg and middle of his

Prosecution 2"4 Degree when he physically pushed into the officer who was attempting to

Summary:

On December 26, 2024, at approximately 1530 hours, Officer Dalen #884 responded to the
Chandler-Gilbert Unified Holding Facility at 75 E Civic Center Dr in Gilbert to transport a subject,
Christian Soto, to Community Bridges for being a danger to himself while inside the jail. He was
in the jail for misdemeanor charges. Officer Dalen contacted Mr. Soto while inside his jail cell,
who spoke rapidly and made statements about the devil being inside him. Officer Dalen
determined he was a danger to himself due to mental illness and needed to be transported to
Community Bridges for a mental health evaluation.

Officer Dalen attempted to gain voluntary compliance and ordered him to face the wall and
place his hands on top of his head. Mr. Soto initially complied, and the officer grabbed a hold of
his hands to place him in handcuffs. Mr. Soto then began to pull his hands and body away from
the officer. Officer Dalen continued to give Mr. Soto commands to deescalate the situation and
gain voluntary compliance. Mr. Soto did not listen and continued to pull away from the officer
and towards the door of the cell. Detention Officers assisted and grabbed a hold of Mr. Soto.
The officers attempted to pull him to the ground, but he resisted and stood his body up. He then
began to pull towards the exit of the cell again and a Gilbert Detention Officer blocked him from
leaving. Mr. Soto reached his hand out and grabbed onto the Detention Officers Taser that was
in a holster on the outer carrier. He wrapped his hand around the Taser and began pulling on it.
The officer believed Mr. Soto was attempting to disarm the Detention Officer and was going to
use the Taser on the officers. Officer Dalen then struck Mr. Soto on the right side of his face
approximately four times. Officers were then able to bring Mr. Soto to the ground and place him
in handcuffs.

Officer Dalen then transported Mr. Soto to Community Bridges. Mr. Soto sustained swelling to
the right side of his face, but he declined medical attention. An ID Tech responded and
photographed Mr. Soto’s injuries to his face. No criminal charges were pursued on Mr. Soto. The
officer’s body worn camera was actively recording, but the camera was knocked off the officer’s
vest during the struggle and did not capture the first strikes.
