Meeting Minutes Public Safety Police Personnel Retirement Board Regular Meeting April 2, 2025 | 9:00 a.m. 2nd Floor Medium Conference Room 175 S. Arizona Ave, Chandler, AZ Call to Order The meeting was called to order by Citizen Member Crawford at 9:00 a.m. Roll Call Board Attendance Staff Attendance Citizen Member Bill Crawford Nichole Bombard, Medical Leave Coord. Mayor Hartke recognizing the dedication and service of the Public Safety Personnel Retirement System board members and also provided information and resources regarding the upcoming Bond Election. Consent Agenda and Discussion 2. Regular Meeting Minutes of Wednesday, March 5, 2025 Consent Agenda Motion and Vote Police Member Elect Werther moved to approve the meeting minutes of the Chandler Local Police Public Safety Personnel Retirement Board Regular Meeting on March 5, 2025; Seconded Police Member Elect. Motion carried (3-0) with Chairperson Turner and Police Member Elect Ynclan abstaining. Executive Session - Pursuant to A.R.S. Section 38-431.03 (A), the Chandler Local Police Public Safety Personnel Retirement Board may vote to convene in executive session to discuss Page of 2 4 or consider confidential records exempt by law from public inspection, and/or to consult with the Board’s attorney for legal advice and to consider the Board’s position and to instruct the Board’s attorney regarding its position on the following items. The Board will take action on those items in open session. Action Agenda Item No. 2 and Discussion 3. New Membership for Ballance, Boykin, Bekonja, Bellamy, and Willa. Consideration, Discussion, and appropriate Action for New Membership Cody Ballance, James Boykin, Bojan Bekonja, Joseph Bellamy, and James Willa. Action Agenda Item No. 2 Motion and Vote Police Member Elect Werther moved to find that the following employees met the applicable PSPRS membership definitions for service with the City of Chandler Police Department: Cody Balance, Police Officer Recruit, with a hire date of November 19, 2024 and a Tier 3 membership date of February 17, 2025; James Boykin and Bojan Bekonja, Police Officers – Lateral Certified, with a hire date of November 19, 2024; Joseph Bellamy, Police Officer – Lateral Not Certified, with a hire date of November 19, 2024 and a Tier 3 membership date of February 17, 2025; And James Willia, Police Officer Recruit, with a hire date of November 26, 2024 and a Tier 3 membership date of February 24, 2025The motion was seconded by Citizen Member Remington. Motion carried unanimously (5-0). Action Agenda Item No. 3 and Discussion 4. Pre-Existing Medical Condition(s) Review for Ballance, Boykin, Bekonja, Bellamy, and Willa. Consideration, Discussion and Appropriate Action for review of Pre-Existing Medical Condition(s) Cody Ballance, James Boykin, Bojan Bekonja, Joseph Bellamy, and James Willa. Executive Session – Police Member Elect Werther made the motion to end the Open Session and to move into Executive Session; Police Member Elect Ynclan seconded the motion, and the vote was unanimous to end the Open Session and move into Executive Session at 9:08 a.m. Open Session – Police Member Elect Werther made the motion to end the Executive Session and move into Open Session; Police Member Elect Ynclan seconded the motion, and the vote was unanimous to end the Executive Session and move into Open Session at 9:15 a.m. Action Agenda Item No. 3 Motion and Vote Police Member Elect Werther moved to declare one pre-existing condition listed on the pre-existing cover sheet for Cody Ballance. The motion was seconded by Police Member Elect Ynclan. Motion carried unanimously (5-0). Motion carried unanimously (5-0). Police Member Elect Werther moved to declare two pre-existing conditions listed on the pre-existing cover sheet for Bojan Bekonja. The motion was seconded by Police Member Elect Ynclan. Motion carried unanimously (5-0). Police Member Elect Werther moved to declare one pre-existing condition listed on the pre-existing cover sheet for Joseph Bellamy. The motion was seconded by Police Member Elect Ynclan. Motion carried unanimously (5-0). Police Member Elect Werther moved to declare three pre-existing conditions listed on the pre-existing cover sheet for James Willa. The motion was seconded by Police Member Elect Ynclan. Motion carried unanimously (5-0). Member Comments/Announcements Citizen Member Valerie Remington announced she was retiring from her employment today. Calendar 5.
