Project Overview Project Description This project will repave (mill and overlay) 1 mile of Chandler Boulevard between Price Road and Dobson Road. Additionally, the City will make ADA improvements on sidewalks, curb ramps and driveways. The City will conduct a Roadway Safety Assessment and will implement feasible recommendations. Approximately 18 months ago, it had a PQI rating of 54.9 and an SDI rating of 62.8, and has only gotten worse since then. The segment between Ellis St. and Coronado St. is in particularly bad condition with a December 2023 PQI score of 50.1 and SDI of 56.7. Additionally, the RCI rating for this corridor was 56.1 in 2023, indicating a rough surface. Pavement cracking and potholes throughout the corridor not only make for a rough ride, but they also diminish lane visibility and decrease roadway safety. Project Scoping The City has done an ADA analysis on the corridor to determine ADA improvements required. More scoping will be conducted after the RSA is completed. Road Safety Assessment (RSA) An RSA will be conducted prior to finalizing design. In preparing for this project, we have analyzed crash data and found that crashes, particularly crashes with injuries and fatalities have been increasing over the past five years. This data and other factors will be analyzed in more detail in developing the RSA for this corridor. Qualitative Factors Alignment with ARRP Goals This project will greatly enhance roadway safety by providing a well- maintained roadway surface. The pavement condition is among the worst in Chandler with a PQI score as low as 50 in some segments and an overall average of 54.9. Additionally, an RSA will be conducted to help determine any other safety measures that can be incorporated. As with any Chandler mill and overlay project, the city will make ADA improvements to curb ramps, driveways and sidewalks in the corridor to enhance accessibility and improve pedestrian infrastructure in general. Additionally, Chandler has a robust streets maintenance program that will help to ensure that this important regional asset will be kept in great condition over time. Chandler performs regular crack seals and slurry seals on its streets, which help stretch the lifespan of the street and drastically increase the time between roadway reconstructions. Finally, Chandler is a Certified Agency, and, if awarded federal funding, will be able to manage this project in house, resulting in quicker delivery of design and construction. Unique Attributes With an average daily traffic count near 40,000 (39,800 in February 2025), this is a highly-trafficked roadway that provides an important connection to Loop 101. There is a significant amount of commercial traffic in addition to through traffic accessing the freeway. It also has a high normalized serious and fatal crash rate of 3.9. Chandler Boulevard is also an important transit corridor, with high- frequency bus service in peak hours and standard 30-minute service throughout the rest of the day. Chandler Boulevard is one of three corridors that the city designates as a high-capacity transit corridor for planning purposes. Qualitative Factors Safety Data and Considerations Accompanying this project will be an educational campaign for bicycle safety. The City has 8 bus stops in this corridor and can use bus stop advertising to promote awareness and respect for bicyclists in the corridor, which can accompany other outreach methods like social media. Additionally, green pavement markings can be added to create more visual awareness of the space designated for bicyclists. Furthermore, the RSA will identify additional safety improvements that may be able to be implemented. Community Outreach The city's 2025-26 budget survey asked residents to priority rank various Chandler programs. Residents rated additional street maintenance activities as the fifth most important city program to fund. This particular corridor has received repaving requests from Chandler residents. Additionally, the Chandler Mayor has provided a letter of support for the project.
