Regular Meeting Minutes of Wednesday, April 2, 2025
Consent Agenda Motion and Vote
Police Member Elect Werther moved to approve the meeting minutes of the Chandler Local Police
Public Safety Personnel Retirement Board Regular Meeting on April 2, 2025; Seconded by Citizen
Member Crawford.
Motion carried unanimously (3-0)
Executive Session - Pursuant to A.R.S. Section 38-431.03 (A), the Chandler Local Police
Public Safety Personnel Retirement Board may vote to convene in executive session to discuss
or consider confidential records exempt by law from public inspection, and/or to consult with the
Board’s attorney for legal advice and to consider the Board’s position and to instruct the Board’s

attorney regarding its position on the following items. The Board will take action on those items
in open session.

2.
Application for Accidental Disability Wiley
Consideration, Discussion, and Appropriate Action regarding the Application for an
Accidental Disability for Paul Wiley
Mr. Wiley’s counsel was present, Ms. Katherine Bailey.
Executive Session – Police Member Elect Werther made the motion to end the Open Session
and to move into Executive Session; Citizen Member Crawford seconded the motion, and the
vote was unanimous to end the Open Session and move into Executive Session at 9:02 a.m.
Open Session – Police Member Elect Werther made the motion to end the Executive Session
and move into Open Session; Citizen Member Crawford seconded the motion, and the vote
was unanimous to end the Executive Session and move into Open Session at 9:17 a.m.
Action Agenda Item No. 2 Motion and Vote
Police Member Elect Werther moved to terminate the PSPRS pension for Paul Wiley effective February
1, 2025, in accordance with the denial of Accidental Disability Retirement at the February 5, 2025
regular meeting; The motion was seconded by Citizen Member Crawford.
Motion carried unanimously (3-0).
Action Agenda Item No. 3 and Discussion

New Membership for McConnell, Hose, Chamalbide, Fluellen, Morales, and
Reich.
Consideration, Discussion, and appropriate Action for New Membership for Derek
McConnell, Cheyenne Hose, Caitlin Chamalbide, David Fluellen, Alexander Morales, and
Joshua Reich.
Action Agenda Item No. 3 Motion and Vote
Police Member Elect Werther moved to find that the following employees met the applicable PSPRS
membership definitions for service with the City of Chandler Police Department: Derek McConnel;
Police Officer – Lateral Certified with a hire date of January 7, 2025; Cheyenne Hose; Police Officer –
Lateral Not Certified with a hire date of January 7, 2025 and a Tier 3 membership date of April 7, 2025;
Caitlin Chamalbide, David Fluellen, Alexander Morales, and Joshua Reich, Police Officer Recruits with
a hire date of January 14, 2025 and a Tier 3 membership date of April 14, 2025. Seconded by Citizen
Member Crawford.
Motion carried unanimously (3-0).

Pre-Existing Medical Condition(s) Review for McConnell, Hose, Chamalbide,
Fluellen, Morales, and Reich.
Consideration, Discussion, and appropriate Action for review of Pre-Existing Medical
Condition(s) for Derek McConnell, Cheyenne Hose, Caitlin Chamalbide, David Fluellen,
Alexander Morales, and Joshua Reich.
Executive Session – Police Member Elect Werther made the motion to end the Open Session
and to move into Executive Session; Citizen Member Crawford seconded the motion, and the
vote was unanimous to end the Open Session and move into Executive Session at 9:27 a.m.
Open Session – Police Member Elect Werther made the motion to end the Executive Session
and move into Open Session; Citizen Member Crawford seconded the motion, and the vote
was unanimous to end the Executive Session and move into Open Session at 9:29 a.m.
Action Agenda Item No. 4 Motion and Vote
Police Member Elect Werther moved to declare no pre-existing conditions listed on the pre-existing
cover sheet for Derek McConnell. The motion was seconded by Citizen Member Crawford.
Motion carried unanimously (3-0).
Police Member Elect Werther moved to declare two pre-existing conditions listed on the pre-existing
cover sheet for Cheyenne Hose. The motion was seconded by Citizen Member Crawford.
Motion carried unanimously (3-0).
Police Member Elect Werther moved to declare two pre-existing conditions listed on the pre-existing
cover sheet for Caitlin Chamalbide. The motion was seconded by Citizen Member Crawford.
Motion carried unanimously (3-0).
Police Member Elect Werther moved to declare one pre-existing condition listed on the pre-existing
cover sheet for David Fluellen. The motion was seconded by Citizen Member Crawford.
Motion carried unanimously (3-0).
Police Member Elect Werther moved to declare one pre-existing condition listed on the pre-existing
cover sheet for Alexander Morales. The motion was seconded by Citizen Member Crawford.
Motion carried unanimously (3-0).
Police Member Elect Werther moved to declare one pre-existing condition listed on the pre-existing
cover sheet for Joshua Reich. The motion was seconded by Citizen Member Crawford.

Membership Termination Hall

Consideration, Discussion, and appropriate Action regarding the termination of PSPRS
membership for Tanner Hall.
Action Agenda Item No. 5 Motion and Vote
Police Member Elect Werther moved to terminate the PSPRS membership for Tanner Hall, Police
Officer, effective April 5, 2025. The motion was seconded by Citizen Member Crawford.
Motion carried unanimously (3-0).
Action Agenda Item No. 6 and Discussion
6.
Hiring PSPRS Retiree
Consideration, Discussion, and appropriate Action for hiring PSPRS retiree, Michael Smith.
Action Agenda Item No. 6 Motion and Vote
Police Member Elect Werther moved to approve the hiring of Michael Smith, a retired City of Phoenix
Police Officer, as a Digital Forensics Senior Examiner. The position is not a Public Safety eligible
position; therefore, the City of Chandler is not responsible for paying the PSPRS alternate contribution
rate. The motion was seconded by Citizen Member Crawford.
Motion carried unanimously (3-0).
Discussion
7.
Accidental Disability Wiley Rehearing Dates
Discussion took place after Action Agenda Item 1 motion and vote. Potential dates for the
rehearing were discussed with Ms. Bailey, present Board Members, and Board Attorney. It
was concluded that July 23, July 30, or August 13, 2025, was agreeable to all present.
Board Secretary Bombard will follow up with Board Members not present.

Next Meeting
The next meeting will be held on Wednesday, June 4, 2025, at City Hall, Council Chambers
Conference Room, 88 E. Chicago St., Chandler, AZ at 9:00 a.m. There will not be a quorum
present for the June 25, 2025, meeting and it will be cancelled.

Chairperson Turner moved to adjourn the meeting; seconded by Police Member Elect Werther. The
motion carried unanimously (3-0). The meeting was adjourned at 9:33 a.m.
