Neighborhoods Subcommittee July 22, 2025 Community Cat Management Program – Trap, Neuter and Return (TNR) Current Actions / Strategies • History of Chandler’s TNR Program • Program Overview • Current Progress • Impact • Next Steps • Remaining Tasks 2 Agenda Current Actions / Strategies Neighborhood Assistance Program - TNR • Required signatures of 10 residents from that neighborhood • Reduced to 4 in 2019 • Reduced to 2 in 2021 • Allowed one signature to be from a volunteer rather than resident in 2021 • In 2021, the application process was streamlined by moving from paper to digital applications. • HOA, apartment complex, condo must have written permission of the management entity. • City staff processed applications and served as mediator with neighborhoods. • Worked in conjunction with Animal Defense League of Arizona to trap, spay/neuter, clip, and return feral cats. • Average of 280 cats spayed/neutered – No reported adoption element 3 Chandler’s Initial TNR Program Current Actions / Strategies Neighborhoods Subcommittee Meeting • Date: October 29, 2024 • Council direction: Reach out to our nearby cities for options and to get more data from our contractor as soon as possible Budget Allocation: $30,760* for FY 24/25 • Collaborative Partnership: Neighborhood Programs & Saving One Life (SOL) • Purpose: Humane management of community (feral) cat population • Implementation: Program evolved based on Council subcommittee and public feedback *Amount includes carryforward funding of $760 from FY 23/24 4 Program Overview Current Actions / Strategies Program Improvements: • Expanded Scope: Now includes commercial properties • Simplified Participation: Neighborhood registration no longer required • Conflict Resolution: SOL serves as mediator for TNR-related disagreements • Enhanced Oversight: Improved billing procedures implemented • Adoption Data: Now being tracked and reported • Public Information: Program information is more readily accessible on the City’s website 5 Current Progress Current Actions / Strategies Results Since March 2024: • 497 cats spayed/neutered • 63 locations with 57+ neighborhoods served • Over 200 cats adopted SOL has participated in multiple City events: • For Our City Day • Good Neighbor 101 • Chandler Code Enforcement Academy 6 Impact Current Actions / Strategies Amendment of Current Contract: • SOL has requested funding for more traps • Expand reporting to include additional data (donations, number of volunteers, etc.) • Commitment to maintain community benefits • $5,000 to be allocated for marketing, educational materials, and instructional videos • Marketing may include promoting responsible pet ownership • SOL should seek donations to support the project and report on this data 7 Next Steps Current Actions / Strategies What is left to do? • $30,000 funding for next FY and projected impact • Funding will maintain current impact • Our current partner may be reaching capacity and could be unable to expand into new areas • New partnership for veterinary services is being developed • Mobile Clinic –Staff can continue to explore this option 8 Remaining Tasks Current Actions / Strategies Questions? 9 Thank You
