1. April 2025 Regular Meeting Minutes
Move to approve the Regular Meeting Minutes of April 9, 2025.
Consent Agenda Motion and Vote
It was moved by COMMISSIONER MOUNT and seconded by COMMISSIONER EHLBECK to approve
the Regular Meeting Minutes of April 9, 2025.

Action Agenda Item No. 2 Motion and Vote
CHAIRMAN HAWLEY asked the Commission to entertain a motion to elect VICE CHAIRMAN
MCCORKLE as Chair of the Commission and seconded by COMMISSIONER EHLBECK. VICE
CHAIRMAN MCCORKLE accepted the nomination. The MOTION CARRIED UNANIMOUSLY.
Motion carried unanimously (5-0).
COMMISSIONER GONZALEZ recused himself from voting.
COMMISSIONER OROZCO asked the Commission to entertain a motion to elect COMMISSIONER
EHLBECK as VICE CHAIRMAN of the Commission and seconded by COMMISSIONER MOUNT.
COMMISSIONER EHLBECK accepted the nomination. The MOTION CARRIED UNANIMOUSLY.
Motion carried unanimously (5-0).
COMMISSIONER GONZALEZ recused himself from voting.

3. Monthly Operations Report
MR. REEVES presented the Monthly Operations Report for April 2025.
For April 2024, the total number of operations was just south of 20,000, while the total number of
operations for April 2025 were 22,570. For April, the total number of operations are up due to local
operations. They’ve lost IFR itinerant as well as VFR itinerants. The IFR loses are due to CHD’s
based charter operator retiring. In the national 12-month rankings has CHD at 49th in the US rankings
and 19th overall. This is lower than last year’s ranking. The number of operations at CHD is following
the economic environment.
CHAIMAN MCCORKLE asked if Southwest Aircraft was completely shut down.
MR. REEVES responded that he is retired and four (4) of the aircraft were up for sale.
4. Monthly Noise Report
MR. RINKENBERGER gave an overview of the monthly noise report for April 2025.

For the month of April 2025, there were seven (7) households that made twenty-five (25) reports
regarding aircraft activity. Six (6) reports were for noise, and eighteen (18) reports were for low-flying
aircraft. All seven (7) households were repeat residences.
COMMISSIONER GONZALEZ asked if all the complaints came from residents that previously filed a
report.
MR. RINKENBERGER responded that there is a group of residents that report concerns of aircraft
activity often. For the month of April, every report came from a resident that has previously made a
report. MR. RINKENBERGER also stated that he reaches out to the residents to discuss their concerns.
5. Monthly Origins and Destinations Report
MR. REEVES gave a report for April 2025.
The data provided documents the filed IFR flight plans for commercial operators into and from the
Chandler Municipal Airport in April 2025. These flights represent business travel utilizing CHD; 138
such flights took place in April 2025. There were zero (0) repositioning flights from CHD. Total flights
to and from CHD represent 20,991 gallons of fuel burn.
CHAIRMAN MCCORKLE asked what type of service the air-evacis providing and if they are bringing
patients from Chandler hospitals.
MR. REEVES responded that it is almost exclusively inbound.
CHAIRMAN MCCORKLE asked if there was any information on the type of care Chandler is providing.
MR. REEVES responded that they are unaware of the type of services, mostly due to privacy laws.
COMMISSIONER OROZCO asked where the PC-12 home base is located.
MR. REEVES responded that most of them are based in the southeast and northeast region.
Unfortunately, they are unable to track where most are dispatched from due to the ADSB not picking
them up until they’re already at altitude and enroute.
6. Monthly Construction Report
MR. ANDRES gave an overview of the Construction Report.
Capital Projects in the Design Phase:
West Airport Facilities Upgrade: This is a city funded project at $3.9 million. Revised scope includes
operations garage, parking lot and aircraft observation area. Currently, at 90% design. Coordination
with County Flood for control permit. Also working with city’s development services.
Airport Fuel Tank Relocation: This is a city funded project $610,000. There is a cost negotiation with
vendors. The budget transfer is under evaluation.
Runway End Identifier Light (REIL) Installation Runway 4L-22R (North Runway): This is an FAA funded
project for $110,000. Currently, they are revising drawings for circuit change for 24/7 REILS. The FAA
confirmed environmental clearance.

Capital Projects - Construction Phase:
Taxiway B Improvements- Phase 1: The ADOT grant for $2,035,000 has been approved. The FAA
environmental clearance was received. 30% design meeting with ADOT on 5/24. 100% sealed plans
submittal on 9/27. It is currently opened for bids and on schedule to be part of Council in June.
Runway 4R-22L Rehabilitation (South Runway): The FAA grant for $350,000 for design was approved.
The Kick-off meeting is scheduled for 4/6. 100% of the plans were submitted. Received notice of
eligibility of FAA construction funding.
Hangar Area Pavement Rehabilitation: This a city funded project for $7.4 million to redo pavement in
and among the city-owned hangars. Design Kick-off meeting 10/31. The goal is to have 100% of the
hangar plans by early March. The plan is for bid in June.
Former K&K Site Remediation: City funding for soil remediation near end of Cooper Road north of
Queen Creek. Mobilization starting on 7/8 with remediation originally scheduled to be completed by
mid-November 2024. The new schedule has a completion date of summer 2025 with a 5.8-acre
restricted use area remaining. The project is on track to be completed in June.
Information Items
6. Manager’s Report
MR. REEVES stated that fuel sales have been following the national economic environment. Fuel sales
fell in April compared to April 2024, but that was a record month for the airport in the past 20 years of
fuel sales history. Even in the current economic environment, fuel sales have increased. Fuel sales
had to be shut down because the demand was so high, that they ran out of fuel and were having trouble
getting more delivered. CHD sold fuel well above projections. As of this morning, CHD is on track to sell
76,000 gallons of fuel for this year.
MR. REEVES also shared that the next Airport Day will be on January 24, 2026. Staff is currently
pursuing a Decision Package from Council, as well as sponsorships for the event.
MR. REEVES shared that he is heavily involved with the Arizona State Airports System Plan (SASP).
This is something the State Aeronautics Department at ADOT revisits to keep the SASP updated.
They are currently looking over industry issues and trends in the local region and federal markets.
Over 80 issues were identified that airports were concerned with and are currently trying to narrow them
down.
MR. REEVES also shared the Hangar Area Pavement Plan and that it will be a six (6) phased project.
An Open House was held on 4/17/25 from 4 pm to 7 pm in the conference room. The open house
allowed tenants to see when they will be affected. The weekend prior, MR. REEVES briefed the
entire EAA Chapter on this project. The feedback received has been positive, tenants appreciating
that it will only be a couple of weeks in which they will not be able to get their aircraft out of the
hangar.

MR. REEVES also briefed the Commissioners on the Downwash/Outwash (DWOW) study and
Landing Accuracy Test Plan. The study went extremely well, and despite allotting 5 days, the study
was completed in 3 and a half days. They were able to measure the three-dimensional downwash of
multiple helicopter platforms. The data will go into the advisory circular for the construction standards
for all verticals and heliports nationwide. Chandler Airport will receive credit in the study.
MR. REEVES also shared that he, along with MR. ANDRES and MR. RINKENBERGER, attended
the AzAA Spring Conference hosted by the Show Low Airport. MR. REEVES congratulated MR.
RINKENBERGER for becoming the 2nd Vice President. Out of nine (9) panels, Chandler was featured
in four (4) of the panels. This was year six (6) of having Chandler staff on the board of directors for
the State Airport’s Association.
MR. REEVES also shared that he had a one-hour meeting with CONGRESSMAN GREG STANTON.
Chandler’s Government Affairs division was able to bring him in and they wanted to feature two (2)
departments. The Community Services was the other department featured for all the work they have
done with federal grant funding. They have used the funds to help the unhoused community and by
helping those who need help with the housing program. CONGRESSMAN GREG STANTON assured
that he will continue fighting for federal funding for airports. CONGRESSMAN GREG STANTON also
asked of any concerns. MR. REEVES shared that city hall is also pulling for the Chandler Airport and
that it was very humbling to be one of the departments that was featured in a congressional visit.
Member Comments/Announcements
CHAIRMAN MCCORKLE stated that he was going to go around the room in case any of the
COMMISSIONERS wanted to share something.
COMMISSIONER OROZCO shared that he recently visited the Makery Studio at the Chandler public
library. Since his mom had taught him how to sew, he was able to make some sleeves for his propellers
for his trip to Oshkosh. The sleeves will promote the EAA Chapter. He was also able to teach 3 young

people and shared that the facility is really nice and impressive. COMMISSIONER OROZCO just
wanted to share the free services that the library offers.
CHAIRMAN MCCORKLE thanked everyone for their confidence in him as the new CHAIRMAN. Also
sharing that he believes that this is the first time he is CHAIRMAN since 2000. He also noted that the
Commission has come a long way since then and believes that they will continue to make a positive
impact over the next year.

The next regular Airport Commission meeting will be held on Wednesday, June 11, 2025, at 5:30 p.m.,
in the Chandler Airport Terminal, 2380 S. Stinson Way.
