CITIZENS’ PANEL FOR REVIEW OF POLICE COMPLAINTS AND USE OF FORCE SPECIAL MEETING MINUTES April 1, 2025 1. SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC a. None 3. Approval of the Minutes a. Minutes of January 7, 2025 Panel member Fagen moved to approve the minutes of the January 7, 2025, Citizens’ Panel for Review of Police Complaints and Use of Force meeting. Panel member Bogert seconded the motion. The minutes were approved by all Panel members present. 4. ANNOUNCEMENTS a. None 5. ACTION AGENDA a. Address from Mayor Hartke Mayor Hartke thanked all board members for being part of the board. He invited all board members and staff to the Boards and Commissions Appreciation Event being held April 16, 2025. Mayor Hartke discussed the special bond election set to occur in November 2025. b. Review and discuss Shooting Incident of March 3, 2024, presented by Det. Kallberg (2024-25768) Panel member Yang moved to approve the findings of the shooting investigation. Panel member Schinke seconded the motion. The findings of the investigation were approved by all Panel members present. The motion carried unanimously. c. Review and discuss Shooting Incident of May 8, 2024, presented by Det. Kallberg (2024-52256) Panel member Bogert moved to approve the findings of the shooting investigation. Panel member Yang seconded the motion. The findings of the investigation were approved by all Panel members present. The motion carried unanimously. Panel member Yang submitted a commendation for the Officers involved. d. Review and discuss Shooting Incident of March 23, 2024, presented by Det. Ynclan (2024-33487) Vice Chair Martinez moved to approve the findings of the shooting investigation. Panel member Whitaker seconded the motion. The findings of the investigation were approved by all Panel members present. The motion carried unanimously. e. Review and discuss Shooting Incident of August 29, 2024, presented by Det. Ynclan (2024-98143) Vice Chair Vukadinovich moved to approve the findings of the shooting investigation. Panel member Fagen seconded the motion. The findings of the investigation were approved by all Panel members present. The motion carried unanimously. f. Use of Force Summary Quarter 4 2024 There were questions and discussion, but no questions specific to the use of force. Panel member Whitaker moved to approve the summary, seconded by Panel member Bogert. The motion was approved by all Panel members present. 6. Discussion a. None 7. CALENDAR/FUTURE AGENDA ITEMS Next meeting will be Tuesday, July 8, 2025, at 6:00 pm. 8. INFORMATION ITEMS Panel member appreciation for outgoing members Carlos Lozano and Laurie Fagen. Carlos Lozano and Laurie Fagen presented with a retirement plaque by Commander Shellum. Chairperson Diefenbacher asked for feedback from the Panel. Panel member Bogert thanked the board and staff for providing rules and procedures. Chairperson Diefenbacher expressed the importance of staff providing body worn camera footage and how helpful it has become since the implementation of body worn cameras. Panel member Whitaker stated how impressed he was with Det. Ynlcan and Det. Kallberg during the officer involved shooting presentations. 9. ADJOURNMENT Panel member Yang moved to adjourn, seconded by Panel member Bogert. The motion was approved by all Panel members present, and the meeting adjourned at approximately 7:40 p.m.
