Introduction

The Chandler Police Department's Professional Standards Section (PSS) is responsible for
review, retention, tracking and analysis of all reportable use of force incidents. PSS is
responsible for reviewing each incident and conducting a quarterly use of force report and
an annual analysis to reveal patterns or trends that could indicate training needs, equipment
upgrades, policy modifications, and/or other corrective measures, The quarterly use of force
report is in accordance with CALEA standard 4.2.2 Written Use of Force Reports and
Administrative Review and Chandler Police Department General Order A-07.100.G Reporting
and Inspections- Administrative Reporting- Accreditation Reports and E-01.400.E.9 Use of
Force- Reporting and Review-Use of Force Review Board. The quarterly report will include a
summary of the incident; race, gender, and age of subject to which force was applied; date,
time, location and circumstances requiring force; documentation of injuries (officer and
civilian) and medical treatment provided. The report will also include the Use of Force Review
Boards deliberations and findings, and trends that may indicate policy or training
modifications,

Background

The Chandler Police Department uses their internal Record Management System (RMS) to
report all low and intermediate reportable use of force incidents. The employee involved
will prepare a report outlining the circumstances of the incident and complete the Use of
Force Detail Page. Professional Standards Section is notified of the use of force incident
through RMS, and this initiates the Use of Force Review process. PSS will request the
employee's Chain of Command to review the incident to include all reports and body worn
camera footage associated with the incident. Each member of the chain of command will
document their use of force review in RMS.

The Chandler Police Department has utilized the Use of Force Review Board since 2008.
The Use of Force Review Board meets monthly to review the facts of the reportable use of
force incident and determine whether the involved employee's action(s) were justified and
within departmental policy. The Board will examine all low and intermediate reportable use
of force incidents to ensure adherence to departmental policies, ensure proper and
accurate documentation and evaluate training needs. The Board can refer the incident to
the Professional Standards Section/Internal Affairs for further investigation and
documentation if needed. Quarterly reports on Intermediate reportable use of force
incidents are prepared and shared with the Citizens’ Panel for Review of Police Complaints
and Use of Force.

Use of Force General Orders

The Chandler Police Department General Order E-01 Use of Force consists of 100
(Overview), 200 (Options), 300 (Investigating Use of Force Incidents) and 400 (Reporting and
Review). General Order E-01,200 lists different levels of force an officer can employ. These
levels are classified as Low, Intermediate, and Deadly.

Low Level Force consists of tactics and tools authorized to gain compliance, overcome
resistance, or capture, control, and facilitate constraint when an officer is faced with
resistance. This can include officer presence, verbal direction, empty hand contro!
techniques, and OC Spray or High-Pressure Air Systems for area saturation.

Intermediate Level Force consists of tactics, tools, and munitions authorized to gain
compliance, overcome aggression, or capture, control and facilitate constraint when an
officer is faced with aggression or aggravated aggression, This can include OC Spray,
Impact Devices, Conducted Electrical Weapon, Strikes, Police Service Dog (K9), and Bilateral
Vascular Restraint.

Deadly Force is a level of force used to stop a threat that, in the manner of its use or
intended use, is capable of creating substantial risk of causing death or serious physical
injury. Officers may employ all techniques, weapons, and devices outlined in this general
order and others that may be available,

The Chandler Police Department recognizes the current Arizona statutory law dictating that
no unnecessary or unreasonable force shall be used in making an arrest, and the person
arrested shall not be subjected to any greater restraint than necessary for his detention.
The Chandler Police Department stipulates officers must adhere to their training unless the
situation justifies a deviation from that training. When an officer decides to use force
during an incident, the officer must first consider Graham v. Connor factors which include
the severity of the crime, whether the subject poses an immediate threat to the officer or
others, whether the subject is actively resisting arrest or attempting to evade arrest by
flight, and any other factors under the totality of circurnstances that were present.

A major factor in determining whether force is necessary depends on the behavior of the
subject. The subject could decide to be compliant or resistant. The levels of resistance are
classified into four different levels per Chandler Police Department General Order E-01.200.
Compliance consists of a person who acknowledges direction or lawful orders given and
offers no resistance or aggression, Resistance consists of actions taken by a subject to
prevent a physical arrest or detention, without placing an officer, themselves or another
person in jeopardy or physical harm. Aggression consists of actions taken by a subject to
prevent a physical arrest or detention and may cause physical harm to the officer,
themselves, or another person. Aggravated Aggression consists of actions taken by a
subject to prevent a physical arrest or detention and may result in the death or serious
bodily harm to the officer, themselves, or another person.

Per General Order E-01.400 Use of Force- Reporting and Review, not all applications of force
are required to be reported. Intermediate applications or attempted applications must
always be reported. Low level applications must be reported only when they result in injury
or complaint of injury. Medical attention must be offered when there fs injury or complaint
of injury.

2025 First Quarter Use of Force Review

During the first quarter of 2025, the Chandler Police Department logged 2,107 combined
arrests of adults and juveniles which resulted in a total of thirty-five (35) low or
intermediate reportable use of force incidents. There were twenty-seven (27) intermediate
use of force incidents and eight (8) low level use of force incidents. The use of force
occurred while Chandler Police Officers arrested or detained a subject under reasonable
suspicion or probable cause. In some incidents there were multiple applications of force
used by various officers, For this reason, there were fifty-two (52) distinct applications of
low and intermediate level of force. The thirty-five (85) incidents resulted in only 1.7% of
the arrests by Chandler Police officers concluding with a Use of Force. The report does not
include any firearm discharges or deadly force incidents,

All thirty-five (35) low and intermediate level of reportable use of force incidents were
reviewed by the Use of Force Review Board. The board meets monthly to determine if the
applications of force are justified in accordance with the policies of the Chandler Police
Department.

The following tables document the thirty-five (35) incidents reviewed by the board for the
months of January, February, and March of 2025. It includes the types of force used and
dispositions. This report will deliver the summaries of the twenty-seven (27) reviewed
intermediate use of force incidents.

Injuries

Five (5} officers were injured during low or intermediate level use of force incidents. The
injury sustained by the officers were minor in nature and consisted of scrapes, abrasions,
cuts, and complaints of pain, One officer was bitten by the subject and exposed to their
bleod. The officer's injuries stemmed from a takedown, body-to-body contact on the
ground, or being physically assaulted by the subject.

Thirty-Four (34) subjects were injured or complained of injury/pain during the use of force
incidents. The injuries were minor in nature, consisting of lacerations, abrasions,
contusions, swelling, complaints of pain, K9 dog bite, and CEW puncture wounds, One
subject sustained multiple punctures and lacerations to his right forearm from a dog bite
and was transported by ambulance to the hospital for further treatment.

Injured officers and subjects were offered medical attention, which they received when

requested. Medical treatment was either provided on scene by the fire department or at a
hospital for more extensive care or evaluation.

Person in Crisis/Impaired by Alcohol or Drugs

Seventeen (17) subjects involved in low or intermediate use of force incidents were found
to be a person in crisis, under the influence of alcohol or drugs, or a combination of
impairments.

Policy Violations

In the first quarter of 2025 there was one intermediate use of force incident referred to
Internal Affairs for further investigation. The incident is currently under investigation and
the outcome has not been decided yet.

Training Issues

The Use of Force Review Board identified six intermediate use of force incidents with
training recommendations, The training recommendations consisted of slowing down,
requesting an additional officer, further radio communication with responding units,
adjusting tactics to apprehend the subject, clearer documentation and articulation in
report writing, not calling out a “code 4” until subject detained, better communication to
de-escalate the situation, not allowing other subjects to intervene and possible other
options for use of force. The officers and their chain of command were notified of the
training recommendations.

Conclusion

The low and intermediate use of force incidents during the first quarter of 2025 indicates
officers used the appropriate level of force to effect the arrest or detention of subjects. This
illustrates the use of force policy, defensive tactics training, board reviews, and overall
departmental philosophy are aligned with established case law, statutory regulations, and
the principles of community-oriented policing.

The following pages are the twenty-seven (27) intermediate use of force incidents that were
presented to the Use of Force Review Board for the first quarter of 2025,

Subject Involved: Black Male, 51 years old

Summary:

On 01/02/2025 Officer Heslop #775 assisted the Mesa Police Department with a search
warrant service at 1903 W Las Palmaritas Dr #B122 in Phoenix involving a drive by
shooting. Once on scene, members of the Chandler Police Department S.W.A.T. Team
knocked and announced their presence at the front door of the apartment. At
approximately 2144 hours, a black male, later identified as Ronald Davis, exited the
apartment. Officer Heslop was north of the front door while the rest of the team was south
of the front door. Mr. Davis was given multiple commands to go toward the contact team
on the south side of the door. He did not listen to commands and instead walked towards
Officer Heslop. Due to the nature of the search warrant and the possibility of the subject
being armed, Officer Hesiop impact pushed the male with his right hand toward the
contact team where he was taken into custody. The case was then turned over to the Mesa
Police Department and it is unknown what criminal charges the subject was arrested for.
There were no reported or documented injuries to the subject or officer in the Chandler
Police Report. The incident was captured on an officer’s body worn camera.

Subject Involved: White Male, 51 years old
Subject Actions: No verbal or physical compliance
Summary:

On 01/03/2025 Officer Snedigar #732 responded to an Assist to Outside Agency for the
Mesa Police Department reference an armed barricaded subject, later identified as Kevin
Smith, located at 627 E Kael Cir in Mesa. The incident involved Mr. Smith committing
aggravated assault on his girlfriend with a handgun. Mesa Police advised there was
probable cause for Mr. Smith’s arrest along with a search warrant for his residence, Mesa
PD gave Mr. Smith commands to exit, but he refused to exit the residence. Negotiators
contacted him via telephone, but he was belligerent and confrontational. He eventually
agreed to come out and was given exit instructions, but did not exit at that time. Ultimately
the front door of the residence was breached by explosives, and less lethal munitions were
deployed at the residence. He later exited out the garage door, He walked down the
driveway with his hands raised and a cell phone in each hand. He did not comply with
commands to drop the cell phones or walk in a certain direction. Officer Snedigar was
positioned behind a truck and trailer directly in front of the residence with his assigned
Police Service Dog/K9 “Cowboy”, which was approximately 20 to 25 feet from the male. The
officer could hear him yelling, “fuck you, | have cell phones”. The officer gave commands to
get on the ground or “you're going to get dog bit”, which the subject did not comply. Officer
Snedigar gave another commana, which Mr. Smith looked directly at him, but did not
immediately comply. As a result of Mr, Smith’s continued non-compliance, the officer
deployed K9 Cowboy to apprehend Mr. Smith at approximately 2152 hours. At nearly the
exact moment the K9 was deployed, Mr. Smith began to crouch down as if moving to his
knees. K9 Cowboy bit and held onto Mr. Smith's right forearm as he moved into a kneeling
position. He was given additional commands to lay down on the ground which he complied
with, Officer Snedigar and other SWAT personnel approached Mr, Smith and K9 Cowboy
_was removed from his forearm. Mr. Smith was taken into custody. Mr. Smith sustained
multiple punctures and lacerations to his right forearm and was transported by ambulance
to Banner Desert Medical Center for further treatment. Mesa Police photographed Mr.
Smith’s injuries. The incident was a Mesa PD investigation, and the criminal charges are
unknown. Officer Snedigar was not injured, and the incident was captured on the officer's
body worn camera.

arrest

Summary:

On 01/09/2025 an officer responded to Walmart, 800 W Warner Rd in Chandler, reference a
trespass. A male subject, later identified as Miguel Sandoval Garcia, was previously
trespassed and back at the store. Upon the officer's arrival, Mr. Garcia had left the store.
The officer observed the male walking in the nearby neighborhood and attempted contact
with him on W, El Prado Street. The officer told him “Police stop” multiple times and pulled
the marked police vehicle in front of him with the emergency overhead lights turned on. He
did not comply. She attempted several times to explain the reason for the stop, but he
refused. She stepped in front of him and grabbed his arm, which he stepped back and
refused to stop, She requested emergency assistance. He attempted to walk around her
again, so she grabbed his right arm to prevent him from leaving. He stated, “I could hurt
you right now” and pulled away from her. Officer Borowski #848 arrived on scene and
observed the officer holding the male’s arm while giving commands, The male appeared to
be tensing his body and resisting the officers’ efforts to physically detain him. At
approximately 1811 hours, Officer Borowski ran and approached them. Mr. Garcia turned
towards him anc pulled away from the other officer. Officer Borowski grabbed onto Mr.
Garcia's arm and upper back and pushed him towards the ground. Mr. Garcia tensed his
body and tried to remain standing. Another officer arrived on scene, and they were able to
get Mr. Garcia to the ground. Mr. Garcia pushed off the ground with both hands causing
Officer Borowski to lose his balance. Officer Borowski grabbed Mr. Garcia's left wrist and
attempted to pull his wrist out from his body to lay him flat on the ground. He quickly
pulled his hands close to his chest and laid on them. While Officer Borowski was holding his
wrist, Mr. Garcia squeezed his arms close to his body, trapping Officer Borowski’s
hand/wrist in his armpit. Officer Borowski believed this could result in an injury to his
hand/wrist, so he delivered one knee strike to Mr. Garcia's mid-section. He immediately
grunted and released his grip from the officer’s hand/wrist. He then brought both his
hands behind his back, where he was placed into custody. Mr. Garcia complained of pain to
his ribs and was evaluated by the Chandler Fire Department, who did not observe any
visible or obvious injury. Mr. Garcia was placed under arrest for trespassing, disorderly
conduct, resisting arrest, and interfering with the duties of a police officer. There was no
injury to the officer and the incident was captured on the officer’s body worn camera.

Summary:

On 01/24/2025 Sergeant Nolan #5145 responded to an emergency call for service
regarding a subject with a gun near W Frye Rd and S Ellis St in Chandler, Multiple citizens
called to report the male subject waving a handgun and sword around and walking in the
roadway. The male was located on traffic cameras, which guided officers to the field in the
southeast corner of N. Price Rd and W Chandler Blvd. Multiple officers arrived on scene
and gave verbal commands for the male to stop, which he did not comply. Several officers
formed a perimeter around the field, however there were large gaps between officers
allowing for the possibility of the subject to flee. An immediate action team was then
formed. Officers indicated over the radio he had removed a handgun and threw it on the
ground, The subject continued to move around the field and “flip-off officers. Sergeant
Nolan joined the immediate action team with his department issued 37mm /ess-letha!
launcher. The officers continued to give commands for the subject to lay on the ground,
but he continued to not comply. The immediate action team moved closer to the subject,
who continued to not comply with commands. At approximately 0743 hours, Sergeant
Nolan deployed a single round from his 37mm less lethal launcher which successfully
impacted the upper left hip of the subject. Additional commands were given for him to get
on the ground, which he complied with and was taken into custody.

The subject was identified as Christopher Bless, He sustained a contusion to his left hip.
The Chandler Fire Department responded to provide further medical treatment. The injury
was photographed by a crime scene technician. Mr. Bless was arrested for Disorderly
Conduct Involving a Weapon, Disorderly Conduct/Language/Gestures and Resisting Arrest.
It was determined Mr. Bless was a danger to himself and others and officers completed an
involuntary committal for Mr. Bless at Community Bridges, so that he could be mentally
evaluated after he was released from custody. The officer was not injured, and the incident
was captured on the officer’s body worn camera.

Subject Involved: Black Male, 16 years old

Summary:

On 01/24/2025 officers were dispatched to the area of California Street and Arizona Ave in
Chandler reference a strong-arm robbery in progress. The call notes stated three young
black males attempted to rob a corn vendor and were last seen running towards Arizona
Ave. Officer's arrived in the area and observed the three males walking northbound on
Arizona Ave near Elgin Street, The officer activated his emergency lights and sirens, and the
subjects fled. Officer Lerma #867 located one of the male subjects, Isaiah Shelton, but he
jumped a fence into 445 S California Street and proceeded to walk westbound on Whitten
Street. The officer then approached the male in his patrol vehicle with the emergency lights
activated, but he proceeded to run again. The male jumped the fence at 221 W Whitten St.
The officer exited his patrol vehicle and observed the male jump the fence again into 472
South California Street but then lost sight of him. He requested additional units in the area.
Another officer observed the male in the shed of 472 S California Street and gave verbal
commands to stop. Officer Lerma observed him running and jump the front fence of 445 S
California St. Officer Lerma demanded him to stop running or he would get tased, which he
did not comply. At approximately 1820 hours, Officer Lerma deployed his taser by firing
three probes aiming at Mr. Shelton’s back. The three probes had no effect. Mr. Shelton
continued to attempt to climb the fence. The officer deployed a fourth probe and observed
the male react. Mr. Shelton then continued to attempt to climb the fence again and he fired
an additional set of three probes, which were successful. The probes made positive contact
with his left shoulder, right hip and right calve. He immediately reacted and fell to the
ground. Other officers took Mr. Shelton into custody. He sustained injuries to his left hand,
right elbow, right hip, left shoulder and right leg. The Chandler Fire Department responded
to provide him with medical evaluation and his injuries were photographed. He was
arrested for Aggravated Robbery and Interfering with the Duties of Public Official. The
officer was not injured, and the incident was captured on the officer's body worn camera.

Summary:

On 01/25/2025 Officer Westfall #854 conducted a pedestrian stop on a male subject, later
identified as Jose Garcia, near W Ray Rd and N McKemy Ave in Chandler for civil violations.
He activated his emergency lights and exited his patrol vehicle. He approached Mr. Garcia
who was pushing a shopping cart and refused to stop. He requested an additional officer.
Mr. Garcia gained distance from him, so he entered his patrol vehicle and drove towards
him, He exited his vehicle a second time and ordered him to stop numerous times. Mr.
Garcia responded, “leave me alone asshole” and continued walking away from him. At this
point, Mr. Garcia turned around to face the officer and had a rock in his right hand. He
stated something to the effect of “leave me the fuck alone” and the officer ordered him to
“drop the rock”. The officer's verbal commands did not have any effect on him, and he
continued to walk away. The officer entered his vehicle again and drove his vehicle in front
of him and up onto the sidewalk to block his path and prevent him from fleeing. He left his
shopping cart and approached the officer on the driver's side window. The officer informed
him he needed to speak with him. The officer exited his patrol vehicle again as Mr. Garcia
continued fleeing from him with his shopping cart. He ordered Mr. Garcia to drop the rock,
but he continued to not comply. As he ordered him to stop, he lunged towards the officer
and took a fighting stance while stating, “fuck you, take a hike bitch”. Officer Westfall then
drew his Taser 10 and stated, “you are going to get tased”. Officer Westfall requested his
additional unit to step it up. The officer ordered the subject to stop and drop the rock and
provided numerous warnings. The subject raised the rock up, and at approximately 0744
hours Officer Westfall deployed his taser. tn total, he deployed eight taser probes before he
obtained neuromuscular incapacitation (NMI) on the subject. The officer was unsure how
many taser probes connected with the subject as he was wearing multiple layers of
clothing, but he did not get NMI until the eighth probe deployed, The subject fell to the
ground and Officer Westfall detained Mr. Garcia in handcuffs. Mr. Garcia sustained an
injury to the upper left area of his chest, and the Chandler Fire Department responded to
provide him with medical evaluation. Mr. Garcia was arrested for Aggravated Assault ona
Police Officer and Taking the Identity of Another Person. The officer was not injured, and
the incident was captured on the officer’s body worn camera.

Subject Actions: Possession of weapon, fled from officers, no verbal or physical
compliance

Summary:

On 01/27/2025 Officer Land #843 responded to 366 S Palm Ln in Chandler reference a
Domestic Disturbance/Fight. A male subject, identified as Clemente Torres, lived at the
residence and broke down the front door. He entered the house where family members
were afraid he was going to hurt them or himself. He repeatedly went back to the
residence and attempted to make entry while armed with a box cutter. Officers responded
multiple times earlier in the night but were unable to locate him. There was probable cause
for misdemeanor domestic violence crimes. Mr. Torres left the residence prior to the
officers’ arrival. Due to Mr. Torres coming and going to the residence multiple times
through the night, officers stayed in the area. Officer Land later observed Mr. Torres
running and heard another officer giving him commands to “drop the knife”. Officer Land
pulled his car up closer and could not see his right hand, but believed he was in possession
of a knife due to the officer's commands and call notes stating he was in possession of a
knife. He observed Mr. Torres approaching the other officer who was giving commands to
“drop the knife”, At approximately 2116 hours he stood up out of the driver's seat of his
patrol vehicle and deployed his taser 10 at Mr. Torres. He deployed six probes. Two probes
struck Mr. Torres in the torso, two misfired/failed to fire, and two probes struck each of Mr.
Torres's thighs. Neuromuscular incapacitation (NMI) was achieved, and Mr. Torres fell to
the ground. Mr. Torres was detained in handcuffs. Mr. Torres was arrested for Aggravated
Assault, Criminal Damage-DV, and Disorderly Conduct- DV. The Chandler Fire Department
responded and provided Mr. Torres with further medical evaluation. Mr. Torres sustained
various scrapes on his hands, elbows, and cheeks from falling to the ground, which were
photographed. He also complained of pain in his left arm and left leg, but clarified he
thought it was muscular pain from the taser and denied wanting paramedics to evaluate
him again. He was transported to GCUHF to be booked into jail. The officer was not injured,
and the incident was captured on the officer’s body worn camera.

On 02/03/2025 Officer Tulloch #902 responded to a Domestic Disturbance/Fight in the
parking lot of 1283 W Parklane BI in Chandler. The dispatcher reported there was crying,
screaming, and an unknown person pleading for someone to not break their windshield.
Upon the officer's arrival, he located a male subject, identified as Isaiah Miranda, standing
in front of a vehicle occupied by a female subject and a child. The female requested to
speak to the officer, but Mr. Miranda also approached the female. Due to the fear in the
female's voice shouting she wanted to talk to the officer and not the male, Officer Tulloch
informed Mr. Miranda he was being detained. At approximately 2303 hours, the officer
grabbed him by the arm, but the male refused to comply and tensed his muscles and
pulled away from the officer. The officer attempted to pull his arm behind his back, but he
moved his hands towards his waistband. Officer Tulloch grabbed the male by the waist and
took him to the ground. The officer continued to struggle with the male on the ground and
on two occasions delivered several hard empty hand strikes to the side of his body. Both
times, the use of force was Ineffective as Mr. Miranda did not react to the strikes, and he
discontinued the force. He ultimately pinned him to the ground and held that position
until other officers arrived on scene, and he was placed into custody. The officer walked
Mr. Miranda to the patrol vehicle and ultimately pushed him into the backseat of the
vehicle due to non-compliance. Mr. Miranda disclosed injuries to his wrists, knee, neck and
back, but refused medical attention at that time. Mr. Miranda was arrested for Disorderly
Conduct- DV, Unlawful Imprisonment- DV, Resisting Arrest, and Interfering with Duties of a
Public Official. There were no photographs taken of the disclosed injuries. There were no
reported injuries to the officer. The incident was captured on the officer's body worn
camera in several different activations as the camera shut off during the struggle.

On 02/06/2025 Officer Arreola #923 conducted a traffic stop on a vehicle for a civil traffic
violation as it pulled into the parking lot of the Chandler Inn at 700 N Arizona Ave in
Chandler, The officer contacted the driver, Adrian Edgerton, who was informed of the
reason for the stop and was asked for his driver's license, registration and insurance
paperwork, Officer Arreola observed Mr. Edgerton’s hands shaking, the carotid on the left
side of his neck pulse, eyes were glazed and slightly red and he provided multiple different
expired registrations. The officer's observations led him to believe the male may be under
the influence of drugs or alcohol and he decided to conduct a DUI investigation. At this
time, dispatch advised Mr. Edgerton was known to have violent tendencies/hostile towards
police, and alcohol and drug addictions. The officer requested an additional officer for
assistance. At approximately 0135 hours, the officer requested Mr. Edgerton to place his
hands on his head, which he complied with. He opened the driver's door, and the male
pulled his hands down towards his waistband. He commanded the male to place his hands
on his head and to not reach. He grabbed the male's hands and told him to stop, He
informed Mr, Edgerton he was going to conduct a DUI investigation. The male became
upset and pulled away from him. The officer gave Mr. Edgerton multiple commands to stop
resisting, stop tensing his body, and to stop reaching. The male continued to pull away as
the officer continued to have a grip on his hands, Mr, Edgerton then began to lean into the
front passenger seat area and the officer leaned into the vehicle to continue to contro! his
hands. Mr. Edgerton pulled the officer towards him. The officer pulled his left hand away
from him and delivered two fist strikes to the male’s face. Mr. Edgerton then bit the officer's
right hand, The officer gave him multiple commands to let go of him and to stop biting him.
The male refused to listen to the commands and the officer delivered two more fist strikes
to the male’s face. The fist strikes were effective as the male stopped biting him. An
additional officer arrived on scene and Mr. Edgerton was placed in custody. During the
search of the vehicle, a knife was located near where the male was reaching. Mr. Edgerton
was arrested for aggravated assault on a police officer and resisting arrest. Mr. Edgerton
sustained a cut to his lip and hands and a contusion to the left side of his face. Mr.
Edgerton refused medical attention. Officer Arreola was exposed to his blood and
sustained a bite mark and cuts to his hands, Photographs were taken of the injuries. The

Summary:

On 02/07/2025 the SWAT team responded to a barricaded subject in a stolen vehicle at
Circle K, located at 498 S Arizona Av in Chandler, Patrol already deployed PepperBall into
the vehicle for area saturation, but it did not have any effect on the subject. The subject
refused ail of patrol’s efforts to exit the vehicle. Upon Detective Rodger’s #552 arrival, he
observed the driver window rolled down and the subject sitting in the driver seat staring
straight forward and not responding to any commands. A distraction device and other
tools were used to break the vehicle windows. Ultimately, a team moved forward with the
bearcat where Detective Rodgers got a better view of the subject. At approximately 0418
hours, Detective Rodger’s deployed his taser 10, where two probes struck the subject’s arm
and a third probe struck his back shoulder area, which created neuromuscular
incapacitation. The subject began flailing around inside the vehicle and continued to move
away from the team. Detective Rodger’s re-energized the taser and the subject moved into
the front passenger seat. The male ended up on the floorboard of the passenger seat with
his feet in the air. The team moved over to the front passenger door and were able to
remove him from the vehicle and place him in custody. The subject was identified as Phillip
Mandeila and he was arrested for Theft of Means of Transportation, Failure to Comply with
Police Officer, and Fail to Provide True and Lawful Name. The Chandler Fire Department
provided Mr. Mandella with medical evaluation, which he advised he was not injured and
declined further treatment. Photographs were taken of Mr. Mandella who had a possible
injury to the back of his neck and head, where there was a red substance and a cut to his
left arm. The officer was not injured, and the incident was captured on the officer's body
worn camera.

Summary:

On 02/14/2025 at approximately 1802 hours, a male subject, Andrew Davis, was in custody
of the Gilbert Police Department and was in cell #42 of the Gilbert Chandler Unified
Holding Facility (GCUHF). The initial Gilbert report stated Mr. Davis appeared to be
impaired by alcohol and was arrested for Obstructing a Public Thoroughfare. While being
processed for the misdemeanor charges, Mr. Davis removed his shirt and attempted to
strangle himself by tying it around his neck, which was seen through the GCUHF security
cameras. Several officers entered the cell to stop Mr. Davis from harming himself. As
officers attempted to restrain Mr. Davis, he grabbed a Gilbert Officer's left leg and
attempted to tackle him to the ground. He then grabbed Detention Officer Mendoza’s left
thigh and attempted to pick her up. She stepped back and activated her taser. She
deployed three taser probes striking Mr. Davis in the stomach and right shin. Mr. Davis was
then placed into handcuffs and detained on the floor of the cell.

The Gilbert Fire Department later arrived and evaluated Mr. Davis, and the probes were
removed. He sustained taser probe injuries and was bleeding. Mr. Davis was transported to
Mercy Gilbert for further medical clearance. Mr. Davis was arrested for Aggravated Assault
ona Police Officer and Criminal Damage. The incident was also documented in Gilbert
Police Report #2025-30651. No officers or detention staff were injured during this incident.
Detention staff are not issued body worn cameras. Gilbert officers had body worn cameras
on, and GCUHF security cameras captured the incident.

Summary:

On 02/14/2025 officers were dispatched to 3227 N Ellis St in Chandler for a Domestic
Disturbance/Fight. The call notes stated a male subject assaulted his father. Officers arrived
on scene and contacted the victims, who stated the male subject, Paul Sollars, was in his
bedroom. They also advised Mr. Sollars stated his father would be a “deadman’” if he called
the police so he may not react well when contacted. Officers announced their presence at
the bedroom door and Mr. Sollars opened the door wearing no shirt. Officer Furstner #766
informed him they needed to speak to him about the incident involving his parents. Mr.
Sollars requested to put on a shirt and started walking back into his bedroom. Officer
Furstner followed him and put his foot in the door to prevent him from closing the door so
he could watch his actions. This aggravated Mr. Sollars, who started cursing and acting
disorderly. The officer told him to walk towards him as he planned to place him into
handcuffs for the remainder of the investigation due to his behavior. Instead, Mr. Sollars
faced the officer, tensed his muscles, bladed his stance, balled his fists, and puffed his
chest. Officer Furstner drew his taser 10 and pointed it at the male. He commanded the
male to turn around and place his hands behind his back, which he initially complied. He
then told him to get on the ground, which the male responded with cursing at the officer
and not following the commands. At approximately 2111 hours, Officer Furstner deployed
his taser 10 with one probe striking his upper left back and one probe striking his left glute.
Neuromuscular incapacitation was achieved, and Mr. Sollars fell to the ground. The officer
told him to place his hands behind his back and to not move, which he complied with. He
was then taken into custody. Mr. Sollars sustained minor injuries from the taser probes to
the left side of his back and the back side of his upper left leg. He was treated by the Mesa
Fire Department on scene. After further investigation, Mr. Sollars was arrested for Assault-
DV, Criminal Damage- DV, and Disorderly Conduct- DV, Photographs were taken of Mr.
Sollar’s injuries. The officer was not injured, and the incident was captured on the officer's
body worn camera.

On 02/16/2025 Officer Dalen #884 and Officer Cochran #888 were on foot patrol in the
Downtown Chandier Bar District. While on patrol, an intoxicated subject, Bryan Ingram,
approached the officers and engaged in a consensual contact disclosing he was previously
arrested in Tempe for fighting. The encounter concluded and Mr. Ingram walked away.
Approximately 15 minutes later, bouncers from Murphy's Law advised a male was banging
on the glass windows of Bourbon Jack's which was closed, While walking towards Bourbon
Jack’s, 11 W Boston St in Chandler, the officers confirmed it was Mr. Ingram. The officers
observed Mr. Ingram approach unidentified subjects and appear to attempt to provoke a
fight. As officers approached Mr. Ingram, they observed one of the unidentified subjects hit
Mr. Ingram in the face in apparent self-defense causing him to fall to the ground. Mr.
Ingram attempted to stand up, but officers told him to stop, which he complied and put his
arms out on the ground in front of him, At approximately 0209 hours, Officer Cochran
remained with Mr. Ingram while Officer Dalen attempted to contact the other unidentified
subject. Mr, Ingram then proceeded to grab both Officer Cochran's legs and sweep them
from under her, slamming her onto the ground on her back. She yelled “hey” and for him
to stop. Mr. Ingram then proceeded to mount himself on top of her where they were face
to face, Officer Cochran proceeded to strike the male in the face approximately two times.
Officer Dalen heard her yell and turned around and observed the above-mentioned
physical attack on her. Officer Dalen ran to assist her and requested emergency backup,
Mr. Ingram was now lying on his side and holding onto her legs pulling her into him while
they both were on the ground. Officer Dalen struck Mr. Ingram on the side of the face with
his right fist once while giving commands to get off her. He did not comply, and Officer
Dalen struck him an additional two times in the face with his right fist with more
commands for him to get off her. Mr. Ingram then let go of Officer Cochran and moved his
hands to cover his face. Mr. Ingram then laid face down, but still resisted by pulling his
arms away from the officers and stated he did not know they were cops. Officer Dalen gave
him a taser warning, and the officers were then able to place him into custody. Mr. Ingram
was arrested for Aggravated Assault on a Police Officer and Disorderly Conduct. Mr. Ingram
sustained swelling to his left eye but denied medical attention. Officer Cochran sustained
an approximate 4-inch abrasion to her left elbow, 1 inch abrasion to her left knee with
redness and swelling and complained of back pain. Photographs of the injuries were taken.

Summary:

On 02/17/2025 officers responded to 4093 E Gleneagle Drive in Chandler reference to a
Domestic Disturbance/Fight. The call involved the reporting party and her adult daughter,
Lateesha Reese, who had left the residence with her baby on foot. Officers conducted an
investigation and determined there was probable cause to arrest Ms. Reese. She also had a
warrant for her arrest. Officers located Ms, Reese on foot with her baby and had her sit in
the back seat of a patrol vehicle during the investigation. Officer Camacho #749 later
informed her there was probable cause for her arrest. She immediately became defensive
and stated she was not going anywhere, and no one was taking her child. At approximately
1576 hours, Officer Camacho grabbed her left wrist, and she immediately grasped onto the
baby with her other arm. Officer Camacho pushed her head away to create separation and
another officer was able to take the baby away from her, Officer Camacho attempted to
restrain her, but she continued to be non-compliant with commands. She resisted by
pulling away and grabbed the seatbelts of the vehicle which she wrapped around her neck
to strangle herself. The seat belts became tight, and she appeared to start to lose
consciousness. Officers cut the seatbelts and were able to remove them from her neck.
Officers removed her from the vehicle where she was assisted to the ground and placed
into handcuffs. Ms. Reese continued to resist and yell she wanted to die. While on the
ground, she headbutted the concrete and officers had to hold her down to prevent any
further injuries to herself. Officers attempted to move her, but she continued to be
combative and resist. Officers attempted to have her sit back down, but she refused.
Officer Camacho delivered one knee strike to her left leg to attempt to have her sit down,
but she refused. Another officer lifted her legs up, which forced her to sit down. Chandler
Fire later arrived on scene, but she refused medical attention. She continued to cause
injury to herself and made threatening statements to harm herself. The Chandler Fire
Department ultimately gave her medicine, and she calmed down. She was transported to
Mercy Gilbert Hospital for further medical evaluation, She was turned over to Mercy Gilbert
Hospital for a mental health evaluation. Ms, Reese sustained redness and injuries on her
forehead, cheeks and hands, but did not sustain any injuries from the officer’s knee strike.
Photographs of Ms. Reese injuries were taken. The incident was captured on the officer's
body worn camera. Officers later submitted criminal charges of Disorderly Conduct- DV,
Assauit- DV, Criminal Damage- DV and Resisting Arrest against Ms. Reese.
