CHANDLER ARTS COMMISSION MEETING
TUESDAY, July 15, 2025

CALL TO ORDER
The meeting was called to order at 5:01 PM by Julie Ray

APPROVAL OF MINUTES
a) Julie made the motion to approve the minutes as amended from June 17, 2025.
Shachi seconded the motion. The motion passed unanimously.
ACTION AGENDA
a. Approve RFQ for teaching artists in schools
I.
Peter explained the RFQ and Caroline’s reasoning for holding it. Peter
shared that since the city is celebrating 250 years of America, the theme for
this project will be “what unites America.” Rosanna motioned to approve the
RFQ. David seconded. Motion passed unanimously.
b. Approve RFQ for Forensic Services Building
I.
Peter explained that city is building a forensics facility with a budget of $30
million, meaning the budget for art is $300,000. We will be advertising the
call with a budget of $270,000 so there is some extra money available in
case the artists need it. Initially, this project was supposed to have one
artwork, but the budget will now be split between two artworks. Construction
on the building starts next summer, so this longer timeline will be helpful for
navigating hurdles in the placement of the artworks. Shachi pointed out a
typo in the RFQ and then expressed that as an artist she read the RFQ and
found it vague. She said it would be better for clarity to mention more details
on the direction the city wants to go in. Peter suggested adding to the RFQ
that direction from the City is in development but likely a three dimensional

artwork would be preferred by an artist with experience working with larger
budgets. Shachi suggested that we require for submitting artists to include
a thumbnail of artwork on their image lists. Peter agreed. Julie pointed out
that the RFQ also mentions digital artists and photographers and Peter
responded by saying he will get more information. Shachi motioned to
approve the forensic services RFQ as amended. David seconded. Motion
passed unanimously.
c. Select representatives for Goodyear Canal design reviews

i. Peter explained how this review process will work for the
commissioners. There is not an exact time scheduled yet.
Commissioners would be sent the designs ahead of time and then
attend an hour to hour and a half long meeting to discuss and
approve or not approve them. Julie said that she is available, and
Shachi said she would like to be a backup option. After some
discussion, Rosanna said she can be the other representative and
David can be an additional backup. Rosanna motioned to approve
Julie and Rosanna as representatives with Shachi and David as
backups. Shachi seconded the motion. Motion passed unanimously.
d. Select representatives for traffic box wrap reviews

Week of August 11
i. David said he is available this week and Julie is as well. Shachi
offered to be a backup option again and Rosanna said she will not
be available. After some conversation, Julie motioned to approve
David and Shachi as representatives and Julie as backup. Shachi
seconded. Motion passed unanimously.
e. Select artworks for purchase
I.
After discussion, Peter suggested sticking with the two artworks we chose
last meeting: Emily Saenz’s work and Frank Gonzalez’s piece. Julie
motioned for no additional purchases. David seconded the motion. Motion
passed unanimously.
BRIEFING ITEMS
a. Ongoing public art projects
a. Gazelle Meadows Park
i. Still waiting for the city to create a foundation for the sign to go in.
This is a smaller project initiated outside the arts commission and it
is slowly moving towards completion.
b. Wall St Mural
i. The mural is so popular that Downtown funded the mural to be
expanded north. The artists start painting tomorrow and it should be
done by the end of the week.
c. Traffic Management Center
i. At our last meeting, Peter shared that the internal traffic management
center representatives liked Heidi Dauphin, Eli Richard, and two

other artists. The arts commission chose Heidi Dauphin, Jose
Benavides, and Paige Reesor. After some conversation Peter had
with the traffic people, the selected finalists are Heidi Dauphin, Paige
Reesor, and Eli Richard. Peter had an in-person meeting with the
artists last week and it went well. The project is moving along, and
the commission will be selecting the design for this project likely at
the August meeting. David asked if it’s normal for the arts
commission and internal project representatives to disagree on
artists. Peter explained that usually there is not this big of a difference
in preference, but the compromise reached represents all parties.
b. Maintenance Projects
a. Oregon St Benches
i. These have been redone and look very nice. Peter is looking into an
anti-graffiti coating to keep them looking good for longer.
MEMBERS COMMENTS / ANNOUNCEMENTS
Shachi has one artwork on display at Five15Arts on Grand Ave in Phoenix and the
opening is this Friday. Shachi also shared that Safwat Saleem has a solo show opening
soon at the Phoenix Art Museum on the 23rd that Shachi contributed to. Shachi also
announced she is fostering puppies and is looking for a family to adopt them, so the
commissioners should let her know if they or anyone they know would like one. Peter
shared on behalf of Hanley a photo she took of a wall at the Philadelphia Museum of Art
that was poorly repaired with three different colors of blue paint. Hanley explained that the
wall was displaying multiple Monets and the poor patching was distracting.
