STATEMENT OF NEED (Provide background information, description of project, etc. to establish

OCLC CloudLibrary is a digital content platform that allows Chandler library patrons to access eBooks,
audiobooks, and other eContent. OCLC Cloud Library is a cloud-based solution that offers seamless
integration with existing library systems. We have been using OCLC Cloud Library for the past year, after
OCLC acquired it from Bibliotheca. Prior to that, we had been using Bibliotheca Cloud Library for several
years.
SOLE SOURCE OR COMPETITION IMPRACTICABLE JUSTIFICATION (For Sole Source requests,
describe the unique nature of the product or service, the efforts made to locate other sources, market
testing and research results, and any other information that may help evaluate the request. For
Competition impracticable requests, describe the situation that makes competition impracticable,
unnecessary or contrary to the public interest, Attach documents as appropriate to support this request.)
OCLC is the only source from which Chandler Public Library may obtain CloudLibrary and CloudLink
services, as well as obtain and integrate the following services into its CloudLibrary subscription: Comics
Plus, NewsStand, Biblio+, Biblioboard and NoveList Reading Recommendations. Given the unique
combination of product capabilities, content licensing, seamless integration with existing library
infrastructure, and vendor support, OCLC Cloud Library is the sole source that meets the specific needs
of our library system. Therefore, a sole source procurement is justified to ensure continued high-quality
digital service to our patrons.
STATEMENT OF REQUESTOR
This request is based upon an objective review of the product or service required and appears to be
in the best interest of the City. | know of no conflict of interest on my part. No gratuities, favors or
compromising action have taken place. Neither has my personal familiarity with particular brands,
types of equipment, materials or firms been a deciding influence on my request.

service (“CloudLibrary”) and your participation in the AZ CloudLink group. OCLC’s CloudLibrary is a
digital content platform that allows your library’s patrons to access eBooks, audiobooks, and other
eContent. OCLC is the only source from which Chandler Public Library may obtain CloudLibrary
and CloudLink services.
Further, OCLC is the only source from Chandier Public Library may obtain and integrate the following
services into its CloudLibrary subscription: Comics Plus, NewsStand, Bibliot+, Biblioboard and NoveList
Reading Recommendations.
OCLC is the only source from which Chandler Public Library may obtain this OCLC Service.
