Provide the narrative in paragraph form in the text field provided. Please be thorough but strive for brevity. 1. Briefly describe your organization’s history, mission and goals. The City of Chandler, incorporated on February 17, 1920, is located in the southeastern portion of Maricopa County, and encompasses approximately 65 square miles. Chandler has been an innovative community shaped by entrepreneurs and hometown traditions since being founded by Dr. A.J. Chandler as one of Arizona’s first master-planned communities in 1912. A legacy of Chandler families and business enterprises has established a foundation for our community to build upon. Their commitment to the pursuit of opportunity and advancement of the community combined with decades of thoughtful, consistent planning and investments have transformed Chandler into the Community of Innovation we know today. Chandler is the fourth largest city in Arizona and is one of several major cities comprising the greater Phoenix metropolitan area, which is the economic, political, and population center of the State of Arizona. Chandler’s population has experienced remarkable growth over the past 25 years. The city’s manufacturing sector and information technology industry has been a major driver of economic growth and attraction to Chandler. The city has stabilized its financial position by utilizing a mix of diversified revenue sources. Managing costs of services during a time of inflation and higher cost of personnel in the market is critical. Grants provide the city the opportunity to increase our reach and expand our services to our community. The City of Chandler’s continued goal is to provide the highest quality services to the community in the most cost-effective manner. These services include Public Safety: Police and Fire; Community Services: Park and Recreation and Libraries; Cultural Development: Center for the Arts and Museum; Public Works: Streets and Traffic; Utilities: Water, Wastewater, Reclaimed Water and Solid Waste; Neighborhood Resources; Development Services; Airport; Tax and Licensing and numerous internal services. Our Mission is that we are committed to serve Chandler's citizens through teamwork, understanding and dedication in a professional and responsive manner. Our Vision, to make Chandler a world-class city by delivering outstanding public services, creating a unique community. Chandler’s quality of life is consistently recognized nationally among the safest and most prosperous communities. The Chandler Fire Department is a progressive, internationally accredited organization with an ISO Class 1 rating and a distinguished history of service to the community. On June 22, 1937, the first meeting of the Chandler Fire Department (CFD) was held. Initially staffed by volunteer, CFD’s first paid Fire Chief was hired in 1953. In 1975, CFD added advanced emergency care by training three firefighters as paramedics. Gila River Indian Community Grant Application Grant Cycle 2025 3 Since that time CFD has evolved into an internationally accredited agency that operates 11 fire stations, a regional training facility, a fire administration building, and a mechanical maintenance facility. Presently, CFD provides fire, emergency medical, hazardous material, and technical rescue services to its residents and those of neighboring cities (under automatic and mutual aid agreements). In total, CFD responded to 28,861emergency incidents in FY 23-24. Currently there are 256 sworn and civilian within the organization. All station personnel are EMT certified, and many are also paramedics. Additional certifications held by Chandler firefighters include Hazmat, technical rescue, child passenger safety technician and bilingual specializations. Describe the proposed project, objectives, and your plan to implement. This grant would support the purchase of battery powered fans for all fire engines. Fans are used in firefighting operations to provide positive pressure to a structure, displacing smoke from the building. This tactic improves the speed and effectiveness of search and resuce efforts. Battery technology is used in a variety of firefighting equipment including vehicle extrication, thermal imaging cameras, and fans. Currently, Chandler Fire ladder trucks use these improved fans, but fire engines are still using older corded fans. Fans that require a power cord are limited by the location and availability of accessible power. The new battery Gila River Indian Community Grant Application Grant Cycle 2025 4 fans can be placed anywhere without locating a power source which will improve the speed of deployment and offer increased flexibility in usage. 4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River Indian Community. The proposed project addresses the public safety priority area by increasing the functionality of the firefighting process and ensuring that the best firefighting techniques are being used. By funding battery powered fans the safety of Chander firefighters is increased, as well as the ability to provde quicker assistance in rescur situations where every moment counts. Being able to use the fans any response call regardless of power source availability provides maximum increased safety to the public by improving response times of all Chandler Fire units and not being limited to just the ladder units. 5. Identify the needs/problems to be addressed, the target population and number of people to be served by the project. Inconsistent availability of power sources when fighting fire and using fans is an issue. Not being able to use a fan in the firefighting operation can cause delay in rescues, and safety of those fighting the fire as smoke inhilation is known to cause issues in the lungs, including potentially cancer. This project would benefit not only the residents of the city, but also residents of neighbouring communities, including the Gila River Indian Community, when mutual aid is being provided. 6. Define the project as a new or continuing program. Has GRIC previously funded this project? This is a new project that has not been funded previously. 7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible. The project would commence on July 1, 2025 and the purchases of the fans would be completed no later than June 30, 2026. The timeline is flexible depending on when funding notification is received, but would be completed within the noted timeframe. 8. Identify other organizations, partners or funders participating in the project and their roles. Would you be able to implement the proposed plan if your organization received partial funding for this project? We would be able to implement part of the proposed plan, but would not be able to fund fans for all engines. A determination would have to be made which engines and stations needed the battery fans the most and allocate the resources in that manner. 10. Describe your plan for project financial sustainability beyond the grant period. If this is a program/project previously funded by the Gila River Indian Community, describe efforts made towards the previously described sustainability plan. After the initial purchase of the fans, the objective of the department would be to create a replacement schedule for each of the new fans and try and purchase replacements over the ensuing years in smaller quantities, so there would be back-up fans in stock when the initial fans purchased break or need to be replaced. 11. Describe your plan to document progress and results. All required reports will be submitted according to the format and timetable specified by the Gila River Indian Community at the time of the award. CFD will keep physical and digital copies of all relevant grant documents through the grant period. All purchases made with grant funding will be tracked separately in the City of Chandler accounting system to ensure an accurate and complete recording of expenditures. Results would be captured through feedback from crews and training evolutions with the new tools. The Department expects these new fans to perform in a more consistent manner than the corded fans currently being used, which will increase the effectiveness and timely access to fire suppression activity. 12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community for state shared revenues for this and any other project for the past five (5) years.
