Regular Meeting Minutes of Wednesday, June 4, 2025 Consent Agenda Motion and Vote Police Member Elect Werther moved to approve the meeting minutes of the Chandler Local Police Public Safety Personnel Retirement Board Regular Meeting on June 4, 2025; Seconded by Police Member Elect Ynclan. Motion carried unanimously (4-0) Executive Session - Pursuant to A.R.S. Section 38-431.03 (A), the Chandler Local Police Public Safety Personnel Retirement Board may vote to convene in executive session to discuss or consider confidential records exempt by law from public inspection, and/or to consult with the Board’s attorney for legal advice and to consider the Board’s position and to instruct the Board’s attorney regarding its position on the following items. New Membership for Ramirez, Parker, Brown, Coibion, Hernandez, and Whittlesey Consideration, Discussion, and Appropriate Action New Membership for Jose Ramirez, Kyle Parker, Tyler Brown, Jacob Coibion, Michael Hernandez, and Brock Whittlesey. Action Agenda Item No. 2 Motion and Vote Police Member Elect Werther moved to find that the following employees met the applicable PSPRS membership definitions for service with the City of Chandler Police Department: Jose Ramirez and Kyle Parker, Police Officers - Lateral Certified, with a hire date of May 6, 2025, and Tyler Brown, Jacob Coibion, Michael Hernandez, and Brock Whittlesey, Police Officer Recruits, with a hire date of May 13, 2025, and a Tier 3 membership of August 11, 2025.; The motion was seconded by Police Member Elect Ynclan. Motion carried unanimously (4-0). Action Agenda Item No. 3 and Discussion 3. Pre-Existing Medical Condition(s) Review for Ramirez, Parker, Brown, Coibion, Hernandez, and Whittlesey Consideration, Discussion, and appropriate Action for review of Pre-Existing Medical Condition(s) for Jose Ramirez, Kyle Parker, Tyler Brown, Jacob Coibion, Michael Hernandez, and Brock Whittlesey. Executive Session – Police Member Elect Werther made the motion to end the Open Session and to move into Executive Session; Police Member Elect Ynclan seconded the motion, and the vote was unanimous to end the Open Session and move into Executive Session at 9:09 a.m. Open Session – Police Member Elect Werther made the motion to end the Executive Session and move into Open Session; Police Member Elect Ynclan seconded the motion, and the vote was unanimous to end the Modified Executive Session and move into Open Session at 9:11 a.m. Action Agenda Item No. 3 Motion and Vote Police Member Elect Werther moved to declare one pre-existing conditions listed on the pre-existing cover sheet for Jose Ramirez. The motion was seconded by Police Member Elect Ynclan. Motion carried unanimously (4-0). Police Member Elect Werther moved to declare one pre-existing conditions listed on the pre-existing cover sheet for Kyle Parker. The motion was seconded by Police Member Elect Ynclan. Motion carried unanimously (4-0). Police Member Elect Werther moved to declare no pre-existing conditions listed on the pre-existing cover sheet for Tyler Brown. Motion carried unanimously (4-0). Police Member Elect Werther moved to declare two pre-existing conditions listed on the pre-existing cover sheet for Michael Hernandez. The motion was seconded by Police Member Elect Ynclan. Motion carried unanimously (4-0). Police Member Elect Werther moved to declare no pre-existing conditions listed on the pre-existing cover sheet for Brock Whittlesey. The motion was seconded by Police Member Elect Ynclan. Motion carried unanimously (4-0). Action Agenda Item No. 4 and Discussion 4. Membership Termination Magana and Ambrosia Consideration, Discussion, and appropriate Action the termination of PSPRS membership for Carlos Magana and Brittany Ambrosia. Action Agenda Item No. 4 Motion and Vote Police Member Elect Werther moved to terminate the PSPRS membership for Carlos Magana, Police Officer, effective July 11, 2025, the day of his voluntary resignation and Brittany Ambrosia, Police Officer, effective July 31, 2025, the day of her voluntary resignation. The motion was seconded by Police Member Elect Ynclan. Motion carried unanimously (4-0). Member Comments/Announcements Calendar 5.
