BOARD OF SUPERVISORS
The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in an Informal Session at 
9:30 AM on Monday, February 27, 2023, in the Supervisors’/Sullivan Conference Room 301 W 
Jefferson, 10th Floor Phoenix, AZ 85003, with the following members present: Clint Hickman, 
Chairman, District 4; Jack Sellers, Vice Chairman, District 1; Thomas Galvin, Supervisor, District 2; Bill 
Gates, Supervisor, District 3. Absent: Steve Gallardo, Supervisor, District 5. Also present: Juanita 
Garza, Clerk; Joy Rich, County Manager; Andrea Cummings, Legal Counsel; Mia Vargas, Minutes 
Coordinator.
PRESENTATION
1.
OVERVIEW OF RECENT ACCOMPLISHMENTS AND MAJOR INITIATIVES
The County Manager and Assistant County Managers will provide an overview of recent 
accomplishments and major initiatives executed by the departments within their areas of 
responsibility. (C-20-23-010-X-00)
Chairman Hickman opened the meeting with a few comments regarding the County Manager 
presentations. Joy Rich, County Manager, will be presenting along with Jennifer Pokorski, 
Assistant County Manager, Lee Ann Bohn, Assistant County Manager, and Valerie Beckett, 
Assistant County Manager. 
Ms. Rich acknowledged many County leaders present and presented updates, 
accomplishments and initiatives throughout different departments in the County.

Ms. Rich reviewed the FMD Design and Construction Division Beginning of FY23 to date slide 
above.  She mentioned C.J. Jones, Facilities Management Director, and commented on his 
department’s accomplishments. 
Ms. Rich reviewed the Completion of County Administration Building Restack Project slide 
above. This was an effort towards providing County employees a great work environment. She 
noted what had been added.

Ms. Rich reviewed the two slides above noting these were projects funded by the American 
Rescue Plan Act (ARPA) funding.

Ms. Rich reviewed the Serving the Board Supervisors and Appointed Departments slide above. 
She acknowledged Fields Moseley, Communications Director, and his staff on their diverse 
portfolio, proactive communication, production and services while remaining focused on the 
task at hand.

Ms. Rich reviewed the Service by the numbers in FY22 slide above, highlighting statistics 
illustrating the quantity of service provided by the Communications Department. 
Ms. Rich reviewed the Social Media slide above, stating this is a growing line of business for 
the Communications Department.

Ms. Rich reviewed the Reaching People Where They Are slide above. This slide shows the 
immense reaching efforts made by Maricopa County through the Communications Department. 
Ms. Rich reviewed some of the Communication Department’s major initiatives beginning with 
the above slide.

Ms. Rich reviewed the Brand Creation and Implementation slide above. She commented on the 
importance of implementing a logo for the County. 
Chairman Hickman stated that, the idea of a logo for the County and implementation came from 
the previous Chairman. Supervisor Gates thanked Chairman Hickman and everyone involved 
for their support of the new logo for Maricopa County.

Ms. Rich reviewed the Marketing County Jobs slide above. She commented that 
Communications has been a key in marketing County jobs by creating a message depicting a 
modern workforce.   
Ms. Rich reviewed the Workday Implementation slide above. She accredited Laura Ingegneri, 
Human Resources Director, and her staff in the success of the Workday Implementation.

Ms. Rich reviewed the Paid Parental Leave slide above. She commented on the involvement 
of the Board in bringing this benefit to fruition, and explained how important this is to County 
employees. She said Maricopa County is the only large government entity providing this benefit, 
but others are beginning to follow our lead. 
Ms. Rich reviewed the Early Childhood Education Center slide above. She noted she heard a 
lot about employees being grateful for this at the County’s job fair.

Ms. Rich reviewed the Inaugural Maricopa County Career Fair & Community Expo at Chase 
Field slide above. She stated, she saw good representation from Elected Officials and 
departments.

Ms. Rich reviewed the Care.com slide above, and stated what a tremendous benefit this has 
been to County employees.

management that has been provided.

Ms. Rich reviewed the Operations and Customer Service slide above. She noted there was a 
time in the not-too-distant past when these figures were much lower with frequent outages. 
Ms. Rich reviewed the Digital Transformation slide above. She commented on the great support 
OET gave during COVID.

Ms. Rich reviewed the Cybersecurity slide above. She stated the County is a frequent target 
given the County’s high profile. 
Ms. Rich reviewed the Cloud Computing slide above. She noted this was the backbone of the 
County’s ability to serve its customers, particularly during COVID.

project took years to complete, and is now operational.

Ms. Rich turned the presentation over to Lee Ann Bohn, Assistant County Manager. 
Ms. Bohn explained the bullet points on Stabilizing the Forensic Pathologist Workforce slide 
above. She noted that the Medical Examiner (ME), Loan Repayment Program is the first of its 
kind in the nation. 
Ms. Bohn moved on to the Office of Budget and Finance.

Ms. Bohn explained the bullet points on Reducing Long-Term Debt and Future Costs slide 
above. She commented that for the pension debt for public safety and detention staff, 80% of 
payments each year go towards accrued liability and not to current expenses. She mentioned 
opportunities were available to pay off the short-term debt. 
Ms. Bohn moved on to highlight some initiative plans in the Human Services Department. 
 
Ms. Bohn explained the bullet points on Strengthening the Housing Continuum slide above. 
She explained investment amounts distributed among housing assistance.

Ms. Bohn reviewed the Upskilling our Workforce slide above, explaining the bullet points. She 
noted the Nurse Practice Readiness and Preceptor Training has progressed from a pilot 
program to a full-blown program. 
Ms. Bohn continued to the slides concerning Correctional Health.
Ms. Bohn reviewed the Responding to the Opioid Crisis in our Jails slide above.

Chairman Hickman asked if the County tracked patients from the program after they are 
released from the jail. Ms. Bohn responded, the program has not been launched yet, but hopes 
outpatient providers will link to where patients are getting services they are accessing. 
Ms. Bohn moved on to the Public Health Department.  
Ms. Bohn reviewed the Health Care Equity: New Public Health Clinics slide above. She talked 
about the three new Public Health Clinic sites.

Ms. Bohn reviewed the Health Care Equity: FQHC Initiative slide above. She noted these are 
Federally Qualified Healthcare Centers and is another access to quality healthcare. 
Ms. Bohn continued with a review of the Emergency Management Department.

Ms. Bohn reviewed the Securing the Cities (STC) slide above stating the County’s Emergency 
Management Department has taken the lead in this program. 
The Board thanked Ms. Bohn for her presentation. 
Ms. Bohn turned the presentation over to Jen Pokorski, Assistant County Manager. Ms. 
Pokorski stated, she oversees seven departments and making connections with each one. 
Ms. Pokorski focused on at-a glance accomplishments, technology, and customer service etc. 
in each department.  
Ms. Pokorski reviewed the Air Quality slide above. She mentioned, Philip McNeely, Air Quality 
Department Director, and stated the department is responsible for inspecting, permitting and 
ensuring that the air quality is good in Maricopa County. She noted the department permitted 
two semiconductors companies in 18 months that required Title V permits. Ms. Pokorski 
explained why these permits were required and the difficulties involved in acquitting them. 
 
The Board thanked Mr. McNeely and staff for their work with the semiconductor manufacturing 
developments.

Ms. Pokorski reviewed the Air Quality slide above, and highlighted a few of their programs. 
Ms. Pokorski reviewed the Animal Care & Control slide above. She stated in 2023, Animal Care 
& Control will be moving into the new East Shelter. She noted Bill Wiley is temporarily acting 
as Director. Debbie McKnight will step in as the Director soon from the Arizona Humane 
Society.

Ms. Pokorski reviewed the Animal Care & Control: By the Numbers slide above. 
Ms. Pokorski reviewed the Environmental Service slide above. She stated, it is a diverse 
department handling various areas. The department has been focused on conducting more of 
their business virtually.

Chairman Hickman asked Ms. Rich about the process with recycling tires. Ms. Rich explained 
the process from the start to the end product.

Ms. Pokorski reviewed the Flood Control District slide above. She stated, since 1959 they have 
been identifying flood hazards; building, constructing, and maintaining dams, channels and 
basins. Ms. Pokorski identified iconic dams such as the Indian Bend Wash. She mentioned 
under Mike Fulton, Chief Engineer, and General Manager with Flood Control, they have 
embraced a culture of continuous improvement. 
Ms. Pokorski showed a video that highlight some key improvements.
Chairman Hickman thanked Mr. Fulton and his staff for their hard work.

Ms. Pokorski reviewed the Planning and Development slide above. She mentioned Tom 
Ellsworth, Director of Planning and Development. She identified what services the department 
handles, and some of their accomplishments.

Ms. Pokorski reviewed the Planning and Development: By the Numbers slide above. She stated 
it is one of the busiest departments in the County. 
Ms. Pokorski reviewed the Real Estate slide above. She mentioned Alex Smith, Director of Real 
Estate, and commented on some of their behind-the-scene accomplishments.

Ms. Pokorski reviewed the Transportation slide above. She explained the use of technology to 
help with road maintenance, using programs such as Cartegraph. 
Ms. Pokorski showed a video of MCDOT projects throughout the County.

point.

Ms. Pokorski turned the presentation over to Valerie Beckett, Assistant County Manager.
Ms. Beckett started her presentation with a video that showed highlights from the Equipment 
Servcies Departments. She also thanked Air Quality for making the video.

Ms. Beckett reviewed the Equipment Services slide above, noting the department’s 
commitment to teamwork. She also mentioned the department is partnering with the Facilities 
Management Department and Air Quality in the development of electric vehicle stations. 
Ms. Beckett reviewed the Library District slide above, noting how they partnered with Public 
Health during COVID and explained their accomplishments.

Ms. Beckett explained each bullet point in the Parks and Recreation slide above. She 
mentioned the County purchased an additional 30 acres out in Cave Creek. The purchase will 
protect the scenic vista and prevent vehicles from accessing the conservation area.

on each bullet point.

Ms. Beckett reviewed each bullet point in the Public Defense Services slide above. She noted 
there is approximately 1,000 staff members across five different law offices, yet they operate 
as one cohesive team. Ms. Beckett also stated the Dependency Prevention Program would be 
implemented this year.

Ms. Beckett reviewed each bullet point in the Public Fiduciary slide above. She stated 
caseloads continue to grow and continue to be more complex. 
Ms. Beckett reviewed each bullet point in the Risk Management slide above. The Industrial 
Commission directed Workers’ Compensation to consider an infectious disease as a possible 
work exposure. Our team immediately developed a program to properly report such events.

Ms. Beckett shared a video presentation about the Innovation Studio with highlights from their 
department. The video reviewed the two slides above. 
The Board thanked Ms. Rich and staff for an amazing update on County departments and 
commented on the strategic planning focus. 
Ms. Rich commented how proud she is of the team.  
Chairman Hickman thanked everyone for their work and passion that goes into their jobs.
2.
EXECUTIVE SESSION
Vote to convene in Executive Session to consider the items on the Executive Agenda dated 
Monday, February 27, 2023, for Board of Supervisors and relevant Special Districts pursuant 
to the statutory authority listed for each item.
