RESOLUTION NO. 5928 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER ARIZONA, AUTHORIZING THE ACCEPTANCE OF FUNDS FROM THE ARIZONA DEPARTMENT OF ADMINISTRATION AS SET FORTH IN SENATE BILL 1147 AND AUTHORIZING THE CONTINGENCY TRANSFER OF $111,725.00 FROM THE CITY’S GENERAL FUND TO ALLOW FOR EXPENDITURE OF THE STATE FUNDS FOR THE CITY OF CHANDLER POLICE DEPARTMENT AND APPROVING THE AGREEMENT FOR THE RELATED PILOT PROGRAM TO SUPPORT LAW ENFORCEMENT RECORD MANAGEMENT SYSTEMS. WHEREAS, the Arizona State Legislature and Governor approved Senate Bill 1147 authorizing funding of $111,725.00 by and through the Arizona Department of Administration (“ADOA”) to the Chandler Police Department for certain police uses; and WHEREAS, Senate Bill 1147 became effective after the Fiscal Year 2025-26 Budget for the City of Chandler was adopted, necessitating a contingency transfer of $111,725.00 from the City’s General Fund to expend the funds; and WHEREAS, the City of Chandler, through its Police Department, wishes to accept the funds outlined in Senate Bill 1147 to participate in a pilot program to connect the City’s law enforcement records management system and computer aided dispatch system to other law enforcement agencies within the state (the “Pilot Program”); and WHEREAS, to spend the funds from the ADOA, a contingency transfer of $111,725.00 from the City’s General Fund is necessary; and WHEREAS, the Chandler City Council has determined that the Pilot Program and the contingency transfer and acceptance of funds from the ADOA for the purposes set forth herein are in the best interests of the residents of the City of Chandler; and WHEREAS, an agreement between the City of Chandler and the ADOA is required for the management and distribution of the funds for the Pilot Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler, Arizona, as follows: Section 1. Approving the agreement between the City and the ADOA (ADOA Agreement No. DBF2025SB1735-RMS03) and authorizing acceptance of the funds from the ADOA to be used for the purposes consistent with this Resolution. Section 2. Approving a contingency transfer of $111,725.00 from the City’s General Fund to the Police Department’s Real Time Operations Center Software Account for purposes consistent with this Resolution. Authorizing the Chief of Police of the Chandler Police Department, or his designee, to sign the agreement with the ADOA on behalf of the City of Chandler and to take such actions necessary to participate in the Pilot Program and to comply with the terms of Senate Bill 1147. PASSED AND ADOPTED by the City Council of the City of Chandler, Arizona, this day of October, 2025.
